THE Nigeria Police should be proud of one of its own-Constable Leslie Adamu who at a time when the police is heavily regarded as a centre of graft and dishonesty at all levels, demonstrated such integrity and strength of character that is worthy of commendation. Adamu, a constable with the Yobe State Police Command, had gone to the bank to withdraw his monthly salary of N26, 400 from an Automated Teller Machine (ATM). The machine overpaid him by N9,000, the receipt printed by the machine did not so indicate, he only discovered this when he got home; and thus there was no record of the excess payment. If Adamu had chosen to keep the excess N9,000, it would have remained a secret known to him alone. He clearly had a choice in the matter, and he chose to return the excess cash to the bank, First Bank, through the police pay office in Damaturu. Adamu said he took the step “with the strong belief that it is unfair to keep the money that is not mine.” In a country where the average policeman is regarded as corrupt, Adamu’s conduct is exemplary and worthy of emulation both by his colleagues and the general public. Under similar circumstances, some other Nigerians would have kept the money, seeing it as a “gift from Heaven”, or an answer to their prayers. They may in addition justify their conduct on the grounds of urgent personal needs in the face of the many challenges in the Nigerian society including mass poverty, unemployment and misgovernance. But in no way should these at any time become an excuse for dishonesty. Adamu’s disciplined conduct should send positive signals to the young ones who are unfortunately already being exposed to a morally deficient culture. “It is unfair to keep the money that is not mine,” he said. How different Nigeria would be if only corrupt public officials would stop keeping money that is not theirs. Adamu’s honesty may well be viewed against the background of a recent damning report by the United States-based Human Rights Watch titled “Everyone in the Game: Corruption and Human Rights Abuses by the Nigeria Police” in which the Nigeria Police is portrayed as a corrupt institution. The report states the obvious; its submissions are incontrovertible. Indeed, there have been many cases of police corruption, the most notorious being the routine extortion of money from passers-by and motorists either at police stations or at checkpoints on the roads. In the light of this, the example of a policeman who would be honest enough as to return money that is mistakenly paid to him would be considered most unusual. But Adamu has just proven that he is not “in the game.” There may be others like him; the challenge is to increase his kind in the Police Force. The usual complaint is that policemen are poorly paid, they are not well motivated, they lack basic equipment and their salaries are not paid on time. All of these shortcomings need to be addressed. But much closer attention should be paid to recruitment and training. The police recruitment process is suspect and has been faulted on every occasion. Standards would have to be raised. The extant system of recruitment that admits street urchins, near-illiterates and persons who are only interested in self-enrichment should be reviewed. There is a shortage of manpower in the Police, no doubt; still, only persons who are fit for the job, physically, mentally and morally should be recruited. What this means is that the recruitment process must become more rigorous. There should also be routine staff audit to get rid of bad eggs within the system, and to reward honest ones like Leslie Adamu whose good deeds project the image of the institution positively. There can be no alternative however to continuous training and re-training of policemen at both the senior and junior cadres. Residents of Aku Village, a suburb in Karu Local Government Area of Nasarawa State, were thrown into panic and mourning last week as a middle age woman and mother of 2 kids committed suicide after she discovered her jobless boy friend she had spent her fortunes on was married to another woman. A neighbor told our correspondent that the deceased who is a native of Amukwa in Udi Local Government Area of Enugu state divorced her husband in whom she had two kids three years ago to seek greener pasture in the city. The lady simply identified as Onyinye, was staying with one of her relations in Aku village, a suburb in Karu Local Government Area of Nasarawa state where she fell in love with the Tiv man from Benue state who promised to marry her. According to our source, the late Onyinye engaged in petty trade which she used the proceed s in financing the relationship. “I do not know her surname because the person she was staying with is one of her relations, but I know that she is from Enugu state. She came to this village few years ago. About a year now to be precise, we started noticing her close relationship with one Tiv man whom we understand has promised her marriage. The woman as far as I am concerned is known for her hard work. She sells this babara nut cake popularly known as ‘okpa’. She used this business to maintain herself and finance the relationship because I understand