Apparently, the 13 Billion pounds was plucked somewhere in speculative world, coloured with condescending innuendos, and plastered on a gossip column for whoever cares to read.

It's not worth hyperventilating over; there is nothing remotely intellectually stimulating about it.

If you follow a lot of these cases, as I do, you would know that there are things that cannot be said until reporting restrictions are lifted.

I think the publication is baseless sensationalism. Why would an individual want to buy an apartment for 13 Billion pounds? Is appartment made of solid gold? In any case, such transaction would raise several red flags, with money laundry and terrorist financing topping the chart. I would sooner take any insights Kelvin Mackenzie has gleaned about current developments, in recent days, over conjecture which abound elsewhere, any time. His innuendos notwithstanding; anyone who understands dark British humour, would know that he was passing on vital information without necessarily violating current reporting restrictions.

I have no love for the likes of Mr Mackenzie but I know enough about him not to treat his opinions with levity.

Kelvin Calder MacKenzie (born 22 October 1946) is an English media executive and former newspaper editor. He is best known for being editor of The Sun between 1981 and 1994, by then established as the British newspaper with the largest circulation.

After moving back to the United Kingdom and a period as night editor of the Daily Express, Murdoch appointed him The Sun editor in 1981. Conflict between the two groups meant that MacKenzie performed both jobs for a time.

On the contrary it was written by Kelvin McKenzie, former editor of the Sun, who has long held Nigerians in varying degrees of contempt.
As the article was published a mere 12 hours ago, I think most independent observers would agree that it is still sizzling...

Footnote: I would put good money on the table that McKenzie, who has legions of contacts in the security forces, probably knows a thing or two about the transaction which now has Madam Bling on ice.

In a renewed effort towards stamping out the menace of corruption in developing countries, especially Nigeria, United Kingdom has set up an international corruption unit to investigate issues of corruption in these countries.

A source at the Independent Corrupt Practices and Other Related Offences Commission (ICPC), said with the coming in of the UK corruption unit, the fight against the menace would receive great boost in Nigeria.

“UK government is aware that unlike before, Nigeria is very serious in the fight against corruption and that is why they are lending their helping hands to join the country and other developing ones who are serious about the fight against the menace.

“Our stolen money will surely be recovered in no time. This will help in the development of infrastructure in the country and the masses will benefit immensely in the gesture.”

The source noted that the new crime unit was set up to investigate corrupt people in developing countries and that the International Corruption Unit will be the central point for investigating international corruption in the UK.

“The UK is stepping-up its work to investigate cases of international corruption affecting developing countries through a new specialist unit launched by International Development Secretary, Justine Greening.

“The new International Corruption Unit (ICU) brings together existing investigation and intelligence units funded by the Department for International Development (DFID) from the Metropolitan Police Service, City of London Police and National Crime Agency.

“The multi-agency team will be operated by the National Crime Agency and be the central point for investigating international corruption in the UK.

“Justine Greening, International Development Secretary said corruption is not only picking the pockets of the poor, it is an enemy of prosperity and a brake on a country’s development. Through the international corruption unit, the best of British law enforcement will step up our aid work combating corruption head-on across the developing world.

“Jon Benton, Joint Head of the ICU, said the work we’re doing is absolutely vital for helping countries get back what is rightfully theirs.

“The message to individuals and companies who see developing countries as fair game is that the UK has zero tolerance for overseas bribery and corruption,” the source said.

Since 2006, DFID-police units in the UK have investigated more than 150 cases of overseas bribery and recovered £200 million of stolen assets as well as successfully prosecuting 27 individuals and one company.

Apart from FIRS and Customs mentioned above, surely, neither the CBN nor the NCC qualify as a revenue generating agency. To be sure, both agencies are strickly speaking, regulatory agencies.

If the President have severally been discribed as some one who takes his time in anything he does, one who pays attention to every detail, then this speech leaves much to be desired.

Since the FGN thinks otherwise, would it not make sense to apprise yourself with more up to date information?

A general analysis of the agencies’ submission (excluding the NNPC’s) shows expected remittance of N189b as at October, last year. Only N80b had been paid to the Treasury (42 per cent compliance), leaving a shortfall of N109b.

Some of the agencies apart from the NNPC are: Federal Capital Territory (FCT), Federal Airports Authority of Nigeria (FAAN), Nigerian Maritime Administration and Safety Agency (NIMASA), Nigerian Ports Authority (NPA), Nigerian Communications Commission (NCC), Nigerian Broadcasting Commission (NBC) and the Federal Mortgage Bank (FMBN) among others.

With the exception of the Central Bank of Nigeria (CBN), all the agencies prepared and submitted their audited accounts to the office of the Auditor General outside the time stipulated in the Fiscal Responsibility Act, 2007.

The report of the House Committed on Finance on independent revenue generation and remittances to the Consolidated Revenue Fund by government-owned agencies that was considered yesterday by the lawmakers, however, praised five agencies for attempting to adhere to the FRA to some extent by regularly remitting their independent revenues to the Federal Government.

These are: CBN, Federal Radio Corporation of Nigeria (FRCN), Nigerian Television Authority (NTA) and two others.

The chairman of the committee, Abdulmumin Jubrin, presenting the report, said between 2009 and 2011, the NNPC and all its subsidiaries generated N6.132trillion as Internally Generated Revenue (IGR), but remitted no part of it to the Federal Government.
