BENUE STATE BANS FREQUENT CHANGES IN TEXTBOOKS, COMPULSORY LESSONS AND GRADUATION CEREMONIES AT NURSERY AND BASIC EDUCATION LEVELS

Benue State Ministry of Education has adopted some changes in policies with a view to reduce pressures on the masses.

A Statement by the Permanent Secretary in the Ministry, Helen Nambativ Zeramo, indicates that unpopular use of restricted customised education materials such as text/exercise books making non-transferable to subsequent learners is abolished.

All schools, both Public and Private have been directed to revert immediately to the traditional passing of such materials from senior students/learners to the junior ones

Compulsory and extended lessons after normal regular school hours cease, except with the concent of parents or guardians

All compulsory school graduation ceremonies are abolished, especially for Nursery and Basic Schools.

The Statement directs that the implementation of the policies should be strictly adhered to from the 2025/2026 academic year.

Dantsoho: Boosting Activities at Eastern Ports, Driving FG’s Economic Diversification



Apart from reviving the eastern ports, the Nigerian Ports Authority is at the heart of the federal government's drive to strengthen Nigeria's economic diversification options through a sustainable blue economy Ventures like ship building, ship repair and other dry dock activities


Managing Director of the Nigerian Ports Authority (NPA), Dr. Abubakar Dantsoho, is sustaining conscious steps aimed at improving ship traffic to the eastern ports and repositioning them for optimum efficiency.


As part of the Authority’s contribution to boosting the national economy, Dantsoho is working tirelessly to maximise the potentials of Onne and Porthacourt ports while also reviving the existing ports in Calabar, Warri and other parts of the South South without losing focus on greenfield port projects.


Proximity to Northern Industrial Clusters
For years, shipping into Nigeria meant Lagos ports first, everywhere else second. The Eastern Ports- Port Harcourt, Onne, Warri, and Calabar- were left in the shadows despite their proximity to key markets and resource corridors. Despite its potential, weak infrastructure and limited connectivity kept the Eastern ports underused. Lagos absorbed over 90 per cent of maritime traffic while Eastern facilities ran below a third of their capacity.


But today, that story is beginning to change. Under the leadership of Dantsoho. Eastern ports are being repositioned as a competitive gateway. For shippers, the benefits are obvious- shorter turnaround times, closer access to the South-East and North-Central industrial clusters, lower transportation costs, and the ability to move agricultural and mineral products more efficiently.


All these are aimed at deepening Nigeria's participation in the African Continental Free Trade Area (AfCFTA) regime.


To demonstrate his hands on approach, Dantsoho embarked on a series of tours of focussed on driving investment into the Eastern Ports. These tours have started to yield expressions of interest for Rivers, Calabar, and Burutu Ports. One of these is the recently celebrated call of the wholly Nigerian-owned MV Ocean Dragon at Onne's West African Container Terminal (WACT) on July 31, 2025.


With a 349 TEU capacity, the MV Ocean Dragon shall be plying routes across West, Central, and Southern Africa, exemplifying the "Nigeria First" policy and pronouncing Nigeria as a key player in intra African trade. Through these efforts, the NPA is showing its commitment to integrating Nigerian producers with global markets and maximising the immediate benefits of the proximate African trade corridor by water.
Dantsoho’s management introduced new tariffs, which became effective on March 1, 2025. The tariffs reflect operational costs while maintaining competitiveness and enhancing the actualisation of the Authority’s 25-year master plan which emphasizes automation, cybersecurity, and sustainability, including a proposed "Green Craft Acquisition Fund" for IMO-compliant vessels.



Partnerships, Achievements Touching on Exports


The NPA has continued to pursue strategic partnerships, which are driving growth. For instance, Hapag-Lloyd launched a weekly service at Onne, connecting Eastern Nigeria to global routes and enhancing transshipment under the African Continental Free Trade Area (AfCFTA).


Collaborations with relevant agencies of government like the Nigeria Customs Service (NCS) for 24-hour operations also aim at reducing cargo release times and curb diversions to neighbouring ports.


