Former Oyo State governor, Lam Adesina, has warned northern elements determined to frustrate Vice President Goodluck Jonathan from assuming office as Acting President that they could plunge the country into another civil war.
In an exclusive interview with Sunday Sun, he reasoned that the way some people are carrying on “the people of the Niger Delta would soon ask whether they are only good at producing oil but not competent to rule Nigeria.”

Adesina, a chieftain of the Action Congress (AC), lamented: “In other civilized countries, whenever the President or a governor is away, his deputy steps in automatically. I did it when I was in office. To make matters worse they are keeping us in the dark over the man’s health issue.

“In place of the president, they said the Vice President couldn’t act. Is there no law in Nigeria? Is there no constitution in place? How can some people hold us to ransom in this country? Let them not forget the past; we don’t want to go into another civil war. That is where they are pushing us to if the people of Niger Delta decide to react.

He blamed the leadership of the Peoples Democratic Party (PDP) for the raging controversy that has trailed President Umaru Yar’Adua’s absence from the country 55 days after he travelled to Saudi Arabia for medical treatment.
Said Adesina: “The PDP wants to push Nigeria into another civil war. Let them tell us the full details of what is happening to him. The PDP must be careful. In a banana republic, such things will not even happen. The people will rise and ask that a new person be sworn in.

“That is why I say that the PDP must be very careful. They are pushing us too hard and they will soon push the people to the wall.
“In the absence of Yar’Adua, Jonathan should be allowed. I was in office before and when I went on leave I delegated power to my deputy. It is in the Constitution. So why are we toying with the Constitution?”
Adesina, who expressed regrets over the constitutional crisis, alleged that a cabal in the North was against Jonathan’s presidency because they are afraid to lose power.

“They (cabal) don’t want Jonathan because they felt that the VP might not want to leave office after tasting power as President. But if that is the reason, leaders of the North should let us know instead of this needless constitutional crisis.”
Adesina, who expressed displeasure at the inability of the President to transmit power to his deputy, further said: “I am very surprised he did not handover before he travelled. He is a gentleman and I know him as a complete socialist. He does not believe in power just for power sake. But I am surprised with this one.

“However, I am also not surprised because the PDP is a poisoned chalice. If a good person comes in contact with it, they get into trouble. If I as a progressive now go into PDP, I will turn into another thing. That is their stock in trade; they will turn you to a bad person,” he said.
Adesina also blamed former President Olusegun Obasanjo for the constitutional crisis.
“Do you want to tell me that PDP and Obasanjo did not know that the man is sickly? Are you saying they don’t know? They deliberately plunged us into this crisis.

“As a party, why do you allow such a person to be picked? A strong man like Obasanjo did not succeed, and so what will happen to someone that is ailing? Anyone that is not healthy in Nigeria can’t even lead a state.
“The Yar’Adua I knew is a man that has good intentions. He wants to succeed but his health is a handicap. We can’t have good governance under Yar’Adua.”

As far as the AC leader is concerned, the former president programmed the crisis.
“Obasanjo wanted a deadlock, which he thought will happen before the (2007) election, but God said no to shame him. But today we are back to the same thing that Obasanjo wanted. This is the reason the North didn’t want Jonathan to be there because they felt that this was what Obasanjo programmed. Obasanjo all the while wanted a South-South President to succeed him, but when the Northerners closed in on him, he suddenly changed gear and settled for a sickly Yar’Adua.”

The former Oyo governor also linked the recent listing of Nigeria as a terrorist country by the U.S. to the 2007 elections.
“A keen observer of international affairs won’t be surprised. By listing Nigeria on the terror list, the USA is using one stone to kill two birds. The offence of Mutallab’s son is not enough to put us on the terror list. They know that putting Nigeria on the terror list I like blacklisting Nigeria, which is Africa’s leader.

“On the other hand, the US is not happy with events in Nigeria, especially with regards to election rigging. So they decided to retaliate. They decided to punish us for the warped election of 2007, which we are not working to correct. They know that Nigeria is not a terrorist country, but they want to punish us for the faulty election. America just wants to punish us for other things,” Adesina noted.

The oil deals between Nigeria and the United States (U.S) are on under threat following the ongoing diplomatic tussle between the two countries over U.S. listing of Nigeria as a terror nation, Daily Independent gathered at the weekend.

Nigeria, which exports over 1 million barrels out of its 1.7 million barrels daily oil production to the U.S. was placed on America's terror list by the White House after a foiled terror attempt by 23-year old Nigerian, Farouk Abdul Mutallab on Christmas Day.

