Politics › David Mark, No To State Creation; It’s Not Economical. by omoharry(op): 10:27am On Sep 15, 2014
I think i am with David Mark on this.

on September 15, 2014 / in Business 12:40 am / Comments

On June 27, 2011, we stated that creating additional state is not economical because it will increase the cost of governance in the country without any increase in the revenue base of the nation.

Senate President, Sen. David Mark
Senate President, Sen. David Mark
Unfortunately, the just-concluded National Conference has recommended the creation of additional 18 states.

This will bring the number of states in the country to 54. Just last week, the Senate President said he is committed to seeing through state creation. Here is what I said then.

When on May 27 1967, General Yakubu Gowon announced the 12-state structure for Nigeria, it was to solve a perceived political problem threatening the continued existence of Nigeria as a single entity.

It was a political solution to the threat of secession. Gowon was humble enough to point out the economic consequences the nation was faced with if the action was not taken. He had said: “The consequence of these illegal sets has been the increasing deterioration of the Nigerian economy.

“It has also led to increasing loss of foreign confidence in the ability of Nigerians to resolve the present problems. This has been reflected in the stoppage of the inflow of much badly needed additional foreign investment, it has put a brake on economic development so essential to the well-being of the common man and the ordinary citizen whose only desire is for peace and stability to carry on his daily work.

“The main obstacle to future stability in this country is the present structural imbalance in the Nigerian federation. This is why the item in the Political and Administrative Programme adopted by the Supreme Military Council last month is the creation of states as a basis for stability.”

The much desired unity, economic development and inflow of foreign investment have continued to elude the country several decades after the first shot at state creation. Ever since then, the politics of state creation has not taken into account the ability of these states to sustain their existence.

Of the 36 states in the country, only Lagos, Rivers and perhaps Kano states, can through internally-generated revenue pay their bills. Others have to wait for the monthly federal allocation for them to pay their bills.

The internally-generated revenue of the existing states in the country cannot even pay the monthly wage bill of teachers in the various states. Some local governments are known to have generated not more than one million naira in a year.

In the face of this, the Senate President is quoted as saying that more states will be created in the life of the seventh National Assembly. Senate President, David Mark, was quoted last week to have said that the National Assembly remained committed to amending the 1999 Constitution to give room for the creation of more states in Nigeria.

Senator Mark, who gave the assurance in his home town, Oturkpo, maintained that state creation was a certainty because the National Assembly was confident that the creation of more states would enhance development and bring government closer to the people.

It will appear that the Senate President is oblivious of the cry of Nigerians against the high cost of governance in the country that has robbed the people of the much needed funds for development. Creation of more states will further raise the already high cost of governance in the country.

When new states are created, the membership of the National Assembly will increase by the proportion of the increase in the number of states. Each additional member of the National Assembly will bring additional cost to the nation.

By CBN Governor Sanusi Lamido Sanusi’s revelation recently, the National Assembly spends 25 per cent of the overhead cost of running the Federal Government. When more states are created, the National Assembly overhead will jump to 30 or 40 per cent of total overhead. This certainly is not economical for the nation.

Each of the states to be created will become a new cost centre to the federation account. The newly created states will need fresh civil service of their own, a legislature, governor, aides to the governor, commissioners, local governments etc. All these are new cost centres to the federation.

At the moment, both the federal and state governments spend close to 70 per cent of their annual budgets on salaries and cost of running the government. There is little or nothing left for infrastructure and other social services. The result is the high level of under-development in the country.

As at last week, existing state governments are crying out aloud that they cannot pay the N18,000 minimum wage approved for civil servants by the Federal Government. They thus call for a new revenue allocation that will allocate more resources from the federation account to them.

The big issue is: Why are Nigerian politicians not talking of how to develop more revenue channels to increase available resources for distribution but just how to share what is available by accident of nature? Revenue allocation became contentious the very day General Gowon set in motion the machinery for state creation.

In his May 27, 1967 speech he said: “As these states are established, a new Revenue Allocation Commission consisting of international experts will be appointed to recommend an equitable formula for revenue allocation taking into account the desires of the states.”

As new states are created, new revenue allocation formula is evolved. The irony is that as more states are created, the share of the states from the federation account diminishes.

