Following report of collision of two trains at Jebba Bridge bordering Kwara and Niger States in which some passengers were reported to have died and several injured, Special Assistant ( New Media) to Senate President Bamikole Omishore released a statement stating that Senate President, Dr Abubakar Bukola Saraki has expressed shock and sadness over the tragic incident while also commiserating with the families of the deceased. A businessman identified as Mr. Chijioke Anyanwuor resident in Ikot Abasi local government area of Akwa Ibom state has been reported killed by suspected kidnappers. Saturday Vanguard learnt that Anyanwuor a native of Agulu in Anambra state was earlier abducted on February, 25, 2016 in front of his Ikot Abasi residence about 2:00hours in the morning after returning from a Church programme. A reliable family source who spoke to newsmen in confidence in Uyo said the kidnappers numbering over five succeeded in blocking their victim and whisked him away in his vehicle to unknown destination. 1. It gives me great pleasure today to sign the first full-year budget of this administration into law. I thank the leadership of the National Assembly, in particular, the Senate President and the Speaker of the House of Representatives, and indeed all members of the National Assembly for their cooperation in making this a reality. 2. The budget is intended to signpost a renewal of our commitment to restoring the budget as a serious article of faith with the Nigerian people. This Administration is committed to ensuring that henceforth the annual appropriation bill is presented to the National Assembly in time for the passage of the Act before the beginning of the fiscal year. 3. Through the 2016 budget, aptly titled "Budget of Change’’, the government seeks to fulfill its own side of the social contract. The Budget I have signed into law provides for aggregate expenditures of N6.06trn. Further details of the approved budget, as well as our Strategic Implementation Plan for the 2016 budget, will be provided by the Honourable Minister of Budget and National Planning. 4. I shall be speaking in more details about the Budget, its implementation and the over-all national economic and social policies of the Government in my address on May 29th, God willing. 5. In designing the 2016 budget, we made a deliberate choice to pursue an expansionary fiscal policy despite the huge decline in government revenues from crude oil exports. This is why we decided to enlarge the budget deficit at this time, to be financed principally through foreign and domestic borrowings. All borrowings will however be applied towards growth-enhancing capital expenditures. 6. The signing of the budget today will trigger concerted efforts to reflate the Nigerian economy, a key element of which is an immediate injection of N350bn into the economy by way of capital projects. To illustrate our renewed commitment to infrastructural development, the 2016 budget allocates over N200bn to road construction as against a paltry N18bn allocated for same purpose in the 2015 budget. 7. Despite the current difficulties we will work extra-hard to achieve our revenue projections. Our revenue generating agencies are coming under better management and are being re-oriented. The implementation of the Treasury Single Account (TSA) is expected to contribute significantly to improving transparency over government revenues. 8. Our determined fight against corruption is resulting in improvements in the quality of public expenditure. The work of the Efficiency Unit, as well as other public financial management initiatives, are also contributing in this regard. For the second consecutive day, the Nigerian currency maintained a steady status against the dollar on the parallel market. As an ethical sales professional, you need to know why a customer would want or need your product. We can assume that the people who developed the product understand why–they identified a need or want and then developed the product. So now, you as a sales professional need to know what problem or need the new product is designed to meet. Don’t be surprised if the market tells you something more. You might be familiar with minoxidil, a drug used for treating male-pattern baldness and hair loss in women. Did you know that oral minoxidil was originally used for treating high blood pressure? Its use expanded as patients and health care providers noticed that hair growth was a side effect of treatment. You still have to start with a reason customers should buy, whether or not the market gives you new information. 2.Who Is Your Customer? You can develop an effective sales process only when you know who your customer is. Some salespeople think that everyone is their prospect. That’s wrong. You don’t have the time to sell to everyone. What you want to do instead is define your ideal customer. Selling to an ideal customer is a lot easier and more effective than trying to sell to everyone. Consider who would need your product, and determine both the demographics and psychographics of your ideal customer. Some demographics or statistical data to consider are age, gender, income, job title, location, years of experience, or other relevant data. Next, consider the psychographics of your prospects or the way they think. Are they risk takers or are they risk averse? Are they big spenders or are they frugal? Is quality important to them? Is their appearance important to them? You can begin to connect your product to your prospect once you know how they think. What you will be doing with this information is looking for prospects who match those demographics and psychographics. The House of Representatives Committee on Public Accounts has been mandated to conduct a wide-ranging probe on recovered public funds and assets from 1999 till date. The investigation is to focus on the use to which such funds have been put and whether crimes may have been committed in the course of the management and disbursement of the recovered funds in the last 12 years. The Senate on Thursday, April 28, 2016 commenced plenary session with an executive session that lasted an hour. On resumption, the Deputy Senate President, Ike Ekweremadu who presided over the sitting announced that the Chamber in a closed door session discussed issues bordering on the Upper Legislative Chamber and the National Interest. This was followed by a point of order 42, on issue