Let us learn to argue intellectually. When anti-corruption agencies recovers funds they don't handover them to the rightful owner(s) the next day. They prepare documents for investigation, arrests and prosecution (the funds act as evidence). Then they prepare necessary documents for transfer before FINALLY making the transfer. The most important thing is that the money get to the appropriate quarters. #Credit to GEJ, the Perm Secretary and ICPC

That the HoR did not direct the ICPC to return the recovered loot, as far back as April of this year?

THE House of Representatives has directed the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to within seven days, return the N924 million recovered by the agency to the Ministry of Environment.

The N924,989,776.96 million meant for Great Green Wall project was subject of a fraudulent transfer, which led to the anti-graft agency keeping it in a special recovery account.

Anti graft agencies in the country are currently dealing with a case of monumental fraud in the Ministry of Environment involving alleged unauthorised transfer of N924.98 million from the ministry’s account with First City Monument Bank (FCMB) to the accounts of some organisations in four banks.

To this effect, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) said it has taken into custody four suspects involved in the fraud.

This is coming barely one week after President Goodluck Jonathan had insisted that cases of theft should be treated seriously as stealing and not corruption, and against criticisms that his government was not doing enough to tackle corruption.

One of the key suspects in the alleged looting of the ministry’s funds, Mr Adeolu Adeyanju, a Chief Executive Officer of Detwinx Global Services Ltd whose company allegedly received the sum of N465,193,460.05 in its account with Zenith Bank was said to have been arrested by ICPC.

The other three suspects were arrested by the Economic and Financial Crimes Commission (EFCC) and handed over to the ICPC, following an existing collaboration between the two agencies.

Adeolu Adeyanju who is said to have fled to a neighbouring country when the fraud was uncovered before he was arrested by ICPC after a manhunt, allegedly withdrew the said money on the same day the money was transferred from the FCMB account.

The three other suspects are Usman Omoh Sani who is the brother to a key suspect named Murphy Sani and now at large; Raphael Orim, managing director of De-Ormat Furniture and Abubakar Mamman Mutari of Afazuwa Ventures (Bureau De Change).

According to ICPC, they were all associated with the illegally transferred money or played a role in the withdrawals therefrom.

ICPC’s spokesman, Mr Folu Olamiti noted in a statement yesterday that the case was reported to the Commission by the Ministry of Environment via a letter dated 1st December, 2014.

He said following this, the commission commenced investigation by immediately freezing the affected bank accounts and inviting, arresting and interrogating several staff of the banks and officials of the ministry.

Olamiti noted that a similar report had also been made by the ministry’s bank to the EFCC which later transferred the case file to the ICPC.

Details released by the ICPC showed how the money was allegedly distributed to the organisations through the four banks namely: Access Bank: De- Ormart Furniture Company Ltd- N143,562,532.50; First Bank: Felitex Global Enterprises Ltd- N39,051,359.00 and Afazuwa Ventures- N43,182,404.00; Zenith Bank: Detwinx Global Services Ltd -N468,794,613.79 and Alozen Pharmacy Nig. Ltd-N1,397,899,494.00; and UBA: Federal Board of Inland Revenue- N92,499,553.60

Olamiti added that the ICPC has so far blocked the sum of N459,789,456.76 in most of the banks they were transferred to.

He said, “This includes the sum of N92,490,553.60 transferred to UBA purportedly as tax remittance in an account designated as Federal Board of Inland Revenue Account and which has been returned to FCMB as the Federal Inland Revenue Service (FIRS) denied operating such an account in UBA.

“The sum of N358,695,789.50 has been mopped up and transferred to the ICPC’s Recovery Account to prevent any further diversions while investigation is still ongoing”.

Meanwhile, the ICPC has declared Mr Murphy Sani (alias Murphy Ozi Opene) wanted and has requested anyone with useful information to contact the nearest ICPC, EFCC office or Police station.

ICPC arrests lawyer for allegedly defrauding FG of N928m

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has said it arrested a lawyer, Mr Adeola Adeyanju, for allegedly defrauding the Federal Government of N928 million.

The commission made the disclosure on Tuesday in Lagos in its recent in-house news bulletin.

The bulletin said that the suspect allegedly forged the payment mandate of the Ministry of Environment.

The commission, according to the bulletin, alleged that the suspect moved the said amount from First City Monument Bank where the money had been domiciled with his Zenith Bank’s personal account.

“On the same day the money hit his account, he again moved it to a Bureau de Change’s account where the money was converted and paid to him in dollars,’’ it said.

It said the suspect’s counsel, Mr Onyechi Ikpeazu (SAN), had earlier sought for the enforcement of his client’s fundamental human rights from an Abuja High Court with an application for bail award of N100 million as damages.

Ikpeazu, according to the anti-graft bulletin, claimed that the detention of his client was a violation of his human rights, stressing that the suspect was suffering from a strangulated hernia.