Because politicians feel the big purse is always there to grab from, they continue in the agitation for state creation to placate the undiscerning citizenry, knowing full well that these states are not viable.

Nigeria does not need additional states.

Creating unviable states will create more economic problems for the nation. In fact, Nigeria should be thinking of consolidating the existing states by collapsing them into the present six geo-political zones.

This will allow for a true federalism to emerge as each zone will have to develop its internal resources to empower and develop the area in their jurisdiction, not the creation of additional states that will be perpetual liability.

Guys that have confidence in themselves. God! even when they dont have shi shi dey wont approve of you paying their bills except at an extreme situation. I love guys that have their pride and ego intact not the type that is use in oppressing women oo. I like guys that know what they are doing, where they are going and are positive minded in what ever they are doing even in the face of various challenges.
Dont cry like a woman before me or in the public. weep and cry but your voice should not be heard.
Guys that use their initiative to get you things occasionally without asking them for it.
guys that take relationship seriously and are ready to make it work and not the ones that would run away over a slight disagreement.
Matured minded guys that comport themselves in public and would not spill out their private sexual affair with his friends.
This and many more would attract the best woman

Politics › Starve Boko Haram Of Publicity by omoharry(op): 9:07am On Sep 12, 2014
Reno Omokri writes that Nigerians, irrespective of political and religion affiliations, must unite to fight and stamp out terrorism in the country

Nigerians and friends of Nigeria should be concerned about the glee and giddiness with which some sections of the media report what is obviously propaganda spread by the terrorist sect, Boko Haram.

The trend with some of these media organisations, most especially online media, is to over report alleged success of terrorists while under reporting or refusing to report the confirmed success of our troops.

They prove the adage that those that are swift to tell you bad news about others are very slow to tell you good news about others, if at all!
As the late Baroness Margaret Thatcher once said, “we must try to find ways to starve the terrorist and the hijacker of the oxygen of publicity on which they depend”.

When Nigerians use their websites, blogs or social media presence to project Boko Haram’s propaganda they are undermining the anti-terror war by boosting the morale of terrorists and demoralising the population.

Not only is Boko Haram an enemy of Nigeria, the sect is a particularly brutal enemy of the media. It would be recalled that the sect has attacked a number of media organisations with the worst being the attack on THISDAY Newspapers’s offices in Abuja in 2012 which led to the death of several promising journalists and other media support staff.

The sect also issued a fatwa on selected individual journalists and promised further attacks on specified newspapers and news magazines.

Terrorists do not discriminate between PDP or APC supporters, or between Northerner or Southerner. They kill indiscriminately. So we must unite against them irrespective of political or regional affiliations.

The beginning of this unity must be to call a round table meeting of all media organizations in Nigeria with the aim of coming to a consensus on how to report the news about the terror war without playing into the hands of terrorists.
Boko Haram depends on propaganda to spread panic. Panic is an attack strategy for them. Nigerian journalists have a patriotic duty to frustrate that strategy by refusing to spread their propaganda by way of sensational reporting.

That sensational and unverified propaganda might drive traffic to their online site or blog, but at what cost? At the cost of human lives?
Think of the civilians in the Northeast who panic and react hysterically upon hearing that their towns have been occupied by Boko Haram as reported by these media. They begin running helter-skelter. The military and paramilitary forces have to then contain the hysteria that arises from their panic leaving them distracted from their core duties of repelling the enemy. The terrorists seeing this now launch an attack and fulfill the sensational prophecy of the online site hungry for visitor traffic and then occupy the town.

The above is the modus operandi of Boko Haram and some in the media have been unwitting partners in this strategy.
This must stop.
Another thing that must be addressed is the eagerness with which Nigerians accept reports from foreign journalists and organisations that routinely accuse the Nigerian military of human rights abuses on the basis of an unnamed anonymous source on the frontline.

First of all, that unnamed person may very well be an agent of the terrorists feeding these media and human rights organisations with such tales in order to demoralise our armed forces.

This has been the case in at least one situation where a fake soldier gave an interview to a foreign news service and disparaged the armed forces.

But an even stronger point to note is that when the chips are down and terrorists strike, it is the Nigerian armed forces that come to the rescue of Nigerians not the foreign media or organisations that seat down in Western capitals and pontificate on the strength of “an anonymous source”.

