The Museo de las Momias came to be after a grave tax, which was implemented in 1865, caused the city of Guanajuato to dig up any bodies related to family members who couldn't pay it, in an effort to extort them.

Another thing, most of the darn private might not even be able to pay the few anything till parents pay outstanding fees and all...and how soon do you think some parents 'll make the payment jugding from all that has been happening. So in summary...its going to be a great discomfort for some of the private school teacher...in terms of transport and some other things, except from few schools with good kind-hearted managments. I have friend whose last full payment was in feb. March, he got just 5k frm a salary of btw 35-40k...n nothing since then. Nw imagine sm1 like that

There's nothing to reason, all States have been given the freedom to open up their states as they deem fit. Lagos has the luxury of keeping everything shut till thy kingdom come but for a state like Cross River, having a governor that knows how to keep his people protected, he is free to open schools, let other states play catch up.
