The Minister of State for Labour and Employment, Mr Festus Keyamo (SAN), has dropped his threat to leave office should any political office holder hijack the new Federal Government’s job scheme ‘Special Public Works Programme’. It would be recalled that Keyamo threatened to resign if politicians hijack the scheme and prevent it from reaching the most vulnerable and poor Nigerians at the grass root level. The scheme will engage jobless youths in the rural areas for traffic control, street cleaning, clearing of drainage, sweeping markets, road maintenance, and cleaning of public infrastructures like school and health centres. The SPW targets 1, 000 persons in each of the 774 local government areas in the country. Beneficiaries are to be paid a monthly stipend of N20, 000 for a period of three months. Keyamo disclosed on Thursday that the State Selection Committees would be instructed to allocate to political office holders like senators, reps, ministers and governors, “a number in total not exceeding ten percent of the total beneficiaries in that State” The Supervising Minister further disclosed that the government has allocated N42.6bn to be used for the Special Public Works programme adding that it would commence in October, 2020. Keyamo added that a website would be developed where information such as composition and contact of the Selection Committees, list of the selected beneficiaries and chosen projects would be displayed for the public. The Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, Malam Garba Shehu, in his response to questions via e-mail, punctures the assertion that all promises in the APC manifesto are “fake”, saying Buhari and his party cannot be associated with bogus pledges. What is your assessment of Buhari’s performance in office? We are grateful to the Almighty that we are marking the president’s fifth year in office. I can see that a lot of analysts are out with long knives; some coming to join us in cutting the cake, others totally determined to make a mincemeat of our achievements. This is to be expected given the phenomenal role and place of President Muhammadu Buhari as a mass leader who has achieved the trust of the common men and women in our vast country. The man who has vowed to secure the country from terrorism, rid the country of corruption and diversify its economy has achieved so much of that agenda, making it possible for him to win and keep the trust of the people. Garba Shehu with his Boss President Buhari While we are not yet where we would like to be, we are also definitely not where we used to be; we have seen significant progress in many sectors across the three priorities of the president: security, economy and the fight against corruption. Keep in mind that true progress takes time. We must be realistic, the challenging circumstances that took us decades to get into, and that previous administrations with access to more resources failed to make a dent on, will not be rolled back overnight. Any assessment of the president has to take into account the situation he inherited when he took office. Lasting change will take time. The most important thing is to show that we are headed in the right direction, and we definitely are. What are the key achievements and hallenges of the administration? We have completed several projects that were abandoned or not taken seriously by previous administrations, and have also commenced and progressed on many others that were either still in the drawing board or not being taken seriously. The Presidential Infrastructure Development Fund (PIDF): the largest public infrastructure fund in Nigeria since 1999. There hasn’t been anything on this scale in the last two decades. The administration has: Completed Abuja Metro Light Rail project linking the city centre to the airport and the Idu National Rail Station. Completed the 327km Itakpe-Ajaokuta-Warri Rail Line, which was started by the Babangida Administration in 1987; more than 30 years ago. Started the Lagos-Ibadan Standard Gauge Rail Line, and in three years we completed the tracklaying for the main contract. The outstanding components now are the train stations, the signaling and communications, and track-laying between the Main Station in Ebute Metta and the Apapa Port Complex. The project will be completed in 2020. We have finally been able to break the curse of inadequate funding for the Second Niger Bridge and the Lagos Ibadan Expressway, and both are now on course for completion in 2022. These two projects, and the Abuja-Kaduna-Zaria-Kano Highway all have dedicated funding from the PIDF established by President Buhari in 2018. The Executive Order 7 signed by the president in January, 2019, is now delivering important projects like the Apapa-Oshodi-Oworonshoki Expressway in Lagos and the Bonny-Bodo Bridges and Road in Rivers State. Altogether, this order will mobilise nothing less than N200bn of private sector funding for infrastructure in Nigeria. In the area of agriculture, unprecedented support has been given to the sector. Programmes like the Anchor Borrower Programme (ABP), the Presidential Fertiliser Initiative (PFI) and FarmerMoni have resulted in massive gains towards our goal of self-sufficiency in key staples. Rice production has doubled since 2015. In 2019, Nigeria produced 9.6 metric tonnes (MT) of paddy, up