The Africa's biggest oil producer has, through its National Assembly, threatened a break of diplomatic ties with the US, if it did not, within one week, remove its name from the list.

A highly dependable source in the Presidency told **Daily Independent** that the "issue about withholding oil to the US is on the cards".

Although this action may, according to the source, "be the last resort, it cannot, however, be ruled out," he emphasised.

Nigeria planned to export about 1.7 per cent more of its 14 biggest crude types per day to the United States in February compared with the previous monthed

A preliminary loading schedule obtained by Daily Independent showed that the country, a favoured supplier of oil to the U.S. refiners will, according to the document, have shipments of "Nigeria's 14 biggest crude grades averaging about 1.965 million barrels a day".

This new data, according to the loading plans, is equivalent to 55 million barrels for the month; that include at least four cargoes of Forcados delayed from January, meaning 1.931 million barrels a day will load in that month.

Nigerian crude is the light, sweet variety of oil favoured by U.S. refiners for the quantity of gasoline it produces. Production is rising as the country restores output shuttered by rebel attacks earlier last year. The schedules for Pennington, Okono, EA and Abo crude exports in February were not available.

In January, exports of those grades are scheduled to average 203,226 barrels a day. Loading programmes are subject to change. Nigeria has an Organisation of Petroleum Exporting Countries' (OPEC's) production target of 1.673 million barrels a day.

Meanwhile, China, whose oil demand has been soaring, has been positioning itself to take full advantage of the impending diplomatic disagreement between Nigeria and the United States.

According to Platts, China's apparent oil demand in November soared 18.7 per cent from a year ago as the country's economic recovery picked up momentum. November's surge in oil demand marked the third straight month that the world's second largest oil consumer posted double-digit yearly growth in oil demand.

Chinese oil demand was estimated to reach 33.67 million mt (8.22 million barrels per day) in November, versus 28.36 million mt a year ago, a Platts analysis of official data showed on December 21.

November oil demand was slightly less than the 33.89 million metric tons (8.01 million b/d) seen in October.

"China has pulled out all the stops this year to be sure that its economy has performed well throughout the global financial crisis. That has had a dramatic impact on oil demand in the country," said Dave Ernsberger, Platts senior editorial director for Asia. "Lifting demand for oil by double-digits month after month was not Beijing's goal when it injected half a trillion dollars into its economy this year, but it was one of the most significant consequences."

The Chinese government's Yuan 4 trillion ($586 billion) stimulus programme to boost domestic spending and consumption has resulted in greater use of oil products from naphtha to jet fuel, prompting the International Energy Agency (IEA) to raise its forecast for China's oil demand by about 80,000 b/d on average for both this year and 2010, the agency said in its December monthly report released earlier this month.

Meanwhile, China seemed to be tapping into its inventory to feed the strong crude throughput appetite in November as the government reported a drop in both crude imports and production versus October.

Chinese customs tallied 17.12 million mt (4.06 million b/d) of crude imports last month, down 11.4% from 19.33 million mt in October. Crude production also slipped 3.6 per cenrduring the comparison period to 15.67 million mt (3.7 million b/d).

The amount of oil products imports last month, at 2.62 million mt, was at its lowest since November 2008, suggesting that the country was looking less to overseas markets to meet domestic oil products requirement.

President Yar'Adua would die without life support -Doctors

Amidst speculations that sickly President Umaru Musa Yar’Adua has been moved from Saudi Arabia to Germany, sources close to his aides said doctors treating him may have warned that the Nigerian President would die if he is removed from the life support.

There have been speculations that President Yar’Adua has been moved to a German Hospital because his medical conditions worsened in the last few weeks.

He is believed to have been moved to either HSK Dr. Horst Schmidt Klinik or Deutsche Klinik für Diagnostik ( DKD) both based in Wiesbaden in Germany. The President has regularly visited the two hospitals in the past.

Sources told Pointblanknews.com that there were two options for the President outside Saudi Arabia-United States or Germany. Governor Issa Yuguda of Bauchi State was in the United States recently to shop for any top flight hospital that would admit the President. But sources said he could not get an admission for his father-in-law because most hospitals he visited in the United States were honest about Yar’Adua’s health and his chances.

However, sources informed Pointblanknews.com that as a result of the critical condition of the President, he would be on life support for a long time.

The Source who would not want to be named because he is not authorized to speak on the issue also hinted that doctors have also warned of the consequences of removing President Yar’Adua from life support.

When Pointblanknews.com called HSK Dr. Horst Schmidt Klink, a female voice at the medical records said that the hospital has no name like Yar’Adua or Umaru on their record, but confirmed that a patient from Saudi Arabia was recently brought to the Hospital.

