It is because elsewhere the Quran commands the believers to cease hostilities if the other party also ceases implying that the hostilities can never resume unless the other party initiates the hostility.

Details are quite sketchy right now.. But the pastor identified as Ibitoye Reuben Idowu listed about 4 churches that were victims of the attack.
