Your GPA is fine, as long as your GRE scores and other supporting documents are good.
Maybe if you can drop a complete profile, you'll get a list of schools.

It is advisable, but not compulsory.
I know of a guy that was admitted to MTSU, 2017 Fall without evaluation. But for you to have options, just evaluate your transcripts, ND & HND together.

Yes, I received the funding contract like 3 months before resumption. Electrical engineering is my major.
See, they don't work with open-mindedness or emotions (so to say), they work with logics and written instructions.

Exactly! I understand your viewpoint because that's the way I would have thought if all the vital details are not available to me, but I don't expect you to fully understand mine. And FYI, I don't intend doing the whole PhD as an unfunded student, I have interviewed with some of the faculty members and have a strong confidence of securing funding when I get there. Additionally, studying 3-4 months during spring and getting full-time summer internship is a great possibility given my experience... So I have done my calculations well ahead and I believe things should work...Other back up plans exist...My firm would have been sustainabl by the end of Feb/March next year and I can even independently cater for my studies

You sound like a great planner, but please don't believe in something you don't have written on paper in the US. I have two friends that are kind of hooked now. One accepted funding from a professor he doesn't even have an idea of his research areas just to lightened his financial burden. If you can, I will advise you wait till fall semester and get the funding contract with your school. It's hard to sell at the embassy that you're funding yourself for a PhD program.

Taking up the bold step to leave your comfort zone shows ambition and that you are not lazy. That is commendable since most people tend to always prefer staying put in there comfort zone other than thinking of the future.
However, I still don't agree with doing an unfunded Phd, its never worth it. I am pretty sure 95% of people doing phd today in the US won't be doing it if it weren't funded. You saying you want to start and wrap it up fast due to reason best known to you is not a good enough reason to take an unfunded Phd because when you start a Phd you never know what can happen. Projects get delayed due to one reason or because a research method didn't produce what you expect , you switch methods and many reasons beyond ones control.
Its a different conversation if it were to be that there is assurance about getting some type of funding as soon as you get there.Anyways since I am not you, I will probably will never see your own point of view. Goodluck

People don't get when you try to explain reality to them, not until they find themselves in it.
I transferred from my initial school to start afresh in another school just because the department was saying things I couldn't understand about funding. I wrote my qualifying exam in the just concluded fall semester, I can boldly say there's no way you can combine it with external stress/hustle, aside the class(es) you have to teach (yes, in-class instruction) as a PhD student.
PhD is not a program you can just rush through, calm down and get funded so you can enjoy it (at least, finances will be almost out of your worries). Even if you have the money, still calm down.

I want to know if it would be advisable to borrow money and register for GRE cos I was just shortlisted for the second stage of a scholarship program being organized by the US brethrens of my church. The second stage requires that I write TOEFL (80/120) and GRE. I intend to use the IELTS in place of the TOEFL. The GRE cutoff is Verbal 150/160; quantitative 150/160, A.W 3.5/6.
I want to know if I can get other scholarship in US with my CGPA for Msc. Electrical if happen not to get the church scholarship.
I need your advice please.

With a good GRE score, not do you stand a better chance of getting scholarships alone, you also stand a chance of applying for PhD programs with this your GPA if you're interested.
Prepare for the GRE to get above 160 in your quantitative and boom...you're good to go!

Oga, I have both HND and a Bachelors and my transcripts from my university when I got it from International admissions back then were two bachelors degree. So your choice of NEVER is very wrong.

That guy is ignorant and he's only trying to cover it by arguing, instead of asking. You don't argue what you don't know or not sure about. I have both certificates two, but I'm doing my PhD using my HND. I evaluated the too but went with the one that has the courses I wanted to major in.
For people that may want to ask for the schools, Michigan Tech, Univ. of Houston, Univ. of Virginia (UVa), Illinois institute of Tech, Univ.of South Carolina, Univ of South Florida, Texas A&M and others I can't remember all accept your HND.
With a good GRE score, you're good to go!

As she has advised, please encourage her to travel out of the US and apply for an F1 Visa. I have a friend that applied for status adjustment since last year June from B1/B2 to F1, he's still expecting the outcome till now. The school has even told him his admission will be withdrawn if he can't get the status adjustment approved before the Fall semester begins.

Good day house! I need your advice. I was offered PhD admissions in Chemical Engineering with no funding at University of Kansas. I have the fee for at least a year, I was told my case will be evaluated after a semestre with them. Will it be easy for me to get a Visa with no funding because most VO are used to seeing PhD admissions with funding.

Please, do not take that offer. I was almost in that shoe last Fall not until I made the school realize I wouldn't be accepting the admission offer. PhD program, it's like a paid job in the US, please wait for another semester and get a good admission with another school.