that the man is jobless for some time now,” he explained. Asked what led to her action, our source said “on Wednesday, she paid an unscheduled visit to her man friend and to her greatest shock she met another woman in the house who claimed to be the legitimate wife. Onyinye thought the other woman was joking, but the man later confirmed what the woman has said. Our source further revealed that “On hearing that the man has another woman, she left the house and went straight to unknown spot and took a poison. She came back after a few minutes and die in the man’s house.” Our correspondent also gathered that as soon as Onyinye’s death was confirmed the alleged man friend ran to the police for fear of mob attack, stressing that the man is in one of the police stations in the area. A police officer at Aku police post who would not want his name mentioned confirmed the incidence but declined further comment on the matter. The former Chairman of the Senate Committee on Communication, Chief Sylvester Anyanwu has denied that members of his committee were induced not to clear the President’s nominees to the Board of the Nigerian Communications Commission, NCC. In an exclusive telephone conversation with The Abuja Inquirer last Thursday, Senator Anyanwu said “those allegations that my committee members and I were bribed to deny or delay clearance for the nominees to the board of the NCC are false. Nobody can bribe me. The Interim NCC management led by the Acting Executive Vice Chairman (Engr. Bashir Gwandu) does not have access to the amount being quoted. The young man couldn’t approve any contract or sign NCC cheque throughout Ndukwe’s tenure and the Budget of NCC for this year has not even been approved, so where will he get the money from? It’s all rubbish talk and they know it.” It will be recalled that penultimate week; the Senate Committee on Communication was dissolved by the Senate president, David Mark, because he said they did a shoddy job of the screening of the nominees for the NCC Board. The committee, it was alleged in a paid advertorial, had been induced not to clear the nominees by the Interim Management of the NCC. Monies as high as N200 and N250 million were alleged to have been given to the Senate committee members. However, the Senate went ahead to clear the nominees when the dissolved committee refused to clear them. Since then, there have been calls for a probe of the entire episode. “These allegations are false”, Sen. Anyanwu insists. The Abuja Inquirer was reliably informed that some members of the Senate Committee were reluctant to clear the nominees for a number of reasons. In the main, the composition of the nominees violated the spirit of law establishing the Commission. The law says there will be nine commissioners, three of whom will be Executive Commissioners including the Chief Executive, while the remaining six will come from Nigeria’s six Geo-Political Zones. As it stands today, the South-South Zone has no nominee as part of the non-executive, while the North Central Zone has two on the Board, namely, Mr. Bayo Atoyebi from Kwara and Mr. Peter Igoh, from Benue, the new Chairman. A member of the committee who opted to remain anonymous, told The Abuja Inquirer, that Mr. Igoh and the Senate President are very close associates and that it was him who nominated Mr. Igoh and was concerned that he may not be cleared. We were told, even though we couldn’t independently confirm it, that David Mark had threatened to dissolve the Committee if they didn’t clear the nominees with dispatch. “It’s all a game,” said the Senator “in the past, the Senate President could have asked us to go and repeat the exercise more conclusively. He didn’t. Why? Because the Senate President had a vested interest.” He added: “These allegations of bribery are totally unfounded. Let them name the Senator or Senators who collected the money. It is simply designed to blackmail those who chose to be guided by their conscience”. The management of NCC didn’t have the sums of money they are calling to give out as bribe. Every body knows that. Ernest Ndukwe ran a one man show when he was the CEO. He almost single handedly awarded all the contracts. Those doing business with NCC know that”. Sen. Anyanwu, the erstwhile chairman of the Communications Committee told The Abuja Inquirer that his members were trying to do a thorough job. Said he: “The list of nominees came in on a Thursday; we scheduled the screening for Monday. When we assembled, there were no security reports, no papers from the security agencies like Police, EFCC, SSS, ICPC etc, so we had to wait. Even the designated Chairman (Mr. Peter Igoh) didn’t even know he had been nominated. Ask him. We wanted to be thorough.” Some senate sources informed us that Mr. Ndukwe was very particular that Mr. Juwah succeeds him because he couldn’t trust those within the system to tidy the mess he had left behind. “All the contracts to supply bandwidth connections to schools and colleges for which hundreds of millions of Naira had been paid were never completely executed and we were going to investigate it. Major broadband projects were all executed in secret under Ndukwe. These contracts