of national importance moved by Sen. Chukwuka Utazi on the massacre of citizens of Enugu North Senatorial District by Fulani Herdsmen. He sought Senate’s approval to debate the issue in view its importance and was granted. Sen. Utazi led the debate; stating that the people of Enugu North Senatorial District were gruesomely attacked in their abode by unknown Fulani herdsmen killing a number of persons, maiming many women and children thereby inflicting pains, fear, anger and hopelessness in the minds of those left behind because their houses were equally razed by fire. The Nigerian Railway Corporation Act Amendment bill 2015, is one of the high priority bills of the National Assembly and we are determined to ensure its passage in the manner that you, will advise through this public hearing. The 8th National Assembly remains committed to providing the necessary legislative support to aid infrastructure development and lay down the architecture on which a new virile Nigerian economy could be built. The rail system is one of the most important arterial systems of our economy and therefore a major determinant of the success or otherwise of our economic reform package. However, not so much havebeen achieved in the past to move this critical vehicle of the economy from the colonial initiative it has been to a 21st century economy solution. The existing law in the rail subsector was drafted and enacted to support an outmoded model that restricts management and investments in railway to the public sector. Aside the fact that this law has become too old and outmoded, many experts including the business community agree that there is need to separate the regulator from the operator and give investment remit to both the states and the private investor to invest in the sector. This, it is said, is to ensure a much more rapid deployment of the rail system across the nation and bring in competition, innovation and drive in this all-important sector. The Senate on Tuesday, justified its decision to buy 36 Sport Utility Vehicles for its members just as it clarified that the money was sourced from its 2015 budget. Chairman, Committee on Senate Services, Senator Abdullahi Gobir, who made the clarification in an interview with journalists, also described as untrue, insinuations that senators collected car loans, shortly after inauguration of the 8th Senate. He said each of the senators from the 36 states, who are either chairman or vice-chairman of committees, got a vehicle, with the understanding of their two other colleagues. He also put the value of each of the Land Cruiser VXR V8 vehicles at N36.6m including the cost of purchase, and other taxes. He said, “A lot has been happening within the last two days concerning the issue of cars vis a vis car loan, and cost of the car and we feel it is necessary to come out and inform the public about what it is so that people can have a better understanding of the whole thing to avoid wrong perception as being created among Nigerians. “First, I would like to say that the issue that we bought 108 cars is totally wrong, It is not correct. We bought 36 cars. These 36 cars because each senator in each state is either a Chairman or a Vice Chairman and we gave one car to each state. “We don’t have money to buy 108 cars. On the issue of buying cars without appropriation. This is totally wrong because this has been appropriated for in the 2015 budget. “So we used what we have in the 2015 budget to buy the 36 cars so that it can go round to each state. “On the issue of the cost of the car, the showroom price, the cost of the car is N36.5m and we are surprised. The car we bought is Land Cruiser VXR V8 not V6, therefore the showroom price is about N31m minimum and when you put 10 Per cent tax it becomes 36.5m. In fact you can go to the internet and download it. It is very simple, we can give you the website, we have several items we downloaded from the internet, you can see them.This particular car costs about $90,000. “By the time you multiply that you will have about N28.8m so when you add tax, you will end up with about N37m. The Nigerian Senate has commenced moves to shelve the Code of Conduct Act, with the aim of eradicating the code of conduct tribunal (CCT) from the office of secretary to the government of the federation (SGF) and the presidency. Vanguard on April 12, reports that the Senate in a new inventiveness is out to reduce the powers of the code of conduct bureau (CCB) and CCT. It was gathered that the code of conduct act CAP C15 LFN 2004 bill, which was sponsored by a representative of the Peoples Democratic Party (PDP), Delta North, Senator Peter Nwaoboshi passed through first reading. Senator Nwaoboshi, who is also the chairman, Senate committee on Niger Delta affairs in the bill tagged: “Code of Conduct Act Cap C15 LFN 2004 (Amendment) Bill 2016, the Senate is seeking to transfer the control of CCT and CCB from the Office of Secretary to Government of the Federation, SGF, to National Assembly or the Office of the Attorney-General of the Federation, AGF.” However, before the reading of the Bill for the first time, there was a mild drama when the first “Order Paper” for April 12, which was disseminated to newsmen, was later withdrawn. It was gathered that the retrieved order paper, the code of conduct bill was absent, but comprised in the copy distributed to lawmakers. The second order paper was circulated to reporters few minutes after the lawmakers concluded a closed-door session, where the Bill ought to have been read for the first time without puclicity. It was also gathered that some lawmakers protested against the move, after which Saraki, ruled that it should be made open. Senator Peter Nwaoboshi, who spoke with journalists after yesterday’s plenary pointed out that the bill was to save the citizens and Nigeria from obsessive politicians, who will always use CCT to go after perceived enemies and settle some differences. Saraki is currently standing trial for a 13-count criminal charge filed against him by the federal government. Sahara Reporters informed that Saraki in another desperate attempt to evade justice summoned an emergency meeting with the “likemind” Senators yesterday night at his home. Senator Dino Melaye reportedly sent the invitation of the meeting to his associates using the cell phone of the Senate president’s deputy chief of staff, Peter Makanjuola, in a bid to avoid being detected.
