By Emeka Alex Duru Baring last minute hitches, domestic and international air travellers within Nigeria, would soon be accorded courtesies and rights commensurate with their counterparts in other parts of the world. This is in line with regulations being put in place by the Consumer Protection Unit of the Nigerian Civil Aviation Authority (NCAA). The agenda, encapsulated in Passengers Bill of Rights, aims at ensuring that Nigerian air travel passengers are decently treated by airlines, not only in conformity with global standards but also, in keeping with government’s promise to provide efficient and effective service delivery to all Nigerians. The Bill, which is expected to commence next month, places enormous responsibilities to the airlines as well as rights and duties to the passengers. Part of the provisions of the document is that which holds airliners liable for services that fall below expectations of their customers. Among these sore points are those bordering on unnecessary delays, flight reschedule or outright cancellation. Currently, the trend at the nation’s airport is that of passenger frustration arising from whimsical tendencies of airline operators. Part of the allegation is airliners regularly delaying or cancelling flights, without being made to pay restitutions. Some, it has also been alleged, overbook flights and leave passengers who cannot get seats on the flight without choice but to wait for a later flight, which may be the next day. Some staff of the airlines are also known to be discourteous to passengers, even in the face of such frustrating situations. Travellers also accuse some airlines of publishing misleading advertisement, which fails to disclose the full fare for a flight. This means a passenger is made to incur additional fees, tax, brokerage fees, administrative charges or commission outside the published fare. Our reporter in fact, gathered that annually, the Consumer Protection Unit of NCAA receives no less than 50,000 complaints from passengers badly treated by local and international airlines. The complaints relate to lost baggage, poor in-flight service, flight delays and cancellations, amongst others. Aviation officials however assure that with the proposed Passengers Bill of Rights, these infractions would be checked. The Director-General, Nigerian Civil Aviation Authority, Dr. Fola Akinkuotu offered insight into the emerging regime when he disclosed last week, that foreign and domestic airlines operating in the country will from next month, pay heavy fines and compensations for flight delays, cancellations, lost baggage and other related anomalies, when the bill would have rolled off. “The Passengers Bill of Rights will come into effect before the end of July; the passengers and airline operators will get to know their rights and obligations. The regulator will just sit to make sure there is compliance,” Akinkuotu had said. He stressed that it was high time airline operators stopped maltreating their passengers, adding that the implementation of the bill of rights would help put an end to unfair practices by airlines. Akinkuotu stated; “It is not good for passengers to get raw deals from the airlines. What is sauce for the geese is also sauce for the gander. We have a responsibility to ensure that the bill of rights works. “We need to make sure passengers get good deals and value for their money. We need to let them know that air transport is the best way to go, and that they will get good deals and value for money.” The Bill admonishes the passengers that their rights are not a privilege but their entitlement, assuring them that they are obligatory on the airlines. “It is the responsibility of every airline passenger whose rights are infringed upon to demand restitution first, from the airline at the point of infringement, and only report to NCAA Consumer Protection Officers (CPOs) at the airports or through contacts provided in this pamphlet”, it stressed. According to the Bill, henceforth any airline, which denies a passenger boarding as a result of overbooking of flight has to ensure that the “smallest practicable number of persons holding confirmed tickets on that flight are denied boarding involuntarily.” It added that any passenger denied boarding involuntarily shall be compensated. The compensation, it stressed, is at least 25 percent of the fares or passenger ticket price for all flights within Nigeria and at least 30 percent of the passenger ticket price for all international routes. Considering the factor of inconveniences to passengers occasioned by flight delay, the new Bill insists that whenever an airline anticipates such a development beyond its scheduled time, passengers are entitled to some reliefs. For delay beyond one hour, it prescribes that the airline must provide refreshment, telephone call, SMS or e-mail to the passengers. In case of a delay for two hours and beyond, the carrier must