from 4.8MT in 2015. We have seen a similar increase in milled rice production; with more than $1bn in investments in new rice mills across the country. We are seeing a lot of private sector investments, and also investments by state governments; taking advantage of the administration’s focus on agriculture. Let me remind you that Daily Trust published a story in November, 2019, with the headline: “As borders remain closed, rice mills open everywhere”. The story goes on to say that: “Following the closure of Nigerian land borders in August this year, hundreds of rice mills have sprung up, while those that were moribund are now being activated in many rice-producing states of the federation.” Through the PFI, more than a million metric tonnes of fertiliser has been produced since 2017. This translated to distribution of more than 18 million 50kg bags of NPK in the first three years of the PFI. Twenty two blending plants resuscitated (combined installed capacity of more than 2.5MT). FX savings of $150m annually through the substitution of imported components with locally manufactured ones. Subsidy savings of N50bn annually. The ABP of the Central Bank of Nigeria (CBN) launched by President Muhammadu Buhari on November 17, 2015, has made available more than N200bn in funding to more than 1.5 million smallholder farmers of 16 different commodities: rice, wheat, maize, cotton, cassava, poultry, soy beans, groundnut and fish, cultivating over 1.4 million hectares of farmland. In this exclusive interview, Prof. Sadiq Isah Radda, Executive Secretary of the Presidential Advisory Committee Against Corruption (PACAC) says that President Buhari has demonstrated significant political will to fight corruption. The interview was held with Dr. Suleiman A. Suleiman, Assistant Professor in Politics and researcher in Governance and Public Policy at the American University of Nigeria, Yola. Excerpts: Has corruption reduced under the Buhari government in the past five years? Nigerians are justified to expect some reduction in corruption from Buhari’s government, considering the fact that anti-corruption has always been a part of his political identity, and a part of his campaign from 2003 to 2015 and even up to date? You see, if we remember very well, when the president was campaigning for office to be elected by Nigerians, among the problems that are facing the country, these are the major ones. The first one was the insecurity Nigeria was confronted with. Second, if you remember, Nigeria was in recession. The economy was doing very badly. Number three, there was the issue of corruption. He said that if elected, among the many problems he will confront will be these three major problems. Therefore, in assuming office, he made good his promise. At least he made good his promise and one of the things he did was that in August 2015, he established the Presidential Advisory Committee on Corruption. That is the committee that I was made the executive secretary. It is a committee of academic professors from various universities in Nigeria and it was headed by Professor Itsey Sagay. The committee was given extensive powers because as a committee, it has the ears of the president. We are asked to intervene extensively in the fight against corruption… If you look at where we were before the coming of this government and where we are today, you can say that a lot of progress has been made in the fight against corruption, improving the economy and improving the insecurity we have in the country. I want to let you know that in the fight against corruption which I am very familiar with, a lot of efforts have been made. For example, as committee, when we came on board, we looked at our terms of reference we decided to examine the entire fight against corruption in Nigeria and to find out where the problems lie. We discovered that out of the problems in the fight against corruption before the coming of this government was that even the anti-corruption agencies were corrupt themselves. Therefore, you cannot fight corruption when they are corrupt themselves. Then number two, we realised that the personnel that were in the fight against corruption don’t have the capacity building required to fight corruption. For example, there was poor capacity among investigators and prosecutors. Then we realised that the courts, because of the problems of the anti-corruption agencies, were not forthcoming. Then we also realised that the National Assembly was not willing to partner with the federal government in the fight against corruption because nearly all the members of the 8th assembly were charged with one corrupt practice or the other. We also realised that there were a lot of mistrust between the population and the government. We also realised that there was a lot of mistrust between the international community and the government before the coming of this one. So there were quite a number of problems in the fight against corruption. Then we began to address them bit by bit in collaboration with the anti-corruption agencies. We realised that a lot of progress can be made if we become very serious and to a large extent a lot of progress has been made in the fight against corruption in Nigeria. Eight candidates have been shortlisted for the post of Rector at the Lagos State Polytechnic (LASPOTECH), Daily