Juliana Taiwo-Obalonye, Abuja Twenty-eight days to the swearing in ceremony of President Muhammadu Buhari on May 29, 2019, 71 staff of the Presidential Villa, Abuja, have been affected by massive redeployment. A circular from the Office of the Head of Civil Service of the Federation (OHSOF), dated April 24, revealed that a total of 71 staff on SGL 07-14 both security and civil servants were affected. The circular signed by the Director, Employee Mobility, M. S. Naibi, in the Office of the Head of Civil Service of the Federation, said all handing and taking over processes should be completed on or before Friday May 3. The staff affected are to comply, failure of which they might face sanctions. “Any disregard of this deployment shall be treated in accordance with the provision of PSR 030301(b),” the circular stated. President Muhammadu Buhari has ordered Customs Comptroller General, Hameed Ali, the accountant general of the federation and 12 other heads of agencies under the Ministry of Finance to submit their handing over notes latest by April 23. The directive was contained in a circular with reference no: FMF/PSSD/HON/32 dated April 8, 2019 and signed by the Minister of Finance, Zainab Shamsuna Ahmed. According to the circular which was exclusively obtained by the Daily Times on Wednesday, permanent secretaries and heads of extra-ministerial departments and auditor-general of the federation were also directed to send in their handover briefs. Others affected by the circular include, the Debt Management Office, Federal Inland Revenue Service (FIRS), Security and Exchange Commission (SEC), Nigeria Deposit Insurance Cooperation (NDIC), National Insurance Commission, Investment and Security Tribunal, National Economic Reconstruction Fund, Nigeria Export Import Bank, Pension Transitional Arrangement Directorate (PTAD), Assets Management Corporation of Nigeria (AMCON), Development Bank of Nigeria and Nigeria Sovereign Investment Authority. The minister revealed that the development was to ensure a comprehensive handing over notes for the smooth and effective transition to the in-coming administration on May 29. The handover notes she further revealed are to be prepared in soft copies, hard copies must as well contain lists of files under the custody of all the MDAs. The memo reads in part: ‘’Following the recently concluded presidential election, preparations are in place to successfully conclude the current administration come May 29, 2019. As part of the process of transition, all agencies and departments under the Federal Ministry of Finance are directed to prepare their handover notes. ‘’All handover notes should be submitted to the permanent secretary (special duties) on or before April, 23, 2019. The US has revoked the entry visa for the prosecutor of the International Criminal Court (ICC), Fatou Bensouda. The decision is thought to be the US response to Ms Bensouda's investigation into possible war crimes by American forces and their allies in Afghanistan. The US secretary of state had warned the US might refuse or revoke visas to any ICC staff involved in such probes. Ms Bensouda's office said the ICC prosecutor would continue to her duties "without fear or favour". Secretary of State Mike Pompeo said: "If you're responsible for the proposed ICC investigation of US personnel in connection with the situation in Afghanistan, you should not assume that you will still have or get a visa, or that you will be permitted to enter the United States. "We're prepared to take additional steps, including economic sanctions if the ICC does not change its course," he added. A 2016 report from the ICC said there was a reasonable basis to believe the US military had committed torture at secret detention sites in Afghanistan operated by the CIA, and that the Afghan government and the Taliban had committed war crimes. The US, which has been critical of the ICC since it was established, is among dozens of nations not to have joined the court. What is the ICC? The court investigates and brings to justice people responsible for genocide, crimes against humanity, and war crimes, intervening when national authorities cannot or will not prosecute. The ICC was established by a UN treaty in 2002, and has been ratified by 123 countries, including the UK.