reimburse passengers the full value of their tickets. The Bill also prescribes that where the delay occurs between 10pm and 4am, the airline must provide hotel accommodation, refreshment, meal, two free calls, sms, e-mail and transport to passengers to and from the airport. International passengers with delayed flights for between two and four hours are entitled to refreshment and two telephone calls, sms or e-mail. For passengers whose flights are delayed for four hours or more, the bill mandates the respective airline to provide them with a meal, two telephone calls, sms or e-mail. For delays at least six hours after the original time of departure, each passenger is entitled to hotel accommodation and transportation between the airport and place of accommodation. The Bill however allows carriers to cancel flights provided booked passengers are informed on time. In this instance, passengers on domestic flights must be informed 24 hours before scheduled departure time, while those on international flights must be informed of cancellation seven days before scheduled departure time. Where a passenger is informed less than seven days before an international flight, he must be offered re-routing, allowing him to depart not more than one hour before scheduled time of departure and to arrive his final destination not more than two hours after scheduled arrival time. “Where this time frame is not observed, the following rights apply: 25 percent of passenger ticket price for all domestic flights within Nigeria; 30 percent of passenger ticket price for all international flights. Also, passengers whose flights are cancelled outside the stipulated time above are entitled in addition to any of the following choices: immediate reimbursement in cash for domestic flights and within 14 days for international flights either by cash, electronic bank transfer, bank orders or bank cheque or with the signed agreement if the passenger, in travel vouchers or other services. Such vouchers shall be redeemable at all sales outlets of the air carrier issuing the voucher”. It added that compensations and reimbursements shall be immediate and in cash for domestic flight at full cost of ticket price; within 14 days for international flights at full cost of ticket price paid either by cash, electronic bank transfer, bank orders/cheque or with signed agreement of the passenger, in travel vouchers or other services. When a passenger is re-routed to an alternative airport other than the one booked, the airline must bear the cost of transferring him from the alternative airport to the airport of booking or to another close-by destination agreed with him. Where, however, a carrier is able to prove that cancellation was caused by unavoidable extraordinary circumstances, it is not under obligation to pay compensation to the passengers. All airlines are mandated to display at their check-in desk a written statement of passenger’s rights in the event of any of overbooking, denied boarding, delay/cancelled flights. The statement must read: “If you are denied boarding or your flight is cancelled or delayed for at least 1 hour, ask the airline officials for a written statement of your rights particularly with regards to compensation or assistance.” There are other provisions of the bill, including those bordering on down grading of passengers from original classes for which they had paid. Failure to adhere to the stipulations of the Bill attracts various ranges of fines to the airliners. The provisions of the Bill are, however, not limited to airlines. Unruly passengers also stand the risk of being prosecuted and jailed for two months or pay N5 million or N500,000 as fines or both. Aviation handling companies are also expected to be more diligent with their work henceforth, as they risk paying between N5 million or N500,000 as penalties, for infractions. Enlightened analysts count the introduction of the bill among the efforts of the aviation ministry to enhance the country’s air transportation. This, they say, is in addition to the infrastructure uplift currently going on in the nation’s major airports. Ighile John, an aviation commentator, describes the Bill as a welcome development, adding that with it “the era of the airlines feeding on the ignorance and helplessness of air travellers, is clearly over”. He however urges the authorities to ensure that the provisions of the bill are implemented to the letter |

Really? Where were you when South Africans killed and displace so many African nationals two years ago because they felt they were doing very well but the Poor Black South Africans were not. South African are nothing but bunch of bitter people. The funny thing is there are other nationals in South Africa but non of these nationals are being targeted. I never hear South Africans attacking people from Ghana,Cameroon, Ivory Coast. It is always Nigerians becasue Nigerians don't obey laws.[/quote] |
