Boko Haram killed primary school pupils and their teachers in their cold blood, they rounded up fishermen and shot them. I think it is wrong to equate the number of political appointees of a region with their development (in the real sense of it). In Nigeria, the great factor here is the sharing of the national cake. One state in the south-south for instance,get revenue allocation much more higher than a whole region in the north. This is the Issue with the poverty in the north.
