Anybody can claim to be a muslim, but a muslim is not of bad behaviour because we are not thought to hate our neighbour of other religious faith for no/any reason.

According to Prophet Muhammed [S.A.W] sayings, Quran 109 reads

Bismillaahir Rahmaanir Raheem

1. Qul yaa-ai yuhal kaafiroon ------------- Say, "O disbelievers,

2. Laa a'budu ma t'abudoon ------------- I do not worship what you worship.

3. Wa laa antum 'aabidoona maa a'bud ------------- Nor are you worshippers of what I worship.

4. Wa laa ana 'abidum maa 'abattum ------------- Nor will I be a worshipper of what you worship.

5. Wa laa antum 'aabidoona ma a'bud ------------- Nor will you be worshippers of what I worship.

6. Lakum deenukum wa liya deen. ------------- For you is your religion, and for me is my religion."

So, it's only those who choose to be bad would do bad and not that Quran directs anyone to kill for no/any reason.