Should our troops spend their time responding to these allegations and accusations or should they focus on protecting Nigerians? Of course their focus should be defending us.

But why should they dodge bullets and criticisms at the same time?
If these organisations care so much about human rights, shouldn’t they be concentrating on the rights of the human beings being terrorised by Boko Haram rather than on the rights of Boko Haram?

No one is justifying human rights abuses, but desperate illnesses require desperate remedies - a fact which The West is coming to terms with in Afghanistan with the Taliban and now in Iraq/Syria with ISIS.

NATO cannot be reasonably expected to slow down its military activities in these conflict areas where both combatants and civilians are being beheaded and crucified by terrorists because of complaints from people who are far from the battlefield.
What have Amnesty International and other human rights group said about Boko Haram’s strategy of using under aged girls for suicide bombings? What have they said about their penchant for killing all males in the villages they raid? What have they said of their forced marriages of widowed and orphaned women?

Do they expect our soldiers to be bombed and shot first and only ask questions when they get to heaven? Seriously?
Are Nigerian soldiers supposed to please these organisations by playing nice to terrorist whose publicly stated aim is to steal, kill and destroy Nigeria?

This brings me to the opposition.
The Nigerian opposition should not let hunger for power and hatred for its current holder, President Goodluck Jonathan, push them to slander our soldiers and undermine the anti-terror war.

They must remember that this is the Nigerian Army and not Jonathan’s Army.
I remember reading a news feature in the papers in 2009. The Ghanaian Deputy Minister for Energy, Dr. Kwabena Donkor, had visited Nigeria to give a lecture on how Ghana was able to achieve uninterrupted 24 hour electricity supply for her people.

In his lecture entitled ‘How Ghana Kept the Light On’, Dr. Donkor advised that if Nigeria wants to achieve her goals in the power sector, we have to do what Ghana did and separate the power sector from politics.
Fielding questions after the lecture, Dr. Donkor said “electrification in Nigeria should be taken out of partisan politics and be made a national issue”.

Such a sound and practical advice!
If Nigeria is to win the war on terror, which we must win, the war on terror must be taken out of partisan politics and be made a national issue.

Nigerian politicians, particularly the opposition, will politicise everything.
Only on June 10 2013, the National Publicity Secretary of a major opposition political party released a statement sternly criticising the federal government for proscribing Boko Haram claiming that such an action infringed on their constitutionally guaranteed rights!
It is this type of action that strengthens terrorists and their sponsors.

How can we defeat terror in Nigeria if we cannot speak against it in one voice because of partisan and other motives?
When terrorists strike in other nations people demonstrate and agitate against the terrorists. Our case in Nigeria should not be different.
If members of the terrorist Boko Haram sect know they can count on disunity amongst the political class, they will be inspired to divide and conquer because they know that unless Nigerians are united against them we can have no hope of completely stamping them out for good.

In the case of terrorism, it is as Benjamin Franklin once said “we must, indeed, all hang together, or most assuredly we shall all hang separately”.
The opposition should take a cue from President Jonathan who continues to show leadership on the issue of providing succor to all victims of terror and other mishaps.

Only on Thursday July 31st 2014, the president hosted a Victim Support Dinner at the Banquet Hall of the Presidential Villa at which over 60 billion Naira was raised for victims of terror and other mishaps.
This is the sort of thinking that is born from the philosophy of thinking nationally, thinking in bi-partisan terms and thinking of the next generation instead of the next election.

The oppositions have to think of the nation and act out that thinking on their party rather than thinking of their party and acting out that thinking on the nation.
If long term enemies in the Middle East are uniting to confront ISIS, then certainly Nigerians can unite irrespective of differences to confront Boko Haram.

Just 15 years ago all opposition parties were not in existence but Nigeria was. In 15 years from now, their parties may or may not have merged, submerged, re-emerged or de-merged, but Nigeria will still be here.

Permit me to paraphrase Dr. Kwabena Donkor as I end this piece and say that ‘the war on terror in Nigeria should be taken out of partisan politics and be made a national issue’.

Nigeria must appreciate the courage and patriotism of our men and women in the armed forces. This is a virtuous thing to do. Glory follows virtue as if it were its shadow.