The bulletin said the commission’s counsel, Mr Osuobeni Akpors, who opposed the bail application, noted that the suspect had allegedly been a serial offender and that if granted bail, might abscond.

Akpors further stated that the suspect had earlier been allegedly convicted in another High Court in a suit number FCT/CR/14/04, stressing that he had shown no sign of repentance.

“Based on the facts before the trial judge, the suspect was denied bail,’’ the commission added.

Maduike Ezeibe has not cured AIDS

I mean, it feels ridiculous to me that I need to say this, but since this website is apparently full of bizarre AIDS-conspiracy theorists who think ‘the government’ will kill this man for publishing his quack science, I put together a few points to hopefully clear things up.

The claim that his treatment has cured AIDS is completely unfounded. In his June 2015 paper, Ezeibe writes:

Also, reduction of mean viral load of all the HIV/AIDS patients who participated in the clinical trial, from 18875.00 ± 17059.18 to 327.50 ± 226.84, is 98.26% reduction. Kaplan [27] reported that when treatments reduce loads of infectious agents by 95% or more, body immunity is able to eliminate what are left of the infections. What these results mean, is that the MSAMS cures HIV/AIDS, not just prolongation of lives of HIV-positive persons.

It’s embarrassing that I am using my fandom blog to tear this down, but that Kaplan paper cited is about parasitic worms. The fact that someone decided that a treatment threshold for parasitic worms could a) be applied to HIV and b) used to claim they found a cure should honestly discredit their entire body of work on the topic.

Anyone who has read a n y t h i n g about HIV in the past decade knows that that’s not how HIV fucking works. Every real antiretroviral treatment on the market today can achieve non-detectable levels of virus in a fraction of patients with good compliance, but whole reason HIV continues to be an issue today is that the virus hangs out inside your non-replicating dendritic cells or wherever and it fucking comes back when you stop treatment. To even think about claiming a cure for HIV, patients need to be off treatment and virus-free for YEARS. To date the only person to be really actually cured of HIV is the Berlin Patient, who was cured with a bone marrow transplant from a donor with HIV-resistant T-cells. Repeat after me: the only successful way to cure HIV is to kill off 100% of your immune cells and replace them with immune cells that HIV can’t infect.

So how did Ezeibe get away with making truly laughable claims in a scientific journal?

The paper is published in a trash journal. Scientific journals are rated by, among other metrics, their Impact Factor. This describes how many times an article in that journal will be cited in the future, telling you essentially how much that paper contributed to other people’s works. Scientists want their work to have impact. Top journals like Nature, Science, New England Journal of Medicine, etc. have Impact Factors in the 30s. These journals publish the most exciting, high-impact results that scientists across disciplines are interested in and they correspondingly have the most rigorous scientific requirements for accepting articles. A journal with Impact Factor of 2 to 4 might be a nice niche journal with decent rigor (like JIAS for example) but won’t be read by anyone outside that particular field of study. What, you may ask, is the Impact Factor for World Journal of AIDS, the journal where Ezeibe’s article is published?

ZERO.

ResearchGate lists their IF as 0. Is that the default for journals with no data? Seems so. WJA apparently doesn’t have an official IF score, (because Thompson Reuters doesn’t deem them to be even significant enough to score among the 70 Infectious Disease journals and 139 Immunology journals they scored in 2013) but they generously calculate their own alternative score to be less than one.

I honestly can’t critique his paper in more detail than this because his methods section is almost nonexistent. It’s possible that his nanoparticle therapy for HIV has promise, but it’s impossible to tell from this paper. For what is ostensibly a Phase I clinical trial for his “miracle drug,” any journal with any reputation at all to uphold is sending this submission back with request for MAJOR revisions, or more likely rejecting it outright.

Bottom line: no one is reading or citing WJA except by accident. The news outlets reporting on this paper need to fire their science correspondents.

One last general thing:

HIV/AIDS is not a neglected disease. A lot of the reblogs of the original post seem to suggest that “no one will hear about this” because of the racism and homophobia that intersect with HIV/AIDS, and that Ezeibe is lacking funding to take his miracle cure into next stage trials because no one cares about HIV/AIDS anymore. Let me be clear: people with HIV face a million different types of stigma and discrimination, much of it connected to homophobia and racism, but LACK OF RESEARCH FUNDING IS NOT ONE OF THEM. HIV/AIDS receives $3 BILLION in annual funding from the NIH, the most of any single disease. This isn’t the 1980s anymore. Scientists fucking LOVE studying HIV. We literally know so much about this stupid virus that we are using it as a delivery system to bioengineer treatments for cancer.

There are loads of brilliant scientists working on a cure for HIV. There are loads of brilliant African scientists working on a cure for HIV. Maduike Ezeibe is not one of them.