were never really completed, but large sums of money had been paid out by NCC under Ndukwe”. Last weekend, a manager in the NCC who requested not to be named, said the Commission never bribed any Senator. Said he: “If they have any proof to the contrary, let them come forward with it. If you are looking for three prudent members of the management of NCC surely Gwandu will be one of them. He is very thorough, ask anybody. I can tell you that he has neither initiated a contract nor held even one tenders committee meeting to approve contracts when he was the Acting EVC, you can go and find out. A 57-year old woman, Temidayo Florence Abiola, has been allegedly beaten to death by her neighbour Abijin Akinmade. Temidayo nee Olawoye was alleged to have been beaten to death by Abijin while she was preparing to cook an evening meal. The incident happened at their residence at 13, Afariogun Street, Orile-Oshodi, Lagos Nigeria, where both of them reside. P.M.News gathered that the late Temidayo had a little misunderstanding with one of her neighbours. She accused Abijin of taking sides with the neighbour which resulted in both of them exchanging words. In the course of the quarrel, Abijin allegedly hit Florence on the head and she started vomiting. Before she could be rushed to hospital she died on the way. The matter was reported at Akinpelu Police Station and the accused was arrested and is now facing murder charge while the body of Temidayo was deposited at Isolo general hospital. When P.M.News visited the residence of the deceased the relations were mourning her. Some of the residents expressed shock over what happened. At the police station the divisional police officer in charge of the station was not around to comment on the matter but a police source confirmed the incident and referred the reporter to the State Criminal Investigation Department where the matter is being investigated. Meanwhile, an arrangement has been made for her funeral service, while her final burial will take place at her home town, Erin Ijesha, Osun State tomorrow. There are indications that Nigeria Football Federation, NFF and Samson Siasia have settled the thorny issue that is preventing the former Nigerian international from sealing a deal to take over the Super Eagles’ Acting chairman of the FA’s Technical Committee, Dominic Iorfa revealed early today that his committee has agreed a monthly salary of $50,000 (N7.5m) for Siasia, an improvement from the widely publicized N5m, which the former U-23 Eagles coach reported to have turned down. Iorfa said on Brila FM early today that though the Beijing 2008 Olympics silver medal winning coach is still insisting on $100,000 a month salary, his committee and the coach have agreed in principle on $50,000, which he believes is good enough for Siasia to take up the job. “The Technical Committee of the NFF has agreed a monthly pay of $50,000 for Siasia, which is subject to the ratification of the new board of the FA. During our discussion with Siasia, he was insisting on his earlier stand on $100,000, but he has accepted our proposal of $50,000 in principle, which to me is good especially when he told us that the job is a national calling for him. “The board of the NFF has final say on anything we agreed upon and I believe that as soon as the new board is in place, it will deliberate and seal the deal. I think everything is on course for us to get the best for Nigeria,” said Iorfa. Staff members of the Power Holding Company of Nigeria, PHCN, have called off their industrial action which threw the entire nation into darkness yesterday. Mrs. Efuru Igbo, Assistant General Manager, Public Affairs of the energy company disclosed this to newsmen at about 11:25 a.m. today. The action was sequel to the refusal of the Federal Government to pay the workers their monetization arrears running into billions of naira despite repeated letters and memos to the government. The workers were irked that despite the agreement between them and the Minister of Steel and Power on the schedule of payment of the monetization arrears, nothing has been done about it. According to the image maker of PHCN, the industrial action was called off following the intervention of the Federal Government through the Minister of Labour and Productivity, Chief Emeka Wogu, who was part of a tripartite meeting between the Federal Government, Executives of National Union of Electricity Employees, NUEE, and Senior Staff Association of Electricity and Allied Companies, SSAEAC, two unions representing the workforce of the company. The reconciliatory meeting was said to have held at the National Secretariat of NUEE in Abuja which ended at about 2:17 a.m. today. It was agreed that the striking members will call off the industrial action at 9 a.m. today while government will commence payment of the arrears to about 20,000 staff that had so far completed their verification exercise. It was also agreed that the payment of all outstanding arrears must be completed within the week while the process of addressing other problems will commence next week. A suspected drug trafficker Hakeem Adesegun Habeeb who survived the Surulere fire incident in October 3, 2006 