And performance metrics reflect success so far. Records show that service boat Gross Registered Tonnage (GRT) rose 129.3% to 4.58 million tons in 2024. The Eastern Ports have also seen larger vessels berth safely, with stakeholders like Indorama reporting higher export tonnages.


In anticipation of the growth that this progress growth indicates, the NPA projects ₦1.28 trillion in revenue for 2025, up from ₦894.86 billion in 2024. And the development in the Eastern Ports contributes significantly to the projected revenue rise. Buoyed by the fruits of its effort so far, the NPA is a new incentive regime to encourage patronage of non-Lagos ports, including discounts and streamlined processes for Eastern corridors. And in achieving that, the Authority is aligning with the Federal Government’s “Nigeria First” which emphasises infrastructure modernization, operational efficiency, and indigenous participation in the maritime sector. Discussions with stakeholders like the Seaport Terminal Operators Association of Nigeria (STOAN) have therefore, focussed on boosting indigenous ownership and short-sea shipping.


Driving FG’s Economic Diversification


Apart from rebuilding investors’ confidence to attract foreign direct investments (FDI) to viable private sector initiatives like ship building and repairs, NPA is presently at the heart of the federal government's drive to strengthen Nigeria's economic diversification options through a sustainable blue economy Ventures like ship building, ship repair and other dry dock activities are attracting attention.


At a recent forum in Lagos, Founder of Starz Marine and Engineering Limited in Rivers State, Engr. Greg Ogbeifun, disclosed the commitment of $350 million loan by Afrexim Bank to facilitate shipbuilding and expansion of the yard.


This, he stated, will aid the expansion of the Starz’s shipyard from 500 tons to 10,000 ton lifting capacity, 120 meter long circle lift, for the purpose of achieving quality ship repair and building which Nigerians have had cause to travel for.


Infrastructure Modernisation, Capacity Building


A cornerstone of the NPA's strategy is significant investment in port infrastructure to accommodate larger vessels and reduce vessel turnaround times.


Port Harcourt, though historic, was underdeveloped, Onne thrived as an oil and gas base but not for as container-handling, Warri struggled with shallow approaches through Escravos, while Calabar, battled draft restrictions that discouraged major carriers. These barriers created a cycle of neglect and reinforced Lagos’ dominance.


The Dantsoho led administration at Nigerian Ports Authority, has however made breaking cycle a priority. With reforms that include infrastructural and equipment upgrades, financial incentives, and stakeholder engagement have been put forward. Channel dredging and rehabilitation are said to be ongoing at Warri, Onne, and Calabar to accommodate larger.


At Onne Port Complex, a Public-Private Partnership (PPP) with West African Container Terminal (WACT) Nigeria Limited has advanced Terminal 'B' expansion (Berths 7 and cool to 62% completion, with over $110 million invested.


This upgrade is part of a broader $2.9 billion Onne Port Expansion Phase 4B project which is the largest port investment in Africa over the past decade.


Additionally, a 6,000 metric tonne bitumen tank is nearing completion at Rivers Port Complex, enhancing storage and supporting regional infrastructure needs.


The NPA has now secured $1.1 billion for comprehensive rehabilitation across Eastern Ports, including Onne, Rivers, Calabar, and Warri. Key projects include road network integration at Onne's Berths 9-11, installation of marine fenders authority-wide, and surveys for shore protection at Escravos breakwaters in Warri.


Navigational aids and buoys have been deployed in Warri and Calabar Pilotage Districts to improve channel marking and safety. These enhancements have led to unprecedented cargo traffic, particularly at Onne, attributed to improved channel security and reduced attacks on vessels.


Dredging efforts are also ongoing to increase draught depths, such as targeting 11 meters at Onne and Calabar to handle bigger ships with a mind on avoiding past situations like the stalled $12.5million contract and legal conundrum.


Although Onne has welcomed ships that once avoided the corridor. Security patrols across the Niger Delta are supported by partner agencies, thereby reducing piracy and other threats at sea while reassuring international shipping lines of the security of their vessels. On the commercial side, tariff rebates on harbour dues has lowered cost for users of the Eastern ports, while terminal concessions are driving private investment in modern cargo-handling equipment.


