I think it is clear that those children are probably former almajiri or uncared children, obviously the north clearly can't support it population with the little resources it has. Preinstalled malware on low-cost Chinese phones has stolen data and money from some of the world's poorest people.
When Mxolosi saw a Tecno W2 smartphone in a store in Johannesburg, South Africa, he was attracted to its looks and functionality. But what really drew him in was the price, roughly $30 — far less than comparable models from Samsung, Nokia, or Huawei, Africa’s other top brands.

“They’re very attractive and appealing to your eyes,” Mxolosi, who asked for his last name not to be used to protect his personal safety, told BuzzFeed News. “Honestly, I was a Samsung fan but I said, ‘Let me try this new product.’”

It was another sale for Transsion, the Chinese company that makes Tecno and other low-priced smartphones, as well as basic handsets, for the developing world. Since releasing its first smartphone in 2014, the upstart has grown to become Africa’s top handset seller, beating out longtime market leaders Samsung and Nokia.

But its success can come at a price. Mxolosi, an unemployed 41-year-old, became frustrated with his Tecno W2. Pop-up ads interrupted his calls and chats. He’d wake up to find his prepaid data mysteriously used up and messages about paid subscriptions to apps he’d never asked for.

“It was expensive for me, and at some point I ended up not buying data because I didn’t know what was eating it up,” he said.

He thought it might be his fault, but according to an investigation by Secure-D, a mobile security service, and BuzzFeed News, software embedded in his phone right out of the box was draining his data while trying to steal his money. Mxolosi’s Tecno W2 was infected with xHelper and Triada, malware that secretly downloaded apps and attempted to subscribe him to paid services without his knowledge.

Secure-D’s system, which mobile carriers use to protect their networks and customers against fraudulent transactions, blocked 844,000 transactions connected to preinstalled malware on Transsion phones between March and December 2019.

Secure-D Managing Director Geoffrey Cleaves told BuzzFeed News that Mxolosi’s data was used up by the malware as it attempted to subscribe him to paid services. “Imagine how quickly his data would disappear if the subscriptions were successful,” he said.

Along with South Africa, Tecno W2 phones in Ethiopia, Cameroon, Egypt, Ghana, Indonesia, and Myanmar were infected.

"Transsion traffic accounts for 4% of the users we see in Africa. Yet it contributes over 18% of all the suspicious clicks,” Secure-D Managing Director Geoffrey Cleaves told BuzzFeed News.

It’s the latest example of how cheap Chinese smartphones take advantage of the world’s poorest people. Current security concerns about Chinese apps and hardware have largely focused on potential back doors in Huawei’s 5G equipment. More recently, people have focused on how user data collected by TikTok could be abused by the company and the Chinese government. But an overlooked and ongoing threat is the consistent presence of malware on cheap smartphones from Chinese manufacturers and how it exacts a digital tax on people with low incomes.

A Transsion spokesperson told BuzzFeed News that some of the company's Tecno W2 phones contained the hidden Triada and xHelper programs, blaming an unidentified “vendor in the supply chain process.”

“We have always attached great importance to consumers’ data security and product safety,” they said. “Every single software installed on each device runs through a series of rigorous security checks, such as our own security scan platform, Google Play Protect, GMS BTS, and VirusTotal test.”

The spokesperson said Transsion did not profit from the malware, and they declined to say how many handsets were infected.

Michael Kwet, a visiting fellow of the Information Society Project at Yale Law School who received his doctorate in South Africa, called the idea of Chinese-made phones extracting data and money from people living in poverty “digital colonialism.”

“If you have no disposable income, you're basically left with people preying on your data,” he told BuzzFed News. “The problem we have here is that we don't have a rational business model for a digital society.”

Though it’s largely unknown outside of Africa and in developing countries, Transsion is the fourth-biggest handset maker in the world, behind Apple, Samsung, and Huawei, but it’s the only manufacturer in that group to exclusively focus on low-income markets.

The need to keep costs low opens the door to malware and other vulnerabilities, according to Cleaves. “A fraudster is able to take advantage of that desire for a low price by offering their [hardware or software] services, even at loss, knowing that they can recover the costs through this ad fraud,” he said.

Secure-D previously discovered preinstalled malware on Alcatel phones made by TCL Communication, a Chinese handset maker, in Brazil, Malaysia, and Nigeria. It also exposed how Chinese technology preinstalled on cheap smartphones in Brazil and Myanmar robbed users with fraudulent transactions.

