Nigeria used to have four Regions, all four Regions controlling their resources. This practice continued until Gowon came in and abolished all 4 Regions in May 1967 with Decree 14. Gowon also enacted Decree 15 that ended resource control. However, the sentence that brought Regionalism to an end in Decree 14 reads as follows