Hopefully through the Port Harcourt-Maiduguri rail, the North-East would have a direct maritime outlet, where agricultural produce and solid minerals can be exported from. This is exactly what an efficient port system is.


Furthermore, the, NPA has acquired state-of-the-art harbour crafts, including two 80-tonne Bollard Pull tugboats (M.T. Maikoko and M.T. Da-Opukuro), the first of their kind in Africa to eliminate berthing and sailing delays These vessels, complemented by additional tugboats and pilot cutters, have improved efficiency, with average vessel turnaround time dropping to 5.16 days so far. The Electronic Call-up (Eto) system and Export Processing Terminals (EPTs) have also streamlined operations, boosting export volumes by 60% in some terminals. Opening of 'Road D' at Onne has also alleviated logistics bottlenecks, attracting commendations from truckers. That is in addition to several other initiatives that support multimodal transport and align with International Association for Ports and Harbours (IAPH) standards for port-hinterland connectivity.


Future Outlook: Thriving Eastern Maritime Hub


The NPA's multifaceted approach —combining infrastructure upgrades, equipment acquisitions, incentives, and partnerships, to improve delivery positions the Eastern Ports as vital economic engines.
Under the supervision of His Excellency, Gboyega Oyetola, these efforts promise sustained ease of doing business and blue economy optimization. As transshipment figures from Lekki Deep Seaport rise and trade surpluses grow, the Eastern Ports, with continued focus on security, dredging, and indigenous capacity, are poised for even greater vessel traffic and investment, contributing to Nigeria's maritime renaissance.


Succour for Aba Manufacturers, Onitsha Traders.


Thanks to NPA, manufacturers in Aba, traders in Onitsha, and industrial clusters in Nnewi can now route their cargo through the Eastern ports nearest to them, saving time and money. With this new dawn, Onne will strengthen its dominance as the Gulf of Guinea’s offshore logistics hub. Port Harcourt and Calabar can become lifelines to South-East and linkages to Cameroon and Central Africa.


Like the legendary King Midas, whose hands turned anything he touched to gold, Dr Dantsoho is championing a regime of deploying human resources and materials to where matters most, focusing attention on critical areas of NPA functions that affects the economy.


His hands on approach to management and leadership is providing a hybrid of government, private and sector collaboration that daily draws Nigeria closer to the full realisation of becoming the leading maritime country in West and Central Africa.


His impactful work in progress mode is a testament to his decades of involvement in port activities as a youth corps member in NPA to an employee who grew through the ranks that providence has seen to now lead the NPA as MD. The Nigerian Immigration Service on Thursday deported 50 additional foreign nationals convicted and sentenced for cyber-terrorism and internet fraud by the Federal High Court in Lagos.

The convicted foreigners were part of the 192 Chinese and Philippine nationals arrested by the Economic and Financial Crimes Commission (EFCC) in December 2024.

The repatriated foreign nationals include 50 Chinese and one Tunisian.

This brings the total of deported convicts to 102 in the ongoing exercise that commenced on Friday, August 15, 2025.

Edo Govt Suspends Nursery, Primary Graduation Parties, Enforce Mandatory Skill Certificate For JSS, Textbook Reuse

In a decisive move to strengthen stability, consistency, and quality learning across all schools in Edo State, the Ministry of Education has today announced new education policies to take effect from the 2025/2026 academic session:

1. Textbook Reuse Policy

Younger siblings are henceforth permitted to use approved textbooks previously purchased by their older siblings. All approved textbooks will remain in use for a minimum of four years before review by the Ministry.

2. Graduation Ceremony Guidelines

Graduation ceremonies are strictly reserved for pupils who have completed Basic Education (Primary 1–JSS 3) and Senior Secondary 3 (SSS 3). At these levels, only modest celebrations will be allowed. Prom parties are prohibited, and pre-basic pupils (nursery/kindergarten, primary 6) are not permitted to hold graduation ceremonies or parties.

3. Mandatory Entrepreneurship Skills Training for JSS 3 Students

In line with ongoing reforms and the inclusion of new trade subjects in the basic education curriculum, all JSS 3 students will undergo compulsory entrepreneurship skills training before graduation. Starting from the 2025/2026 academic session, every JSS 3 graduate will be issued two certificates:

The Basic Education Certificate Examination (BECE), and

A Skills Acquisition Certificate in their chosen trade subject.