She however added that a patient classified as VIP’s did not check into the hospital with his real name.

“I am sorry I have just checked through the list of patients here and we don’t have such name here. But we have someone who was transferred from Saudi Arabia some weeks ago but the name listed here is Abdullah and not what you just gave me now.”

According to the lady “it is possible that he checked in with a different name because some people do that but we don’t have that name here.”

At the Deutsche Klinik für Diagnostik in Wiesbaden, pointblanknews.com was told by a front desk officer that the hospital does not have anyone from Nigeria “Sorry we don’t have any one with that name here,”

Governor Babatunde Fashola of Lagos State, yesterday, launched two Bell 412 EP Helicopters with a promise to commit the state’s resources to securing the lives and property of residents.

Speaking during the launch at the Lagos House, Ikeja, Fashola admitted that achieving a crime-free society was a tall order but reiterated that the state government would outspend, outrun and overwhelm the competition that criminals offer.

“We know there is no crime-free society, but we understand that crime and crime patterns are very fluid and we have resolved to stay ahead of the competition. That is why we have made the investment in these machines to give us the capacity to monitor traffic, pursue criminals, fight fire and evacuate people promptly when accidents happen,” the governor said.

According to him, the choice of Bell 412 EP was informed by the multi-faceted platform which allows it to be utilised in several functions, revealing that “the helicopters are specially and uniquely configured for fire fighting, emergency services, search and rescue, air ambulance and airborne surveillance roles.”

He also added that the same type was currently being used by government agencies all over the world including the Fire and Emergency Services Authority of Western Australia, the Police of Czechs, the Finish Border Guard, Los Angeles County Fire Department, New York City Police Department, Chicago Fire Department, amongst others.

He said the helicopters exceeded the standard Bell 412 prototype, adding that at the request of the state government they have been fitted with 31 extra options to suit the use to which the state acquired them.

On his part, Lagos State Commissioner of Police, Mr. Marvel Akpoyibo, expressed optimism that the helicopters would enhance security surveillance in the state while pledging that the police would continue to give the needed support to the state government to ensure security of lives and property of citizens in the state.

ABUJA — INFRASTRUCTURE development topped the Federal Government’s agenda in THE Capital Expenditure of the N4.07 trillion budgetary proposal for 2010 laid separately before the Senate and the House of Representatives yesterday.

It was the first time since the commencement of the Fourth Republic that the sitting President did not perform the formality of personally laying the government’s financial plan before the National Assembly. It was also the first time that the two chambers separately received the budgetary proposals.

Special Adviser to the President on National Assembly Matters, Senator Mohammed Abba Aji performed the brief ritual in the two houses. He was welcomed into the Senate chambers at 11.28 a.m. after the Senate invoked order 17 of its standing rules to allow him and the Special Assistant to the President (Senate) Dr. Cairo Ojougboh into the Senate chambers.

Five minutes later, Abba Aji laid the budget estimates on the Senate table and bowed twice before taking his leave. He immediately proceeded to the chamber of the House of Representatives where he performed the same ritual, followed this time by Alhaji Ibrahim Zailani, the Special Assistant to the President (House of Representatives.)

The proposed spending is 32 per cent higher than that of 2009 and, if approved, will push Nigeria even further beyond a 3 per cent deficit target set under a 2007 fiscal responsibility act.

Around a third of the planned budget is non-recurrent spending targeting areas including critical infrastructure, the power sector and development in the Niger Delta, the restive heartland of the country’s mainstay oil industry.

“The purpose of the 2010 budget is to accelerate economic recovery through targeted fiscal interventions intended to further stimulate the economy and support private sector growth,” Yar’Adua said in a budget statement presented to the lawmakers.

The statement said N1.37 trillion was budgeted for capital expenditure and N2.011 trillion for recurrent, non-debt expenditure. The spending plans for the country, which vies with Angola as Africa’s biggest oil producer, assume oil output of 2.088 million barrels per day (bpd), a benchmark oil price of $57 and an exchange rate of N150 to the U.S. dollar.

Yar’Adua said improving power infrastructure was a top priority and that Nigeria aimed to double electricity capacity to 10,000 megawatts (Mw) by the end of 2011. Intermittent power supply is seen as a major blow on economic growth.

Yar’Adua said the utilisation of budgetary allocations for 2009 had been “below expectations”, raising questions about how effectively government would spend the additional funds.