SOUTH Africans have so much hate in them;I dont know why.Yes Nigeria may be bedeviled with corruption but we are still more happy and tolerant with other African nationals compared to these bitter South Africans.Today south African will fight against Nigerians, next time will be Somali, another time Zimbabwe and other nationals. They are so myopic not to even reason that their citizen are foreigners else where. If every country decide to keep to their own maltreat and drive every body that do not belong to their country, do they think the world will be a better place to be in.Now i know why the white were oppressing the black South Africans. They have nothing to offer other than hate and violence.Black South Africans have no justification to cry for injustice done by the White during the Apartheid Era because they are even worse than the White.I have never seen any country that is filled with so much hate and bitterness as the black South Africans. Why are Nigerians not killing every Malians, Chadians, Nigerien s, Lebanese etc that are causing havoc in our beloved nation. This is because we believe that among every bad egg they are good egg. These bad eggs would be left for the authority to fish out and not done indiscriminately.Black South Africans please release yourself of this hate you have within you.We are all Africans. |
REALLY? EXACTLY LIKE YOU. chei: You don't blame the policemen anyway. Nigerians are a nuisance wherever they go. |
The United Kingdom has aborted its plan to place a £3,000 bond on Nigerians seeking entry to the country, a spokesman for Nigeria's Foreign Affairs Ministry told Daily Trust in Abuja yesterday. The Sunday Times of London had quoted UK Home Secretary Theresa May as saying that a pilot scheme that would target visitors from India, Pakistan, Bangladesh, Sri Lanka, Nigeria and Ghana would take off in November under which travellers from those countries would pay a cash deposit of £3,000 to deter immigration abuse. They will forfeit the money if they overstay their visas. But when contacted for comments yesterday, spokesman for the Foreign Affairs Ministry in Abuja, Mr Ode Ogbole, replied with text message saying: "It's been rescinded". He did not give further details and did not answer subsequent telephone calls. Another official of the ministry who chose to remain anonymous also told Daily Trust that a message from the UK government rescinding the plan had been sent to the Presidency. Earlier yesterday, Foreign Affairs Minister Olugbenga Ashiru told journalists at the ministerial platform commemorating the mid-term anniversary of the Jonathan administration that no official communication had been received from the British government by Nigeria on the subject. He assured Nigerians of government's readiness to defend and protect them all over the world but urged them to always conduct themselves in a manner that will portray Nigeria in good image. Meanwhile, the House of Representatives Foreign Affairs Committee has described the proposed UK entry bond as discriminatory and unacceptable. "This is totally discriminatory and unacceptable. It is targeted to non-white Commonwealth. We would take a critical look at the policy as it affects Nigerians and come up with a way forward," committee chairman Rep. Nnenna Elendu-Ukeje (PDP Abia) said in a statement. "We agreed totally with the UK Foreign Minister that the policy is totally unworkable and impractical. It is contrary to the commitment made to our President by David Cameron during their last meeting. We believe it is for political reason ahead of general election. We seek that our long historical relationship should take precedence over political expediency," Ukeje said. Austine Odo, Romoke W. Ahmad, Abbas Jimoh and Musa Abdullahi Krishi |

South Africa: No safe haven for Somalis Country profile: South Africa Rainbow nation's outsiders live in fear Members of the Somali community in South Africa have marched to parliament in Cape Town to protest against recent attacks on foreigners. Two Somalis have been killed this month and the Somali government has requested the South African authorities to do more to protect their nationals. About 200 people took part in the protest, holding a banner reading: "Everyone is a foreigner somewhere." Correspondents say xenophobic attacks have resumed recently. Some of the protesters accused the authorities of not doing enough to prevent attack on foreigners, especially Somalis. According to the Centre for Human Rights at the University of Pretoria, South Africans are becoming "increasingly desensitised" to attacks on foreigners, The Sowetan newspaper reports. The BBC's Mohammed Allie in Cape Town says the violence is linked to the massive unemployment among young South Africans. In the past two decades, many thousands of Somalis have fled conflict at home and moved to South Africa, where many have opened small shops and kiosks in townships.