The Ministry reaffirms its unwavering commitment to producing students who are not only academically sound but also equipped with practical entrepreneurial skills to thrive in today’s world.

With the passing of this highly respected community leader, the Upogoro community in Okene Local Government Area of Kogi state, and indeed, the entire Ebira nation have lost a truly illustrious son who has left indelible footprints on sands of time.

The late patriarch of the Ododo family lived a fulfilled life that touched the lives and hearts of many within and outside his family and community.

The amiable and exemplary character of Governor Ododo is a clear testament to the wholesome nurturing and mentoring the late Alhaji Ododo bequeathed to his son and other children.

We pray Almighty Allah (SWT) to grant the late Alhaji Ododo Al-Jannah Firdaus, and comfort the family he has left behind at this difficult time.

Concerned about the financial strain on parents and guardians during nursery and Junior Secondary School graduation parties, the Imo State government has placed ban on such events to enable them focus on the academic development of their children.

Imo State Commissioner for Education, Professor Bernard Ikegwuoha disclosed this in a memo addressed to parents, guardians, and stakeholders in the education sector at the weekend.

Ikegwuoha also directed school proprietors to stop yearly change of textbooks to enable siblings use it as it was financially draining on parents and guardians to buy new books each year.

The Commissioner in the letter dated August 15th, 2025, with reference number MOEPS/COMMR/2025/VOL. 1/155, titled” “Policy on Education for Public and Private Primary and Secondary Schools in Imo State”, said the new policy is effective immediately.

According to him, the measure was to promote a more focused and efficient education system in Imo State targeted at benefitting students, parents and the public.

The memo reads, “The Ministry of Primary and Secondary Education in Imo State is committed to providing quality and functional education to all students in the state. To achieve this goal, the Ministry has established guidelines for “Graduation Ceremonies” and textbook usage in public and private primary and secondary schools.

“Graduation ceremonies: in line with the 6-3-3-4 education system in Nigeria, graduation ceremonies and parties are only permitted for: (1) Primary 6 graduating pupils (2) senior Secondary School (SSS) 3 3 students.

“Henceforth, graduation ceremonies and parties for Kindergarten, Nursery and junior secondary school 3 students are hereby abolished.

“This policy aims to ensure that students, parents, guardians and stakeholders, and schools focus on the academic achievements of students at the end of their primary and secondary education cycles”, the Commissioner said.

In the same letter, the Commissioner directed schools to stop introducing new textbooks each year, saying it denied siblings the use of such books.

He added that textbooks should henceforth be used for four years.

The commissioner said “to promote stability and consistency in education, proprietors of faith-based, and private schools are required to adhere to the approved lists of textbooks.

“These textbooks are designed to be used for a period of four years, allowing children (pupils and students) to use the textbooks of their siblings for four consecutive years”.

“Proprietors are warned to desist from frequent change of textbooks every academic year, as this practice can be financially burdening for parents and undermine the quality of education. By adopting the approved textbooks and allowing them to be used for the specific period, schools can promote a more efficient and effective learning environment”, he said.

Stakeholders Oppose Tenure Extension for Customs CG, Urge FG to Uphold Public Service Retirement Rules

Amid growing speculation surrounding a possible extension of the tenure of the Comptroller-General of the Nigeria Customs Service (NCS), Bashir Adewale Adeniyi, stakeholders across civil society, governance advocacy, and public service sectors have voiced strong opposition and called on the Federal Government to uphold existing public service retirement policies.

Speaking on behalf of the International Commission for Peace and Good Governance Network, Ambassador Hussaini Coomassie cautioned that extending the tenure of service chiefs and heads of agencies undermines morale within institutions and disrupts the established order of leadership succession.

“There should be no more tenure extensions for service chiefs,” Coomassie asserted. “Keeping one person in office beyond their statutory time deprives others of the opportunity to serve and contribute to national growth. It demoralises diligent officers and obstructs the natural progression of leadership.”