has died of cocaine ingestion. The deceased, a 45-year old trader, was said to have ingested the drugs preparatory to his trip to Europe before developing complications. He eventually died at the hospital after admitting to drug ingestion in his dying declaration. To ascertain his claim, a post mortem was carried out which was witnessed by operatives of the National Drug Law Enforcement Agency (NDLEA) in a hospital in Lagos. The operation eventually led to the discovery of a suspected ruptured wrap of narcotic buried deep down his intestinal track. Upon test at the theatre, the substance proved positive for cocaine. Chairman/Chief Executive of NDLEA, Ahmadu Giade described the incident as sad. “It is very sad. I sympathise with the family of the deceased,” he said. Giade also urged youths to have the fear of God and consider the consequences of their action. “If they have no respect for themselves, they should at least consider their loved ones and their creator,” the NDLEA boss charged. The late suspect is survived by two wives and eight children. Preliminary investigation by the anti-drug agency revealed that the deceased Hakeem Adesegun Habeeb was one of the survivors of the fuel fire incident that occurred in Surulere, Lagos on October 3, 2006. It was also gathered from his dying declaration that he ingested several drugs but because of the complications, his sponsors kept him to excrete the drugs. When the last wrap was stuck in his belly, they reluctantly asked him to go back home. A member of the family who preferred anonymity said that the deceased kept everybody in the dark. “Hakeem left home without telling either of his two wives where he was going. Three days later, he returned looking very sick. He did not even say what the problem was until he collapsed and was rushed to the hospital. We did not know he had taken drugs.” Giade, however, called on members of the public to report suspected drug cases to the agency for prompt intervention. He also tasked narcotic investigators to unmask the callous and materialistic sponsors to face the wrath of the law. According to Giade “drug barons are not bothered over the death of a courier. They will try to retrieve their drugs and recruit another person to smuggle it. We all have a duty to identify these societal enemies and bring them to book.” The Agency has also instructed the hospital authority to release the corpse to the family members for burial, The deceased, like most traffickers, willingly ingest drugs in utter disregard of the fact that their action can force them into an early grave. The recent case is not the first time a drug trafficker will die of cocaine ingestion. A female drug trafficker Daniel Ifeoma Joy, 29, slumped and died at the departure hall of the Murtala Mohammed International Airport (MMIA) Ikeja Lagos on Saturday, 15 December 2007 when one of the wraps of cocaine she ingested bursted. She was to board an Ethiopian airline flight to Dubai with drugs in her stomach when she met her untimely death. The late Ifeoma had ingested 79 wraps of narcotic drug that tested positive for cocaine. The cocaine weighing 1.325kg was evacuated from her bowels through a post mortem operation. Her last known residence was Ohafia Road, Ikorodu, Lagos State. Joy hailed from Ukwa Local Government Area of Abia State. Similarly, a drug suspect arrested by operatives of NDLEA at the Murtala Mohammed International Airport (MMIA) Lagos, Agidi Afour Agwu Agbai, 44, died on Saturday 24 May 2008 due to complications arising from drug ingestion. The late suspect was arrested on May 17, 2008 during the screening of passengers on KLM flight to Amsterdam for unlawful possession of narcotics. He was placed under observation and he excreted 69 wraps of substances that tested positive for cocaine weighing 1.213 kilogrammes. Agidi, however, died when one wrap ruptured in his stomach. Coward met his Nigerian gay partner, Egbele in 2007 at a Christian conference in Togo, a West African nation. The duo became engaged two years later, last year. They plan a civil partnership ceremony October 9 at the register office in Devizes and later service at St John the Baptist Church. The service would be a communion Eucharist rather than Blessing which is forbidden for homosexual couples. Coward speaking on the planned Church service said: “Churches are not supposed to bless civil partnerships. It can bless almost anything else; animals, bombs, battleships, armies going to war but gay couples? No. So our church blessing has to be carefully-worded in so far as it does not use the word blessing in the context of the two of us in relationship.” Sex is only permitted for married couples under Church of England laws, but the Church does not recognize same-sex civil partnerships as marriage. A woman, Chiamaka Nwajiofor, is now in police net following the death of her domestic help, Oliver Orakwe. Chiamaka’s husband, Elochukwu, has also been arrested for his alleged role in the death of the domestic help as well as alleged maltreatment of other domestic helps. Ebuka (14) and 11 year-old- boy, Emmanuel (surnames withheld), on Thursday narrated how they were maltreated by the couple. The