“In many cases it’s [a consumer's] first smartphone and the first time these people have access to the internet,” Guy Krief, a board member of Upstream Systems, the UK company that operates Secure-D, told BuzzFeed News. “The data eaten up by the malware — that’s a very important part of their income.”

Kenneth Adu-Amanfoh, the executive director of the Africa Cybersecurity and Digital Rights Organization, said Chinese phones with preinstalled malware have become a major threat on the continent.

“You have all these wonderful features for cheap, but there is a hidden cost,” he told BuzzFeed News. “There are a lot of Chinese phones that have malware installed on it.”

“At some point I ended up not buying data because I didn’t know what was eating it up,” said Mxolosi, who had to shut down a café he was running due to the coronavirus. South Africa has the fifth-highest number of cases of COVID-19 in the world, according to Johns Hopkins University.

Learning that his smartphone had been stealing his money felt like yet another hardship. “Poor people are getting even more poor. People are going hungry,” he said.

People in the United States are also being exploited. Earlier this year, Malwarebytes, a security service, found preinstalled malware of Chinese origin in two phones offered to citizens with low incomes as part of the US government’s Lifeline program, which provides subsidized phones and mobile data. Both phones were made by Chinese companies.

Nathan Collier, a senior mobile malware analyst at Malwarebytes, said cheap Chinese smartphones are a security risk to people with low incomes around the world.

“It seems like we’re seeing the same story over and over again where there’s a cheap phone made from China with Chinese malware on it that gets in the hands of people who can’t afford a pricier phone,” he told BuzzFeed News. “Having preinstalled malware right there in your phone when you turn it on out of the box is gross and nasty.”

Collier researched Triada and xHelper and said they were “the first malware [he’s] even seen where a factory reset doesn’t take care of it. That’s a game changer.”

Typically, malware like Triada and xHelper requires someone to be tricked into installing it on their phones, rather than it coming straight from the factory. It’s often used to deliver invasive ads that send money back to whoever controls the malware. But it can also be used to install apps that subscribe the victim to paid services via monthly billing or prepaid data — siphoning cash directly from the phone’s owner.

Transsion said it created a fix for Triada in March 2018 after reports identified its presence on W2 smartphones. Transsion said it also shipped a fix for xHelper in late 2019. In both cases, phone owners needed to download the fixes and update their phones.

Cleaves said Secure-D has continued to block transactions related to Triada and xHelper on Transsion phones into April this year, though at a lower volume than before.

“Although xHelper appears to have entered a dormant stage, we have no reason to believe it's gone away,” he said. “There’s no reason to believe that the perpetrators behind that malware are just going to give up. They’ve got this extremely virulent malware sleeping on millions of devices, and it’s just a matter of time before they strike again.”

Mxolosi said he had no idea which company made his phone. He was surprised and disappointed to hear it was a Chinese company.

“Oh god. That means the Chinese are just ripping us off left, right, and center,” he said, comparing his malware-riddled smartphone to designer knockoffs made in China that flood South Africa. “We are getting [counterfeit versions] of clothing that are made in the US. They come in and make them with bad quality.”

Mxolosi said he was planning to buy another Tecno phone until BuzzFeed News informed him of what was wrong with his W2. Now he is looking for other options.

“Now I would never,” he said. “That device would make me spend more on that phone. So why should I go for that while we’ve having problems with money?”

hello nairaland doctors i need help here. pls overlook any typo error.

i am over the age where the 4 widom teeth (the molars) of an adult normally grows.

the thing is while the two molars at the top jaw grew without any problem, the other bottom two refused to grow out. i really didnt notice until two year ago when i started having gum aches from both sides of my bottom jaw. at first the pain was mild but it came back two weeks later and this time it was more severe. this made me count my teeth and i discovered i only had 30 teeth instead of 32.

i didnt take it seriously but the aches continued forcing me to see a dentist.
after a minute checkup the doctor told me i had a condition known as an impacted tooth. according to him, my bottom jaw was smaller than my teeth set and that made it impossible for my molars to grow out. he said the pain i felt was due to the two molars trying to push against the obstruction of the jaw.

i asked for a soln and he told me that the only way pluck out the molars. i didnt have a problem with that until i asked for the price.

he told me that the removal of both teeth would cost 15k each. i shouted and he shouted back. i left the office angrily but not before he told me that by the time i get to 26 i will be the one begging for the procedure.

the truth is since the time i did that checkup the gum aches have been coming up periodically. i have been fighting it with warm water and salt but the pain normally comes back after a couple of weeks with each emergence more severe than the last.

so i really want to know if there is another alternative to deal with the ache without parting with my 30k.

i recently noticed with the help of a mirror that there have been little signs of the molars showing up, though majority of the whole is still buried under the jaw.