The Nigerian Public Service Rules (PSR), particularly Rule 020810, stipulate that the mandatory retirement age for public servants is 60 years of age or 35 years in service, whichever comes first. Exceptions are rarely made, and only under circumstances clearly justified by law or national exigency.

Civil society organisations warn that tenure extensions, if allowed, would set a negative precedent and diminish the credibility of institutional reforms under the administration of President Bola Ahmed Tinubu.

“There are many competent officers who have been forced into early retirement due to stagnation at the top,” Coomassie continued. “When due retirements are not honoured, it signals to younger officers that merit and performance do not count, which breeds disillusionment.”

The stakeholders urged the President to reinforce a transparent and rule-based succession framework across federal agencies, including the Nigeria Customs Service, in line with his administration’s pledge to restore order, fairness, and institutional discipline.

The call aligns with broader public expectations for equity, professionalism, and adherence to the rule of law within Nigeria’s governance architecture.

The All Progressives Congress (APC) has revealed that governors from Bayelsa, Rivers, Plateau, Kano, and either Abia or Enugu are expected to join the ruling party within the next two months.

This was disclosed by Dr. Ijeoma Arodiogbu, APC National Vice Chairman (South East), who said the planned defections were not mere speculation but already in motion.

“We are talking about governors from Bayelsa, Rivers, Plateau, Kano, either Abia or Enugu. In the next two months, you will see them join us officially,” Arodiogbu stated.

Dismissing the idea of a united opposition coalition, he described it as a media gimmick aimed at keeping certain politicians relevant in the news cycle. “These politicians just want to keep their names in the headlines. But Nigerians are aligning with a party that is delivering — and that is the APC,” he said.

He confirmed that Bayelsa was already part of the conversation and hinted at potential interest from other governors, including those in Abia and Enugu States. While he was uncertain about Osun State Governor Ademola Adeleke’s position, he noted that some moves had been made in that direction.

“We’re not ruling out Governor Alex Otti of Abia or the Enugu State governor either,” he added.

The Minister of Marine and Blue Economy, Adegboyega Oyetola has called on the newly inaugurated Governing Board of the Nigeria Ports Authority (NPA) and it's Management to cooperate and work harmoniously to build on the positive reforms being pursued to develop the country's economy.


He made the call when he officially inaugurated inaugurated the newly constituted Governing Board of the Nigerian Ports Authority (NPA), at the Ministry’s Conference Room in Abuja, on Monday.


He said, the inauguration marks a significant milestone in the Federal Government’s ongoing efforts to reposition the maritime sector as a driver of national economic development.


Oyetola described the inauguration as a vital step in strengthening the governance framework of the NPA and aligning it with the broader vision of President Bola Ahmed Tinubu, GCFR, to reform and revitalise key government institutions.


According to the Minister, the move also underscores the administration’s firm commitment to institutional reforms aimed at enhancing trade facilitation, boosting transparency, and unlocking the full potential of Nigeria’s marine and blue economy in a manner that is inclusive and sustainable.


He noted that the NPA Act assigns critical policy oversight responsibilities to the Governing Board, particularly in areas concerning staffing and budgetary matters. These roles, he said, are executed primarily through the Board’s Staff and Establishment Committee and its Finance Committee.


He however emphasised that the day-to-day management of the Authority remains the exclusive responsibility of the Managing Director and the executive management team.

He stressed that, the distinction is vital for operational integrity as clearly outlined in both the NPA Act and the Public Procurement Act of 2007.


The Minister said, “It is important to emphasise that the day-to-day operations and execution of policy decisions remain solely the responsibility of the Managing Director and the Management Team. This is clearly stipulated in Section 10(3) of the NPA Act and further reinforced by the provisions of the Public Procurement Act, 2007. Clear boundaries between governance and management must be maintained for operational integrity and efficiency.


“The Board is to provide policy direction and supervision in line with government directives but must not interfere with routine management or operational execution.


“To the Management of the Nigerian Ports Authority, I enjoin you to engage constructively with the Board in a manner that reflects professionalism, mutual respect, and shared responsibility. Institutional harmony is vital, and this can only be achieved through cooperation, transparency, and unwavering dedication to national service.