Availability of potable water in Nigeria has been a lingering problem since her independence. Despite huge investments, access to clean and readily available water is still a mirage. Nigerians use water the gather themselves from wherever they can get (streams, ditches, lakes, wells, etc.) but, most of it is untreated. This leads to high cases of waterborne diseases, threatens farming and causes low level of school enrollment especially in the country’s rural north (USAID). The north falls within the Sahel savannah characterized by scanty rainfall, vegetation and extreme temperatures. This region is populated by farmers who depend on water for their livelihood. They need water for their crops and animals. Because of scanty rainfall, overgrazing has further depleted the soil cover exposing the soil to excessive evaporation and moisture deficit. These farmers often resort to digging shallow wells to augment surface water from few dams in the area. Lack of rainfall causes the water levels in these well to fall short. The induced drought poses a serious threat to human lives in this area.
In Nigeria’s Niger Delta region which is where most major rivers and their tributaries empty into the Atlantic Ocean, surface water supply is in abundance. Pollution, particularly from oil exploitation, frequently render these sources of water almost unfit for drinking and for other purposes. During peak periods of rainfall, nearby communities suffer excessive damage—loss of farmlands, houses and other key infrastructure—from flood. From the foregoing, Nigeria’s water resources sector is in a state-of-emergency, hence, my motivation to study water resources engineering.
Water resources engineering involves the design of new systems, equipment that help manage human water resources. Through the analysis of data gathered from relevant areas, the engineers can design equipment that can ensure the continuous supply of clean, uncontaminated water for drinking, recreational and other purposes, as well as handle extreme hydrological events. Remote sensing is the art and science of obtaining information about an object, area or phenomenon through the analysis of data acquired by a device that is not in contact with the object, area or phenomenon under investigation. I wish to take advantage of Nigeria’s space satellites to provide adequate water resources data for the planning and design of water projects in Nigeria. As a result of these, my thesis will be focused on the application of remote sensing in water resources management.
I hold a Bachelor of Science degree in electronics and computer technology. While offering the length and breadth of this course, I gained basic knowledge through my tutelage in courses like advanced mathematics, mechanics and property of matter wherein I studied fluid mechanics, engineering drawing, atmospheric physics, etc. In 2011, I also had some professional experience through internship with Ciscon Nigeria Limited which enhanced my understanding of liquid flow and mechanics. I am eager to adopt and learn new technologies that will lead to the availability of potable water throughout Nigeria, and the efficient management and conservation of Nigeria’s water resources. I hope to, at the end of my study, partner with the Federal Ministry of Water Resources, Ministry of Environment, National Space Research and Development Agency(NARSDA) and National Centre for Remote Sensing (NCRS) to develop a well-articulated and integrated water resources management through the hydrological mapping of water bodies, geological survey and aerial photographic interpretation-which is still underutilized in Nigeria. I also wish to assist the government in the training of personnel in the area of remote sensing.
My decision to obtain a Masters of Water Resources Engineering at the Vrije Universiteit Brussels was borne out of the fact that Belgium has a good reputation of high quality education standards. An extremely distinguished faculty members, research facilities and English classes are also factors which informed my decision to opt for the Vrije Universiteit Brussels.Moreover, I feel I am responsible for making such big move in this field and this admission will avail me a huge opportunity to be remembered for my impact in the water resources sub-sector of Nigeria.

This sounds more like an abstract to a paper. Personal statement should be in story-telling format, like sharing your passion with the admission officers and trying to convince them why you're fit for graduate school.

I have a very few questions that I want someone to help dissect and give an answer to. The questions are listed chronologically as thus:
1. I am currently preparing for GRE and will be writing in July. I have tested myself with the ETS powerprep and my average score for both timed 1 and 2 were good compared to my program requirement (Q160 V154) but I have tested myself on Magoosh prep and got a very low score in average ( Q157, V145), I even got as low as 155 and 143. Verbal been giving headache. Now my question "which of these two emulates the real test" Or do I just start reading from start and assume I have not read anything?

2. I have been searching and searching for schools to apply and one deficiency I have is that I am limited to only schools that accept WES evaluation because I have HND in Electrical and electronics engineering and evaluated to be 3.6 of 4 but came up with this list of schools.
I. Florida institute of tech: A tier 1 school but ranked 601 in the world, I don't understand why it is like this but if someone can just help explain why a tier 1 research institute is ranked so low or am I getting it wrong? Because I thought a tier 1 university should be ranked as high as 1-200
Ii. Florida state university.
c. Georgia tech: requiring a competitive GRE score and that's why I need to ace that thing
III. North Dakota state university. Although I can circumvent the GRE according to the requirement.
IV. Illinois institute of tech: GRE score as high as 312

You need to search for more schools... Illinois institute of technology, Michigan Tech Uni, and other top schools will admit you.
If you can get >320, you can even go for direct PhD. I know of a guy doing this.

They still put names on it, I will guess it depends on the school issuing the I-20. But most I've seen, the name of the sponsor was clearly spelt out.

I can't derail her thread, I'll suggest you ask your question in that other thread. Just know that financial supports may be as Graduate Assistanship (GA), Research Assistantship (RA) or Fellowship for graduate students.

Now I'm thinking to myself once I do this & kids start rolling in, I'm trapped in this country, because feeding & living expenses will start to roll in. Another issue to note is that Embassy consulates won't even give you a VISA if you can't prove you have sufficient reason & enough investment to return to your country.

Second option is to do a Masters or a PHD if possible. Paying about 11,000 USD for just the first Semester in the US is so much that a lot cannot afford. The other option is to move to Germany which cost 4Million excluding travel expenses. So the Cheapest options goes down to Permanent temporary residence for Canada which takes 9 Months or more.

I used USPS to ship a document 2 weeks ago and it took approximately 5 business days. The NIPOST staff even called the recipient when it arrived. I think they are improving too cos you can now actually track your package both on USPS and NIPOST.

Who are you to dictate what is standard and what is not? If I'm to go by your reasoning, then I'd say that you'd have gotten CO a coupe of times if you had done Strength of Materials in ABU (and taught by Prof Aku). Do you even have the reasoning to acknowledge the fact that people had/have preferences when it came/comes to certain courses. I loved thermodynamics and I made As (albeit a strenuous A in Metallurgical Thermodynamics) in both courses so, deal with it.

Leave that guy and others saying you can't score so so mark in a course or a school.
Even the Control engineering he's talking about, I had 88. The least of my control scores was 84