The tiny face of a newborn baby boy is revealed as rescuers cut apart a sewage pipe at a hospital in Jinhua, China, on Saturday, May 25. The baby, stuck in a section of the pipe, was taken to a hospital, where rescuers and doctors carefully cut apart the pipe, piece by piece, to extract him. Rescue workers were unable to pull the infant out of the toilet and went to the floor below and sawed away a section of the pipe. The baby remained stuck, however. The baby is reportedly in stable condition at the hospital, while local police are investigating the mother, who says she unexpectedly gave birth while sitting on the toilet. Nurses attend to the infant inside a local hospital. The newborn baby is pictured in the hospital after being rescued. HIDE CAPTIONBaby rescued from toilet pipe in China Baby rescued from toilet pipe in China The child's mother is cooperating with police No charges have been filed The baby is released to his maternal grandparents A newborn baby boy who was found alive inside a toilet pipe in Jinhua, China, has been released from hospital and taken home by his maternal grandparents, police said Thursday. The child's mother is still being treated at the hospital, but has been cooperating with the investigation, said Xiang Jiangsong, a police official. The police are labeling the case an "accident" at this time, and no charges have been filed against the mother. Dramatic video of the infant's rescue made global headlines and sparked reactions worldwide. Baby rescued from toilet pipe Unable to pull the infant out, rescuers went to the floor below and sawed away a section of pipe. But the baby was still stuck, so both the section of pipe and the infant were taken to a hospital. Working together, rescuers and doctors began removing the pipe, piece by piece. CCTV video showed the exact moment hands in white gloves gingerly pulled away a part of the pipe, revealing the tiny face of a newborn. The infant, a boy referred to as "Baby 59," is drinking formula, doctors said. Police said firefighters and other rescuers involved visited the baby at the hospital and sent clothes, formula powder and diapers. The mother's account The mother of the infant is not being identified, but police say she is 22. Local police say that, so far, they believe her account of how the baby ended up in the pipe. "That day she felt stomachaches," said Jiang Song, the vice director of police. "So she went to the toilet. It was actually close to her due date and the baby just slid out." Police questioned the woman, who told them that she did not intend for the child to fall into the toilet, according to a local TV channel that was posted on the official police Weibo account. The police said she tried to retrieve the baby with a stick, then decided to flush the toilet to clear away the blood.

London hacking victim namedSTORY HIGHLIGHTS Drummer Lee "Riggers" Rigby, 25, was a machine gunner who became a recruiter "He was a real character" in the infantry, his commanding officer says As a drummer, he stood outside the Royal Palaces He was also the father of a 2-year-old son, Jack (CNN) -- The British soldier slain in a gruesome cleaver attack in London was a well-liked infantryman and machine gunner who served in Afghanistan and Cyprus, and then became a military recruiter and ceremonial drummer outside the Royal Palaces, the military said Thursday. Drummer Lee Rigby, 25, was part of the Regimental Recruiting Team in London, and as a machine gunner, he was part of the 2nd Battalion of the Royal Regiment of Fusiliers. The Fusiliers, an infantry group, are known for the hackle, or feather plume, in their military headdress. The victim killed in a cleaver attack Wednesday was identified as Drummer Lee Rigby of 2nd Battalion The Royal Regiment of Fusiliers. The brutal killing of Rigby shocked the United Kingdom, with Prime Minister David Cameron saying the act appears to have been a terrorist attack. Witness: Attackers 'were just animals' Fellow soldiers described him as having an engaging personality. He joined the army in 2006 and acquired the nickname "Riggers" in his platoon. "He was a real character within the Second Fusiliers," Lt. Col. Jim Taylor, commanding officer of the 2nd Fusiliers, said in a statement. "Larger than life, he was at the heart of our Corps of Drums. An experienced and talented side drummer and machine gunner, he was a true warrior and served with distinction in Afghanistan, Germany and Cyprus." Rigby also loved soccer's Manchester United, soldiers said. "He was one of the Battalion's great characters, always smiling and always ready to brighten the mood with his fellow Fusiliers," Warrant Officer Ned Miller of the 2nd Fusiliers said in a statement. "He was easily identified whilst on parade by the huge smile on his face and how proud he was to be a member of the Drums. He would always stop for a chat just to tell me Manchester United would win the league again." Rigby was born in Crumpsall, Manchester. After joining the army, his first post was in Cyprus as a machine gunner in Dhekelia, the military said. In 2008, he was assigned to Hounslow, West London, and became "an integral member of the Corps of Drums throughout the Battalion's time on public duties, the highlight of which was being a part of the Household Division's Beating the Retreat -- a real honour for a line infantry Corps of Drums," the ministry said. London attack mirrors plot to behead Muslim soldier In 2009, he deployed on operations "for the first time," sent to Afghanistan's Helmand province, where he was a member of a fire support group at Patrol Base Woqab. He then returned to the UK and completed a second tour of public duties. Later, he followed the battalion to Celle, Germany. In 2011, he became a recruiter at the Regimental Headquarters in the Tower of London. London attack: Terrorist targeting soldiers at home again? Rigby "was a cheeky and humorous man, always there with a joke to brighten the mood; he was an extremely popular member of the Fire Support Group," said Capt. Alan Williamson, who was Rigby's platoon commander from 2010 to 2011. Rigby's death has attracted worldwide attention because the slaying scene was captured on a cell phone camera. A man with bloodied hands, holding a meat cleaver and a knife, carried out the killing because, he said to the camera, "Muslims are dying daily." That man, Michael Adebolajo, and a second person are under arrest. They are being treated in London hospitals for injuries suffered in a confrontation with armed police at the scene, in southeast London's Woolwich neighborhood. Two other people were also arrested Thursday, London's Metropolitan Police said. Authorities have not released the identities of the other three.