“To the newly inaugurated Board Members, I congratulate you. I urge you to approach this assignment with discipline, focus, and a firm commitment to national interest. Your role is pivotal to the development of a competitive and efficient port system — one that meets global standards and contributes meaningfully to Nigeria’s economic transformation".


Speaking on behalf of the newly inaugurated Board, the Board Chairman, Senator Adedayo Adeyeye, expressed gratitude to President Bola Ahmed Tinubu for the confidence reposed in him and the other members of the Board.


He also extended his appreciation to the Minister for his support throughout the nomination and inauguration process adding that, he was a pillar of encouragement whose guidance had been instrumental to the success of the NPA.


Senator Adeyeye said the composition of the Board, highlighted the collective experience and expertise of its members and commended the Managing Director and executive management of the Nigerian Ports Authority, as well as the Permanent Secretary of the Ministry, for their warm reception and their evident willingness to work with the new Board.


He affirmed the Board’s determination to work in close harmony with the NPA’s management and the Ministry to ensure a successful and impactful tenure. He emphasised the importance of unity and cooperation, describing the Minister as the head of the family under whose leadership the Board would function with a spirit of shared purpose and without discord.

More than 5,000 frustrated local contractors, under the group Concerned Contractors Owed by the Federal Government of Nigeria 2024 Capital Projects, have threatened to occupy Abuja over unpaid funds for completed government contracts.

This announcement was made in a press statement signed by the group’s Convener, Jackson Nwosu; Secretary, RQS. MIQS. Babatunde Seun; Engr (Dr) Peter Adhekugu; Mr Chidi Kanu; and Mr O Fredrick Agada. The statement was read by Jackson Nwosu during a press conference in Abuja.

Nwosu explained that many men and women worked hard across the country to deliver the 2024 capital projects, all under the leadership and direction of the current government.

He said all project obligations had been met and the work completed. "Yet, for over Nine months now, our invoices remain unpaid."

Appealing to President Bola Tinubu and other leaders, Nwosu urged them to consider the serious hardship local contractors are facing, with many losing hope.

During the conference, the contractors observed a minute of silence in honour of those who died while waiting for payments for jobs they had already finished. They also called on the Senate and House of Representatives appropriation committees to investigate why they have not been paid.

Describing the situation as cruel, he said: "Contractors are drowning in debt, some have committed suicide, some have had their assets seized, families are suffering, employees remain unpaid, health challenges go unattended."

He continued: "We are appealing for justice—justice in the form of timely payment for work already done."

"We have heard so much rhetorics of payments by office of the Accountant General of Federation, Federal ministry of Finance (OAGF/FMF) but no corresponding action to justify this."

"We ask not only for payment—but for the restoration of our credibility before financial institutions, before our families, and before our communities who look unto us as examples of diligence and patriotism."

"Your Excellency, distinguished leaders, the strength of any government lies in its ability to honour its commitments. We trusted the system ab-initio but the system is gradually failing us."

"The Renewed Hope Agenda promised by our beloved President is gradually eluding us. We appeal to Mr. President to urgently intervene, believing he has good listening ear."

He also reminded the government of its legal obligations: "The Public Procurement Act, (2007) specifically Section 5(b), mandates that all procurement activities must be based on procurement plans supported by prior budgetary appropriations."

"This means that a government entity cannot formalize a contract unless it has ensured that funds are budgeted and appropriated to cover the obligations arising from that contract but so far, the reverse is the case."

Finally, he issued a warning: "Failure to carry out the aforementioned, we will be left with no option than to mobilize over Five Thousand (5,000) contractors to hit the streets of Federal Capital Territory (FCT) to further press home our demands."

The visit, which included representatives from an international private security who specialises in border management, focused on evaluating the current efforts to combat insecurity, illegal migration, and transnational crimes.

Mr. Siarhei Pakrava, representing COPS Defence Ltd., a private security consultancy, noted the alarming scope of illicit border activities and called for greater investment in surveillance infrastructure. “These routes are being exploited by criminals and smugglers. We need a stronger fusion of intelligence gathering and border technology,” he said.

After diligently serving the NNPCL for 23 years, she was forced to resign under certain circumstances and was consequently being paid her monthly benefits.