Let him that hath an ear hear!

Romance › Guys, You Need To Read This. by omoharry(op): 3:15pm On Sep 10, 2014
My word of advice for marriage to sons an single 1. My son, if you keep spending on a
woman and she never asked you if you’re
saving or investing, and she keeps
enjoying the attention, don’t marry her.
2. My son, a woman could be a good wife
to you, some could be a good mother to
your children but if you’ve found a woman
like a mother to you, your children and
your family, please don’t let her go.
3. My son, don’t confine the position of
your wife to the kitchen, where did you
get that from? Even in our days, we had
farm-lands where they worked every
morning . . . that was our office.
4. My son, if I tell you that you’re the head
of the house, don’t look at your pocket;
look if you will see a smile on your wife’s
face.
5. My son, if you want to have a long life, let
your wife be in-charge of your salary, it will
be difficult for her to spend it when she’s
aware of the home needs and bills to pay
but if it’s in your care, she will keep you
asking even when all has been spent.
6. My son, don’t ever beat your woman, the
pain in her body is nothing to be
compared to the wound on her heart and
that means you may be in trouble living
with a wounded woman.
7. My son, now that you’re married, if you
live a bachelor kind of life with your wife,
you will soon be single again.
8. My son, in our days, we had many wives
and many children because of our large
farm-lands and many harvests, there are
hardly any land for farming anymore, so
embrace your woman closely.
9. My son, under the cocoa tree that I did
meet your mother could be your eateries
and restaurants of nowadays, but
remember, the closet thing we did there
was to embrace each other.
10. My son, don’t be carried away when
you start making more money, instead of
spending on those tiny legs that never
knew how hard you worked to get it,
spend it on that woman that stood by you
all along.

I will try to work on my mind. Just that on the physical appearance breas.t is major thing that appeals me on a woman's body, had it been flat buttocks i wouldn't mind at all. NB: I didn't marry her for breas.t sake. Ofcourse i still love her, she's mother of my children. Am not complaining against her, was only thinking there could be an easy solution
This is what happens when you marry only base on physical appearance. I m sure if you had married this woman based of her character and personality, you wont be hear wining about her flat breast. I dont mean to be rude, abeg ask you mumsy or look her breast weather e stilL stand or e flat. If e flat, your popsi waka leave her? This is marriage. If she nor born pikin na , na you go stil dey complain sey your wife never fit give u pikin. PLEASE PLEASE PLEASE, MARRIAGE IS MADE FOR MATURED MINDS AND NOT CHILDREN THAT WILL BE IN A FANTASY WORLD AND EXPECT THINGS TO REMAIN AS THEY HAVE FANTASIZED. Oga, focus on other areas that attracted her to you in the first place and love her for her person especially if she is a good and supportive wife. ABEG CHOOSE BETWEEN THIS TWO OPTION: CHILDREN AND FLAT BREAST MOTHER OR NO CHILDREN AND FIRM BREAST MOTHER. WHICH ONE YOU LIKE. AND LASTLY, I HOPE YOU HAVE NOT STARTED SHOWING SIGN THAT YOU RESENT HER PRESENT STATE.

This second speech is exactly a reference to what Jesus did in the bible.

MOHAMMED PREACHED VIOLENT WHICH IS ISLAM AND THE FOLLOWERS ARE PRACTICING WHAT THE THEIR PROPHET AND QUARAN TEACHES WHICH IS VIOLENCE TOWARD NON MUSLIMS AND PEACE ON MUSLIMS. REMEMBER THE BIBLE PREACHES TO LOVE OUR NEIGHBORS AND EVEN OUR ENEMIES.MOHAMMED IS PIRATICALLY THEIR GOD. THEY SHOULD JUST CALL MOHAMMED ALLAH. BECAUSE WHAT EVER GOD SAYS DOES NOT COUNT THE FOLLOWERS . ISLAM IS A RELIGION OF VIOLENCE. I HAVE READ IT. IS ONLY PREACHES PEACE TO ONLY MUSLIMS.

lekahm: Please don't get it twisted, JIHAD does nt mean fighting or killing it mean striving. Technically striving to correct what is wrong. 2) to enjoin wht is good. Its a misconception to say it is fighting or killing. However, it is compulsory cause thats the goal of muslims to preach word peace.
LIA.

