I returned from a trip to Cotonu yesterday, you can start by learning from my little experience on the thread below

You can also add the following to what you have ;
You can get a straight ride from mile 2 or Agege to Cotonou if you get there earlier than say 6pm
But a lot of trading also get done at Seme, depending on the items you trade in
I went through Seme, which is shorter, but was informed its safer through Idi-Iroko
I understand if you are caught without correct papers, you may have to pay through your nose
So I went with my International Passport but could not locate my old Yellow paper
At the boader I had to part with N2k to get the latest version of Yellow paper
Even when you have everything correct, border officials 'insist' on tips which are rated
If you have never passed through that particular point, its about thrice higher than a third timer
A second timer pays just about twice a third timer
A fourth timer pays nothing, same for subsequent visits, by when you are deemed to have been well sucked
The tips range fom N500 at actual registration point to N200 at two other check points
Generally the tips are charged higher on the Naija side, than the other
Both sides collect in Naira
You can be ferried acrross without paying a dime in that case your Okada charge a little more, N1k as compared to N700
If you have your papers & you don't get them stamped, its just as bad as not having them
Travelling by ABC saves you all this hassle, as they do all the immigration stuff for you, but their transport rates is usually about double the usual
ABC is also more comfortable, but they only load once a day at 7am
Most Law enforcement officials in Cotonu hear English, but pretend not to, so that you can play into their hands
At Cotonu, you are likely to be dropped at Topa, in the heart of the market
In some markets, particularly if you are buying vehicles, you will notice an unsolicited escort following you around (what yorubas call alarobo)
No amount of protest from you can scare them, I hear they are also protected by the Police
You may have to part with some tip to your escort which may be as much as ten thousand if you are buying a vehicle, & even if he does nothing!
If you are buying a lot, you may have to channel them through Specialised Cargo Transporters, who may deliver a few days later & take care of tarrifs
Ensure you are familiar with what is prohibited, to avoid seizure
Also endeavour to know the excise tariffs in your bizness line

I also hope to be there again & again for biz, if u remain in contact we can continue to share experience, I also often get notes from a neighbour who has been in it for years

Money Changing Adventures of a JJC @ Seme

By the way I spent a night out in Cotounu last Sunday via Seme
As a JJC I asked a neighbour who is a trader what the exchange rate is, & where I can conveniently do the exchange
She said I could get it done at Seme & N350 would earn me 1000cfa, she recomended I patronise women by the Concrete Fence
The Okada that took me across dropped me at the Park where I could get Cotounu ride,
I realised here that I needed cfa for further transactions from here, & we have passed the Concrete wall, so had to patronise the male money changers around, then the intrigue started
I was told by one that its N357 to 1000 cfa, but after counting N3,570 I expected to receive 10,000 cfa, but was told I needed N3,700 to get it
I tried about ten others, before realizing that it is typical for them to give you one rate on their calculator & give you a different amount in reality
I got very annoyed with this kind of culture & resolved that it may be better to go back to Naija without any further transaction
At 1a.m the money changers closed, seems like the standard,
I thanked God that after standing for hrs I got a place to sit, on their empty benches, I positioned myself on one and rested my tired hd on d table
Like a miracle in less than a minute somebody walked up to me requesting to change 1000 cfa to Naira I handed him N350
My 'customer' seem pleased, I was later informed that with the money changers you need 4000cfa to get N1000. So they may hv given him N250
I was equally pleased that I now have enough money to pay for my transport to Cotounu, where I hoped I could get more honest exchange
While waiting for the Cab to get filled, I shared my money changing experience with other waiting passengers, who are Naija traders
We all laughed about it, but they said there are few more honest money changers during the day, & that my encounters were due to the nitefall
A Beninio trader overheard some of my lamentations & invited me to change some money for her, she needed N2000, which I handed over to her
Surprisingly she gave me 7000cfa
I entered the vehicle with a promise not to push my luck further & not to spend beyond the 7000cfa I now hv, even though I had N150k on me
I got to Cotounu, experienced the night life, at 4am it was time to return to duty in Naija,
In the same vehicle with me from Topa were a few other persons who lv in Cotounu, and on working days are in Lagos, also some Malians
It was obvious that many Beninios are multi lingual, speaking French, Pidgin English, Yoruba & some other local language native to them
I arrived Mile 2 Lagos just before 7a.m having managed to beat the heavy traffic in that axis,

I don't Know your motive but will like to share some experience on fairly related issues

As a teenager, the kind of education I had was such that I could service a vehicle ( had A3 in Auto mechanics )
I knew how the vehicle functions, we had about 4 mounted engines in the school workshop, but I did not have Practical Driving lessons
My father struggled to buy his used car, he was a "classic' african Dad" you dare not even ask him
I left University, having studied a different course, was begining to forget my 'automobile' theories
I focused on the commonest job I could get 'Marketing' of some sort, we used pool vehicles, some hired with driver
3 years down the line, got back from field work,was summoned to meet the company's HRconsults as a candidate for an unscheduled interview
Emerged few hours later as the new Manager & HoD, entittled to official car 24/7 with a driver, & in charge of managing 6 pool vehicles
The company's Drivers were not well paid, so were always in short supply. I was asked to get myself a driver
I got one from my neighbourhood, augmented his pay from mine
In spite of all my assurances he did not understand my new status, & more importantly his
He thought I was using him to fill the gaps, strategically avoided all arrangements to give me driving lessons
I resorted to the books & my thoretic knowledge & weekend practices unknown to my driver
Then I started to surprise him, on less busy days on our way home, unknown to me he also started to look for job elsewhere
He eventually left without notice, it was difficult to get a driver at the company's pay, so I continued to augment

Over the years I got involved with recruitment of drivers from my part of the city (down town) to elite friends
I discovered it is one of the easiest ways to empower youths, never had time to train them,
but to date has helped close to 10 with Driving School training & license aquisition

It gives so much fulfilment whenever they come back to say hi (me having now left the neighbhourhood), discussing how much they earn in companies or as commercial drivers. I also having 'bridged' jobs as cab driver in my down moments
Behold my favourite Empowerment programme to young friends at 'Moonshine' city
I recomend it to anybody who can spare the time or cash, & access to Young people without much education, but with much eagerness to work

Many building Proffessionals are equally disturbed so Your tittle may not be very appropriate
Most buildings with 6 flats of 3 bedroom each, on 3 floors, occupying just a standard plot of 60' x 120', at least in Lagos today. were originally designed with the whole ground floor as parking space, and just 4 flats above.

The conclusive contraption is often the result of conivance between Landlords & less qualified Govt agents, & building artisans & contractors

Also times have changed & there is need for an overhaul of our Town Planning Laws & building codes. This will include criminal penalties for professionals, particularly on the Govt side. Economically years ago one would not have expected occupiers of tenement buildings popularly referred to as 'face to face' to own as many vehicles as they own per building of say 8 rooms today, where 6 of them may be car owners in cties like Lagos

However bringing this to public attention as you have done is important, collectively we all can be the change we seek.

Your underlying principle is a hard sell, NGO's are supposed to focus on areas that Govt has neglected, not compete with it

'Modern City' infrastructure seem far from it (Most Grants to Africa are focused on rural dev)

I hv been looking in this direction for a while, the time is NOW, as Naija contemplates to go the way of other enviromentaly friendly Nations like Rwanda, which had placed total ban on Polythene Bags. I was there about a year ago, & can attest that it a good way to go.