Education / University Of Ibadan Lecturer Protests ‘illegal’ Deductions From Salary by olaide92(m): 11:03am On Jul 08, 2019
Since September 2018, a senior lecturer at the University of Ibadan, Chukwuemeka Diji, has been experiencing ‘illegal’ deductions from his salary.
Mr Diji, a PhD holder, acted as the Head of the Department of Mechanical Engineering from September 2015 to July 2017 before a substantial head was appointed.

Investigation and documents obtained by PREMIUM TIMES revealed that Mr Diji complained about various controversial, financial actions by his predecessor, Ademola Dare, and successor, Leke Oluwole, both professors.

Also, efforts by the lecturer to question the deductions from his salaries have been unsuccessful.

The Loan

A month prior to Mr Diji’s resumption as departmental head, his predecessor, Mr Dare, applied for a loan of N400,000 from the university.

The money was, however, only paid to the department’s account after Mr Diji assumed office.

Nothing was stated about the loan in the handover note that Mr Diji received from Mr Dare.
Mr Diji, knowing he did not apply for such loan, approved the transfer of the money into the account of his predecessor.
Checks by this newspaper revealed that Mr Dare was paid the money in October 2015.

The professor, however, delayed in retiring the receipts for the money till 2017 when his successor left office. He also, reportedly, only did that after persuasion from SERVICOM, a unit saddled with monitoring and ensuring service delivery in the school.

Deductions

Meanwhile, this newspaper learnt that the controversial N400,000 is now being deducted from Mr Diji’s salary. The deductions started from September 2018.

According to Mr Diji and evidences obtained, the sum of N25,000 was deducted monthly from September 2018 to January 2019 while it rose to N50,000 in February up to the time of filing this report.

In an interview with our correspondent, Mr Diji said the school management did not inform him prior to the deductions.
“I learnt that the deduction was because of the salary advance obtained by Mr Dare from an unofficial source in the bursary. No letter up till date,” he explained.

“Today the financial emasculation has been stepped up with illegal and unlawful deduction of N25,000 monthly from my salary between September 2018 – January 2019. In the current month from February 2019, the deduction has been stepped up to N50,000.”

According to Section 5 of the labour act in Nigeria, employers may, with the consent of workers, make deductions from their wages and “pay to the appropriate person any contributions to provident or pension funds or other schemes agreed to by the worker and approved by the State Authority.”

Plausible Reasons

Mr Diji claims his ordeal may be as a result of the infractions of his predecessor which he exposed during his (Diji’s) tenure.

One of these is the running of a bank account for Energy, Technology and Management (ETM) conference for the department of mechanical engineering.
He believes running the account contravenes the Treasury Single Account policy of the federal government which forbids government parastatals, ministries, departments and agencies from operating bank accounts outside the single account owned by the federal government.
The TSA is a bank account or a set of linked accounts through which the government transacts all its receipts and payments.

Under the TSA, all government payments for services and revenue collections are operated through one account known as Consolidated Revenue Fund/Treasury Single Account (CRF/TSA) domiciled with the Central Bank of Nigeria (CBN).
However, although the TSA was put in place by the Goodluck Jonathan administration, it only began to be implemented after President Muhamamdu Buhari was sworn in, in 2015.

Based on the TSA and what he believes to be fraud in the management of the ETM account, Mr Diji asked that the account be closed.

According to Mr Diji’s handover notes dated August, 21, 2017, which was presented to the vice-chancellor of the university., he requested the closure of the bank account after the third edition of IMEETcon in 2016.
“The third edition of the ETM conference titled IMMEETcon 2016 took place from 7th-9th, September, 2016. The conference was successfully and the standing committee of the conference presented the report of their activities to the departmental academic staff meeting on 20th December, 2016.

“The committee was requested to close the bank account which is being used for the conference from 2012 to 2016 and a proper bank statement submitted to the department. This has not been done,” Mr Diji wrote, attaching the bank documents.

The official also wrote in the handover notes that the transactions made through the account had not been ‘transparent’.