Excerpt K 3:195 Set 13, Count 35":who fought and were slain...I will most certainly make them enter gardens beneath which rivers flow; a reward from Allah, and with Allah is yet better reward."

Excerpt K 4:089-091 ;Set 17, Count 43-45:[4.89] "...take not from among them friends until they fly (their homes) in Allah’s way; but if they turn back [to their homes], then seize them and kill them wherever you find them... [4.90] Allah has not given you a way against them [Allah supposedly does not allow Muslims to fight people friendly to Muslims]. [4.91]...seize them and kill them wherever you find them..."

A RELIGION THAT FIGHT FOR ITS GOD INSTEAD OF THE OTHER WAY WAY.

Excerpt K 5:033 :Set 21, Count 54: "The punishment of those who wage war against Allah and His apostle and strive to make mischief in the land is only this, that they should be murdered or crucified or their hands and their feet should be cut off on opposite sides or they should be imprisoned"

Excerpt K 9:029 :Set 38, Count 101:"Fight those who do not believe in Allah...nor follow the religion of truth, out of those who have been given the Book, until they pay the tax in acknowledgment of superiority and they are in a state of subjection"

MUSLIMS WHAT DO U SAY TO THIS. RELIGION OF PEACE INDEED

Politics › Allege Case Of Ebola Virus In Lagos;liberian Undergoes Test For Ebola In Lagos by omoharry(op): 10:07am On Jul 25, 2014
The Special Adviser to the Governor on Public Health, Dr. Yewande Adeshina, has said the suspected case of the deadly Ebola Virus Disease in a Liberian man is being investigated.

Adeshina, at a press briefing by the state’s Ministry of Health in Lagos, stated that the patient was admitted on Tuesday at a private health facility in the state.

According to her, the 40-year-old patient, who works for a West African organisation in Monrovia, arrived in Lagos on a flight from Monrovia via Lome on Sunday, has had no contact with any infected person so far.

She stated that the patient’ s blood samples had been taken to the Virology Reference Laboratory at the Lagos University Teaching Hospital, Idi-Araba, and World Health Organisation Reference Laboratory in Dakar, Senegal, for further testing.

Adeshina said, “History taken revealed that he had no contact with any case of the Ebola virus, did not visit any person with the virus in the hospital and neither did he partake in the burial of any person who died of it.

“However, on account of his working and living in an endemic region like Liberia, and the presentation of non-specific constitutional symptoms and signs of fever, malaise, body aches, vomiting, diarrhea associated with the disease, he had to be admitted for further testing. Presently, the patient’s condition is stable and he’s in recovery.”

The public health physician urged residents to stay calm and take appropriate measures to reduce their risk of contracting the deadly virus by washing their hands often with soap and water, avoiding close contact with people who were sick and ensuring that objects used by the sick were decontaminated and properly disposed.

The Ebola Virus Disease is a viral hemorrhagic fever. The initial symptoms of the viral disease can include sudden fever, intense weakness, muscle pain and sore throat, which can later progress to vomiting, diarrhoea and, in some cases, internal and external bleeding.

The outbreak of the disease has been recorded in some neighbouring West African countries like Guinea, Liberia and Sierra Leone.

The virus is spread through humans, however, its hosts have been found to be fruit bats and infected exotic animals including chimpanzees, monkeys and other game meats who live with fruit bats.

The World Health Organisation has sent a warning to those living in high risk areas such as West Africa not to eat raw bush meat for now.

Salex007: Am fed up with this south south people... We in the north too are tired of this things happening too. But u people will just open ur mouth and close it anyhow...
Because when boko boys were killing Christians and non northerners, the northern people supported them and believe they were fighting the cause of jihad. Now the table has turn around and you guys want us to reason together? Why dont you and brothers in the north start changing the religious orientation that is been thought in the mosque by extremist imams. Haven't you wondered why every northerners extremist reason alike? there must be a problem some where and that problem start from the indoctrination of the young northerners into adult hood to kill and to destroy any one that is not like them. they call them infidel. So u guys should stop playing the ostrich and face the real problem.
