Do you have money in the account? I saw someone somewhere say they will debit you N50 to validate your card when you try to add it which they will return later. So maybe you are using a zero balance card. I have not personally tried it sha as this increase to 38K per month from December still dey vex me. Because even if you try to use dollar card now to pay, the amount that will be deducted wont even be $42 again, it will be higher

This infact is a long process, Demarcation has been done throughout the federation which where break into smaller unit for the enumerators to work on.
Going by address, not all places in Nigeria have a well detailed address.

So when you go to your sister's place and get yourself counted as someone who instead lives at her address, it will mean that you were counted at your address and at your sister's address as well. You are mixing Building numbering/Household listing and The Enumeration of Persons together.

It seems you need to learn some basic trading.
I bought at average of 816/$ as at Sunday 6/11/2022 and was about to bit down the average to 719/$ as of my calculation today while trading/Arb NGN/USDT and the binance P2P.
Note: It was possible for me to bit down because of the merchant privilege whxh allows me to get some USDT at price below the market rate on the P2P platform