“The previous reports of the ETM conferences of 2012 and 2014 as well as the 2016 edition are not archived in the department. The committee was requested to submit this report for proper records. This has not been done.”

Meanwhile, enquiries made by this newspaper into the account kept with Guarantee Trust Bank, revealed that the account existed between 2012 till 2017 when it was then closed.
According a staffer of the bank who did not want his name in print, the last transaction carried out was a payment of N10, 000 made by a woman from Lagos State.

“From what I checked, the account was closed upon a request by a professor and the last transaction I can see is a woman who paid in N10,000 from Lagos.”

Seeking ICPC Probe

Also, in a letter dated April 9, 2018, Mr Diji wrote the Independent Corrupt Practices and other related offences Commission, (ICPC), and demanded an investigation into the ‘corrupt practices’ in the department. He also alleged that he was being victimised for revealing some of the shady activities.
He begged the commission to compel the university to probe the organisation of the ETM conference and its account since 2012- 2016.

“Since I discovered the corrupt financial dealings and leaving office on the 31st July, 2017, I have come under various acts of intimidation and harassment from my successor in office, Professor Oluwole, who has been doing everything possible to suppress me and suppress the corrupt practices, in order to protect his friends who are the ones principally involved in the fraud,” he said.

NUC intervenes

Responding to a petition filed by the Mr Diji, the National University Commission, in a letter with the reference number NUC/ES/96/Vol.19/474, promised that the issues ranging from the corrupt practices in the department and his harassment will be ‘escalated’ to the university authorities.

“Please, be informed that the commission has forwarded the petition to the Vice-Chancellor, University of Ibadan, for his comments on the matter. The outcome will be communicated to you as soon as we receive response from the university,” the letter read.
This reporter learnt that the embattled lecturer, in a follow-up letter, wrote to the anti-graft agency to remind it of the petition submitted in 2018 and the recent deductions from his wages in January 2019.

He also wrote the chairman of the university’s Senate, the highest decision-making body in the school, to demand justice.

More questions than answers

PREMIUM TIMES on several occasions made efforts to reach the authorities of the school and the mechanical engineering department but the claim by the two were contradictory.While the school’s spokesperson, Tunji Oladejo, said Mr Diji’s salary is being deducted because “he was the one who applied for the salary advance”, the head of department, Mr Oluwole, confirmed that Mr Diji’s predecessor, Mr Dare, applied for the salary advance of N400,000 but “the cash was paid into the complainant’s bank account”.
Meanwhile, Mr Diji said his successor, Mr Oluwole, “retired the receipts to the school bursary after much pressure”.

After several promises by the school’s spokesperson to investigate the matter, Mr Oladejo told our reporter that “there is no need for any investigation”.

“I know the university system. I know Diji very well. This thing has happened to me before. If you don’t apply for a salary advance, they will not be deducting it from your salary,” Mr Oladejo said.

Oluwole’s account

Repeated efforts to reach Mr Dare, the former departmental head who requested the loan, were not successful. He did not respond to calls and text messages sent to him.

However, the current head of department, Mr Oluwole, narrated his stance.

“Dr Dare got the N400,000. Dare had finished his term and needed money to run things. When the money came around November in 2015, Diji was the HOD. So, he transferred the money to Dare’s account. Dare could not retire the receipt because of some ‘errors’ by Diji. SERVICOM looked at it that , this is a big problem.”
He did not elaborate on the errors in what ordinarily should have been a simple administrative process.

The departmental head also accused Mr Diji of corrupt practices.

“He spent the money meant for buildings given to the department during his tenure. A lot of money he stole and that is what the school is asking him to pay back. There are other issues and he has cases with the disciplinary committee.”
He, however, could not provide documents to back up his claims saying the university regulation forbids it.

When asked if any disciplinary actions were taken against Mr Diji, he said;

“This VC is not decisive and all these going on and no action. Management has kept quiet for two years.”

He also reacted to the IMEETcon scandal.
“The department was running an account before the implementation of TSA. Then when the treasury single account came, we ‘migrated’ the account to the school account. SERVICOM has looked at it and they have holistically done everything.”
Mr Oluwole, while recalling the petition written against the department to the anti-graft agency, said the findings vindicated ‘them’.

“He (Diji) wrote to ICPC first concerning this. ICPC invited all the people involved and saw nothing.”

Meanwhile, the ex-departmenrtal head, Mr Dare, the SERVICOM head, Mr Woods and the legal unit of the school declined comments on the matter when this reporter reached out to them.