claimed that the couple treated them like slaves and used chains, hammer, pestle, belt and spatula on them. According to Ebuka, it was due to one of such maltreatment that resulted in Orakwe’s death. To ascertain their claim, Ebuka and Emmanuel showed their bruised bodies as a result of alleged maltreatment by the couple. Ebuka said anytime they offended Chiamaka, she would tie their hands to their legs, and continuously hit them with hammer. He said, “There was a day that she said she lost N3, 000 in the house and she accused me of stealing it. She used my belt to beat me until I was forced to confess to what I did not do. “Thereafter, she tied my hands and legs and hit me on the head with a pestle, asking where I hid the money. I started mentioning different places but she could not find the money because I actually did not steal it Then she started hitting me with a hammer. After beating me for week, she left me.” On his part, Emmanuel said Chiamaka took delight in using a spatula on him whenever he was to be punished. “The day we forgot to put on the fridge, she tied me so that I would not run away and beat me with the spatula and a belt,” he said, adding that Elochukwu was an accomplice. Narrating how Orakwe died, Ebuka said, “Madam said he (Orakwe) was too slow whenever he was washing clothes and I must admit that he was slow. So, on that day, while he was washing clothes, he said he was hungry. He went into the kitchen, took a piece of fish and ate it. When madam discovered, she beat him to a stupor, tied him and locked him inside toilet for four days. “After the fourth day, that he started stooling. Madam gave him medicine to use and when the stooling did not stop, he was taken to the hospital where he died.” According to the Lagos Police Public Relations Officer, Mr. Frank Mba, the police have a conclusive evidence to show that the couple had been abusing the domestic helps and the abuse could have been a remote cause of Orakwe’s death. Mba said, “The landlord of the Nwajiofors was the one that actually reported the maltreatment and the death to the police. Further information gotten from neighbours by policemen corroborated the landlord’s assertion. “Look at the body of the two remaining domestic helps; the old and fresh marks of severe beating showed that they are victims of child abuse.” However, Chiamaka denied maltreating the domestic helps. She said “I took care of them to the best of my ability. How can I maltreat them when I have my own children? All the marks you are seeing on their bodies were marked they brought from their village when they came to live with us three months ago. The fresh injury on Emmanuel’s body was the handwork of Ebuka who used to beat him and the one on Ebuka’s body was from outside. “I did not torture anybody. Good riddance, this man was a thorn on everybody's flesh in Abakaliki, before, during and after the 2003 election. He was dreaded by every young man in the town. He killed a lot of innocent souls whom he branded armed robbers. This last one proved he kills for fun, cos the young man did not do anything to warrant firing at him. He was just blood thirsty, he thought the late boy was just one of the boys he had been killing and going scot free. The boy's parent were determined in the course of justice. The principal of a secondary school in Bassa Local Government Area of Plateau State, (name withheld) on Wednesday committed suicide after learning that he had contracted the dreaded Human Immuno Virus, the syndrome that causes the Acquired Immune Deficiency Syndrome. PUNCH METRO gathered that the principal had around 6.30am on the fateful day sneaked out from an outer door in his bedroom while his family was having their early morning devotion. He was said to have gone behind the house and entered a small plantain plantation inside his compound and put a locally-made double barrelled short gun into his mouth, pulled the trigger and blew his head off. His family members, who were praying were jolted by the sound of the gun and on rushing out saw the body of their breadwinner lying in the pool of his blood. His head was shattered beyond recognition, while the gun he used lay by his side It was gathered that trouble started for the deceased, a father of seven, when, after persistent sickness, visited his doctor on July 28, where he was diagnosed with living with the deadly virus. The principal was to visit his doctor on Wednesday for counselling, but he could not bear the shame of facing the family with the bad news. A police source told our correspondent that it was his hospital card that revealed that he was living with the virus and that he had an appointment with his doctor on the day. The Commissioner of Police, Plateau State Command, Mr. Ikechukwu Aduba, who confirmed the story, expressed regret at the action of the deceased. He said that investigations were on to unravel the real cause of the man‘s action. “When the family members were being interrogated, it was discovered that he had on July 28 visited a doctor, who discovered that he had HIV. May be that was why he committed suicide, but we are also investigating to find out the real cause of his death,” Aduba said.