The Action Congress of Nigeria (ACN) has described the declaration of a state of emergency in Adamawa, Borno and Yobe States by President Goodluck Jonathan as lacking in original thinking, and therefore asked the National Assembly to reject it. In a statement issued in Abuja on Wednesday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said if the use of force was capable of ending the Boko Haram crisis, it would have ended a long time ago. It said while the President was right in expressing outrage over the mindless killings and wanton destruction by the insurgents, he was wrong in proposing more of the same measures that have failed to yield results. ”If the medicine given to a patient has not cured his or her illness, is it not futile to prescribe more of the same medicine for the patient? If the declaration of a state of emergency in 15 local government areas in four states in 2011 has not curbed the activities of the insurgents, why extend such measure to other areas? If the use of force in the affected states have failed to curtail the activities of the insurgents, why send in more troops? ”There is nothing new in the President’s action. It is more of the same: deployment of more troops to the affected states and the use of tougher, scorched-earth tactics against the insurgents. In the first instance, this stepped-up militarization of the states amounts to an asymmetric use of force in an environment where the insurgents operate within a civilian population, hence it will ultimately be counterproductive as the death toll will continue to mount while the civilian population – who will be caught in the cross fire – will be alienated. ”Secondly, the President should go ahead and disband the committee he recently inaugurated and saddled with reaching out to the insurgents, because by opting to flood the states with more troops under an ill-advised emergency rule, he has succeeded in pulling the carpet from under the Committee’s feet. Who negotiates genuinely with a gun to his head? The committee’s job is over, the members can as well pack up and go home. ”Thirdly, one hopes the President’s action is not linked to the politics of 2015. With the three states militarized, there can neither be electioneering campaign nor voting there. We had warned earlier that as 2015 approaches, the Jonathan Administration will increasingly take measures that will make it impossible to hold election in many states The over militarization of some states in the north, the plan to destabilise the South-west using slush funds from the so-called oil pipeline protection contract and the infantile threats from some Niger Delta militants seem to be part of this plan ”Fourthly, what happens if and when the declaration of emergency rule fails to stem the violence, now that the President has gone for broke and played his last card? ”In view of the reasons stated above, we hereby reject the declaration of emergency rule in the three states of Adamawa, Borno and Yobe, and we call on the National Assembly to also reject it and not allow itself to be used to rubber stamp a declaration that is largely cosmetic. ”We reiterate our earlier statements that the Boko Haram crisis has its roots in years of bad governance that have produced an army of unemployed, unemployable, disenchanted and demoralized youths who are now ready hands and willing tools for those seeking to perpetrate violence. The unprecedented corruption across the land, as well as injustice and extra-judicial killings are also fuelling this crisis,” ACN said. The party said while the short-term solution to the Boko Haram crisis should be a combination of dialogue and a minimal use of force, the long term measure to deny Boko Haram of willing recruits and make the sect unattractive to anyone is to ensure that the State can adequately meet the yearnings and aspirations of its citizens. And the only way to do this is through good governance that delivers the dividends of democracy to the citizens; stamps out corruption and ensures a just and equitable society. ”Boko Haram is like a bad tree.