ICPC wades in
When this reporter contacted the Oyo/Ogun zonal commissioner for ICPC, Stephen Pimor, he explained that the commission had not released the outcome of its investigation “to any of the parties.”

The official confirmed the receipt of two petitions from the two parties; “one from Mr Diji in 2018 and another earlier in 2019.”

He noted that investigations on the first one has been concluded but it has not been passed to the national headquarters for approval and that the second one is still under investigation.
“After we pass it to the headquarters in Abuja for approval, we will let you know the outcome of our investigation,” he told PREMIUM TIMES.

However, a source within the ICPC claimed the commission, while investigating the first petition, “found the school management wanting and that has delayed the release of the report till date”.

“The school is trying all it could to bury the outcome of the investigation,” the source said.

Appeal

Meanwhile, the affected lecturer is demanding that the matter should not be swept under the carpet and that justice prevail.

“Ever since this started, I have been threatened to withdraw the petition with ICPC, which I will not do. They have levelled several charges against me but no evidence and document to back up.”

He further begged the school authorities to “stop defaming his personality with unverified allegations”.
“Oluwole has been saying that I stole but when the school audited my account, there was no query. At least, the university would have sanctioned me if truly these allegations are true.”

A private firm, the Crown Refinery and Petrochemical Limited, on Wednesday, signed a Memorandum of Understanding with the Ondo State Government on the establishment of a $500m modular refinery in the state.

The MoU was signed by the Secretary to the State Government, Mr Sunday Abegunde, and the representatives of the company.


The company’s major business is the refining of crude oil into petroleum products, and it had expressed its readiness to do business in Ondo State.

Receiving the signed documents from the SSG, the Governor, Mr Rotimi Akeredolu, said the government would create an enabling environment to ensure the successful completion of the project.

According to the governor, the door of the state is open to all genuine investors to do business with it, and his administration is committed to making the state a business hub for investors.


He said, “Ondo State is safe for investors; we will do everything to ensure that this project is successful.

“Ondo State is strategically positioned among the Niger Delta states and Lagos State, which is the nation’s economic nerve centre, to make all business-minded investors reap bountifully on their investments in the state.”

He commended Crown Refinery and Petrochemical for coming on board at this time to be a worthy partner with the government and assured the company and its partners a second-to-none atmosphere for their business deals in the state.


Earlier, the Chief Executive Officer of Crown Refinery and Petrochemical, Mr Kassim Adeleke, said the company had, before now, approached some states for the establishment of the project but was not welcomed.

He said in Ondo State, he found professionalism, swift decision-making, friendly communities and passion, such that in less than one year of opening talks with the state government, the coast had been clear for the commencement of the landmark project.


According to him, the proposed project will have an initial capacity to refine about 30,000 barrels per stream day but would later be scaled to 60,000 bpsd within the next five years, and it is expected to be completed within 36 months.

Adeleye said, “We are going into the business of refining crude oil; the government of Ondo State would provide the enabling environment and incentives to support us as we actualise this vital investment.


“Apart from the project having the capacity to refine crude oil, it will also be producing 120,000 tons of base oil and 25,000 tons of lubrication oil on a yearly basis.

“The company will also be providing several infrastructural projects in the states and would create about 2,000 direct and indirect employment opportunities for indigenes of the state.”

A Moroccan woman has been accused of butchering her lover, cooking his remains and serving them to workers with rice in the United Arab Emirates.

The unnamed woman carried out the killing at her home in Al Ain after her boyfriend of seven years said he was planning to marry someone else in Morocco, prosecutors say.Officers said she cut up his body and used a blender to mince her former partner's remains before cooking and serving them to Pakistani workers near her home as machboos - a traditional Gulf dish of rice and meat similar to biryani.
Police were called after the man was reported missing by his brother.

He went to the couple's home in the hope of finding him, but she claimed to have kicked the victim out and said she did not know where he was.
Reports in Morocco then quoted the brother as saying that police found a human tooth inside the woman's blender.

According to The National, DNA tests confirmed the tooth belonged to the man and his girlfriend was arrested.
She was arrested and is said to have told police she carried out the killing in a moment of 'insanity'. The woman said it was out of revenge, having financially provided for him for years.

She said she had asked a friend to help dispose of the body - but the friend denied witnessing the crime when questioned by police, The National reports.A court date will be set once police have completed their investigation.