The NNPCL did not specify how much she would be paid in monthly benefits; she was only told she would receive monthly benefits from the organization.

Three years into her resignation, the NNPCL contacted Josephine stating that she was being overpaid. Josephine informed the NNPCL that details of the amount she would receive as monthly benefits were not specified when she resigned. Consequently, she assumed that whatever was paid to her by the NNPCL on a monthly basis were her benefits.

The NNPCL insisted that she was being overpaid, and that the overpayment was due to a glitch in their payroll system.

What followed was deeply troubling. The NNPCL refused to take any responsibility for the glitch in their system. Instead they began deducting 90% of Josephine's monthly benefits, leaving her with a meagre sum which is unable to cover her basic living expenses.

She was accused of financial misappropriation despite the fact that the glitch took place after she had resigned. While employed in the service of the NNPCL, Josephine never worked in the Accounts or Human Resources/Payroll Departments. She asserts that it is ludicrous for the NNPCL to allege that she was able to misappropriate funds in an organization she no longer had access to, seeing she was retired.

The most disturbing part of this sordid ordeal was the unlawful involvement of the EFCC. The NNPCL under Kyari colluded with the EFCC to harass, arrest, and detain her. She was then taken to court like a common criminal with a police man pointing a gun at her.
It was only due to the diligent efforts of her lawyers that she was granted bail by the courts and released from detention.

This is a clear case of injustice, tyranny, and abuse of power. The NNPCL claims they overpaid her due to a glitch in their systems, unlawfully proceeded to deduct 90% of her monthly pensions, and colluded with the EFCC to arrest and detain her even as her pensions were being deducted.

The NNPCL informed her that the monthly deductions would only continue until the cumulative sum which was overpaid to her was exhausted. But the NNPCL reneged on this and has brazenly continued to poach 90% of her monthly pensions.

All efforts directed at halting this injustice have proved abortive. Josephine has made numerous conciliatory efforts but the NNPCL has continued deducting 90% of her pensions even after the alleged overpaid sum has been fully deducted.

This is a scenario that plays out too often in various organisations—where systemic lapses are blamed on innocent staff members. Instead of addressing internal oversights, they chose to escalate the matter to the Economic and Financial Crimes Commission (EFCC).

It is unclear how the ministry became involved in budgeting for the renovation of INEC offices in Nigeria.

Earlier, a civic tech organisation, BudgIT, raised the alarm over massive insertions into Nigeria’s 2025 federal budget by the National Assembly, revealing that 11,122 projects worth a staggering N6.93 trillion were embedded into the fiscal plan with minimal justification or alignment with national priorities.

In a detailed analysis, BudgIT reported that 238 projects—each valued above N5 billion and totaling N2.29 trillion—were included without transparent rationale. An additional 984 projects worth N1.71 trillion and 1,119 projects ranging between N500 million and N1 billion—adding up to N641.38 billion—were flagged as indiscriminately inserted.

"These insertions reflect a deepening pattern of budgetary abuse,” BudgIT stated. “They divert resources from critical national development needs and are often driven by political expediency rather than strategic planning.”

Further analysis of the data shows that 3,573 projects worth N653.19 billion are linked to federal constituencies, while 1,972 projects valued at N444.04 billion were assigned to senatorial districts.

Among the most controversial entries are:

1,477 streetlight projects totaling N393.29 billion, 538 borehole projects worth N114.53 billion, 2,122 ICT-related projects amounting to N505.79 billion, N6.74 billion tagged for the ‘empowerment of traditional rulers.

A particularly alarming finding is that 39% of all insertions—totaling 4,371 projects valued at N1.72 trillion—were funneled into the Ministry of Agriculture’s budget, inflating its capital allocation from N242.5 billion to N1.95 trillion.

The Ministries of Science and Technology and the Ministry of Budget and National Planning also saw budget inflations of N994.98 billion and N1.1 trillion respectively due to these insertions.

BudgIT also highlighted the misuse of agencies such as the Nigerian Building and Road Research Institute (NBRRI) in Lagos and the Federal Cooperative College, Oji River, which have become conduits for projects outside their mandates.