Trust learnt. According to the edict/law governing the institution, the rector shall be appointed internally. The shortlisted candidates are; Adedeji K.B from the School of Environmental Studies, Dr. Adebayo Asafa from the School of Agriculture, Nurudeen Tajudeen Sonayon from the School of Technology, Dr. Arowolo O.T from the School of Technology, Metilelu Olumide From the School of Technology. Others are; Dr. Godonu K.G from the School of Agriculture, Dr. Olaleye Nurudeen from the School of Technology and Okunu M.A. from the School of Management Studies. It would be recalled that 25 candidates had applied for the position, after which eight were shortlisted following a screening in accordance with the guidelines outlined in the adverts for the role. According to the office of the Lagos State Special Adviser on Education, the best and most qualified candidate will emerge as the rector of the institution after the tenure of the outgoing rector ends in May 2020. The Jos University Teaching Hospital (JUTH), Tuesday explained why the nurses attached to the hospital’s Isolation centre are yet to be paid their hazard allowances for taking care of covid-19 patients in the state. It came after nurses at the centre on Monday withdrew their services over non payment of their hazard allowances promised by the federal government. JUTH’s spokesperson, Bridget Omini, said the nurses were not paid because no money was given to any Teaching hospital in the country. Omini, who confirmed the withdrawal of the nurses from the isolation centre, said the management of the hospital wasn’t informed before the action was taken by the aggrieved nurses. On the claims of lack of Personal Protective Equipment (BPE), in the hospital, the spokesperson said, “That is not true. We have received PPE and are available in our custody.” But the Chairman of the National Association of Nigerian Nurses and Midwives, JUTH branch, Mercy Lenka on Monday, was quoted to have blamed the government for the action of the nurses, claiming that non of them was paid their allowances and other entitlements by the both the state and federal government. The Peoples Democratic Party (PDP) has said the party’s door is opened to Governor Godwin Obaseki of Edo State and others willing to join the party. Governor Obaseki of the All Progressives Congress (APC) has been having a running battle with the party’s national chairman, Comrade Adams Oshiomhole, leading to insinuations that he (Obaseki) might dump the ruling party before the upcoming governorship election in the state and run as the PDP’s candidate. Reacting to this on Monday, PDP’s zonal vice-chairman (South South), Chief Emmanuel Ogidi, said the governor is not a member of the PDP but the doors of the party are open to anybody who intends to defect to the party provided the defector abides by the laws of the party. He said this in Benin shortly after a meeting with Dr. Tony Aziegbemi-led state executive council. “If Governor Obaseki comes, we will take him. “We can’t drive anybody from entering. “Our doors are wide opened. “I am not, however, aware that he has started negotiations with us with a view to defecting. “If the governor has seen the light and wants to come to the PDP, he is welcome,” he said. The PDP leader said the party has a procedure, adding that: “There is going to be primary. The PDP does not award. “If you win the primary, you become the candidate. Governor Bello Matawalle of Zamfara State says only eight patients out of the 73 confirmed coronavirus cases recorded in the state were still at the isolation center. Matawalle made this known on Sunday at a gathering in Maradun where he went to celebrate the Sallah break. The Peoples Democratic Party (PDP) has insisted that it will appeal the judgement of Kogi State Governorship Election Petitions Tribunal which dismissed the petition of its candidate at the November 2019 Kogi State governorship election, Engr. Musa Wada. The party insisted that its candidate won the election, adding that it would not relent until it reclaimed the mandate at the Appeal Court. The PDP described the judgment of the tribunal as an alarming miscarriage of justice; “particularly as the PDP and its candidate, Engr. Musa Wada, laid incontrovertible proofs of electoral manipulations by Governor Yahaya Bello and the All Progressives Congress (APC), as affirmed by Justice Ohimai Ovbiagele in his landmark dissenting judgment.” The party, in a statement on Sunday by its National Publicity Secretary, Kola Ologbondiyan, said it was confident that the Appeal Court would address the substance of the case, which the tribunal allegedly overlooked. “The PDP expressed shock that despite the overwhelming evidence before the tribunal, proving that Governor Yahaya Bello did not win the election, justice was thwarted to the disappointment of the people of Kogi State and generality of Nigerians. “In fact, the lull and despondency that have enveloped Kogi State since the tribunal’s flawed verdict is an indication that the judgment failed to uphold justice in the genuine aspiration of the people of Kogi State in the election. “The fact remains that the evidences are clear that our candidate is the genuine choice of the people and our party is confident that the Court of Appeal will uphold justice in this matter. “The people of