Out of the N4.07 trillion budgetary proposed expenditure for 2010, N1.37 trillion is earmarked for capital expenditure, N2.011 trillion is proposed as recurrent expenditure, N517.071 billion is proposed for debt servicing and N180 billion is allotted for statutory transfers. Among the beneficiaries of the statutory (first line charge) are the Niger Delta Development Commission (NDDC) N35.6 billion, the National Judicial Council, N91 billion and Universal Basic Education, N44.3 billion.

Another N9.3 billion is earmarked as the NDDC’s share of excess crude distributed in 2009.

The National Assembly has an allocation of N127.7 billion in the budgetary proposal for the 2010 financial year.

Sectoral allocation

Details of the budgetary estimate further show that the highest sectoral allocation was given to the Ministry of Works with N249.4 billion followed by Education with N249.08 billion; Defence N231.99 billion; Police Formation N216.4 billion; Health N161.84; Federal Capital Territory Administration N158.00 billion; Power N156.8 billion

The Ministry of Niger Delta Affairs has an allocation of N64.3 billion while the benchmark for oil revenue is fixed at $57 per barrel and the exchange rate for the dollar is N150 to the dollar.

The Senate is expected to commence debate on the budget today.

Construction growth in Nigeria will be the fastest of all markets, according to the latest 10-year forecast from Global Construction Perspectives and Oxford Economics.
The new study says China will overtake the US as the world’s biggest construction market by 2018, but that the fastest growth will happen in Nigeria.
The survey said infrastructure is the hottest sector to be in and that "it is set to grow in emerging markets by a staggering 128 per cent from now to 2020, compared with just 18 percent over the same period in developed countries”.
The report, which named Nigeria “global hotspot from here to 2020” says the nation's construction growth is even faster than India's, reflecting increased wealth and urbanisation resulting from the country’s oil production.
"Its population of approximately 154 million is urbanising at one of the fastest rates in the world, but construction is now only 3.2 percent of GDP," it said.
It stated that from 2009 to 2020, only Nigeria and India will enjoy higher growth rates than China in their construction output, but that despite India’s continued construction boom, China’s market will still be between three and four times bigger by 2020.
It says in just ten years, China’s already massive construction market will be worth almost US$2.4 trillion, nearly 20 per cent of global construction output.
The ten year forecast indicates that emerging markets will rapidly overtake the construction output of their developed neighbours.
"The top ten highest growth markets in 2020 will be entirely composed of emerging markets, with Poland the only European country to feature on the list," it said.
Speaking at the launch of the report “Global Construction 2020” in London, Mike Betts of Global Construction Perspectives said that China’s construction industry looks unstoppable.
“The construction market in China is already enormous at almost double the size of its nearest rival Japan. The United States has for some time held the top spot but despite its strong predicted growth over the next decade, China will become the world’s largest construction market by 2018,” he said.
Adrian Cooper of leading business forecasters Oxford Economics said: “We have identified the key drivers and used data including population projections, long term GDP estimates and public sector budgets to feed into our modelling to help us understand how the global construction industry is changing at a rapid rate.
“All of the data points to both short and long term growth in emerging markets. We predict that in just ten years time construction in these markets will more than double in size, growing by an estimated 110% and representing 17.2 percent of GDP in 2020.”
The report highlights that today’s global construction market is worth an estimated $7.5 trillion, representing 13.4 percent of global GDP. But by 2020, construction will be a $12.7 trillion global market, an overall growth of 70 per cent in the next decade. Construction in 2020 will account for 14.6 per cent of global GDP.
The largest construction market globally is residential accounting for 40 per cent of the total global construction market by 2020 when it will be worth $5.1 trillion, said the report.
The forecast is already coming true for Nigeria with the federal and state governments policy of developing the nation's infrastructure through Public Private Partnership (PPP) initiatives that have resulted in the concessioning of airports, roads, bridges and public buildings

Mozambique coach Mart Nooij has assured Nigerians that if the Super Eagles take care of business in Nairobi, the Mambas will deliver them the World Cup ticket.

“You have to finish your own competition well in Nairobi. Just beat Kenya and wait for a good result, which will come in from Maputo stadium,” Nooij said in a radio interview with Nigeria's Brila FM.


The Dutch coach pointed out that Mozambique under him had only lost once in 12 games at the Maputo Stadium and said Nigeria have an obligation to qualify for the World Cup


“Mozambique have played 12 matches, friendly and qualifiers and we win eight of these matches, draw three times and lost only one time, so I don’t believe we will lose this match against Tunisia. We can have a draw, but we will fight for victory.


“I think Nigeria have an obligation to go to the World Cup. They have a good squad of wonderful players.


“You are two points behind Tunisia right now but that is not a big deal. We can try to beat Tunisia otherwise, it will be a draw and then you can beat Kenya by two goals and qualify.”