Kogi State now look up to the Appeal Court to reverse this injustice endorsed by the tribunal, given the evidence laid, as affirmed by the courageous verdict of Justice Ohimai. “The PDP commends Justice Ohimai for his fearlessness in upholding the truth and showing that there is hope in the institution of the judiciary, which our party is confident, will be further established by the Appeal Court in this matter,” the PDP said. A three-member panel of judges, led by Justice Kashim Kaigama, had held that Wada and the PDP failed to prove allegations of over-voting and violence in the November 16, 2019 governorship election. Justice Kaigama awarded the cost of N500,000 each against Wada and PDP to be paid to the respondents. However, in a dissenting judgment, Justice Ohimai Ovbiagele, nullified the election and ordered the Independent National Electoral Commission (INEC) to withdraw the certificate of return issued to Governor Bello. He ordered INEC to conduct fresh elections within 90 days in seven local governments areas for being “deeply flawed.” Meanwhile, Bello, in a statement by his Chief Press Secretary, Onogwu Muhammed, said by the verdict, the rule of law had once again came to the defense of democracy. Troops of operation Hadarin Daji have killed 135 armed bandits in an Air raid through its Air Components in Katsina and Zamfara States between the 20th and 22nd May. In a statement signed and issued by the Coordinator, Defence Media Operations, Major General John Enenche the troops also destroyed several camps of the bandits. He said the air strikes were undertaken sequel to Human Intelligence reports as well as series of Intelligence, Surveillance and Reconnaissance (ISR) missions that led to the identification of the camps. He mentioned that the camps include Abu Radde Camps 1 and 2 and Dunya in Jibia and DanMusa Local Government Areas (LGAs) of Katsina State as well as Hassan Tagwaye’s Camp; Alhaji Auta’s Camp and Maikomi in Birnin Magaji and Zurmi LGAs of Zamfara State. Enenche said that the air interdiction missions were undertaken by the Air Component as it dispatched its attack aircraft to the locations in multiple bombing runs, some of which were executed simultaneously. He said on the 20th May, at the Abu Radde Camps, a set of huts housing one of the notorious bandit leaders was taken out by air strikes with scores of the bandits killed and few seen fleeing with gunshot wounds towards the Dumburum Forest. He said similar air raids were executed at Hassan Tagwaye’s and Alhaji Auta’s Camps as well as at Maikomi with equally devastating effects. Governor Ben Ayade of Cross River State has alleged that many people, particularly officials managing COVID-19 in the country, have turned it into a business venture. The governor who spoke in Calabar yesterday expressed doubt over the potency of the virus in Nigeria due to the intense heat level in the country. “When you sneeze in our country, the virus escapes and falls into hell because it can’t stand an atmospheric temperature of 32 degrees and we sometimes have 42 degrees in Nigeria. So, what are we talking about? We are really being exploited and we must shut our doors,” he said. He said there were many loopholes and business elements in the way COVID-19 is being managed in the country. The governor added, “I can tell you that testing for coronavirus has gone eco-political. It is more reagents, more money for some people but as for me, it is about science and reality and when someone has a wrong mentality definitely he will have a wrong reality.” He also wondered why the country cannot produce its own test kits. “Why can’t we have our own vaccination plants to produce vaccines? Nigerians are endowed, very intelligent people by nature,” he said. He added, “My Chinese friend who lives in Switzerland said he has made quite a fortune importing reagents out of the Philippines.” He said the tests conducted in Nigeria to diagnose coronavirus lack ‘reproducibility and reliability’, maintaining that he only tests people with symptoms of the virus. The Presidential Task Force on COVID-19 says while it will continue to work with the state governors, it is pushing towards a different approach on the next phase of the pandemic. It says will insist on state governors starting to take ownership of the response. PTF National Coordinator, Sani Aliyu, disclosed these during the briefing of the team in Abuja on Thursday. Following the arrival of the COVID-19 pandemic in Nigeria and the realization that the country would need to go on lockdown to curb the virus’ spread, most students were anxious about the fate of their education. This anxiety was worse among university students, especially those who were in the final semester of their final year. The video address by the Vice-Chancellor of Nile University of Nigeria, Prof. Osman Nuri Aras, following the closure of the University to ensure the safety of staff and students during the pandemic lends credence to the above point. In his speech, Prof. Aras stated: “We would like to reassure our students and parents that even during these unusual times, Nile University of Nigeria will continue to provide uninterrupted education for our students by tapping into the opportunities provided by various licensed learning Management Systems (LMS) and Virtual Learning Environment (VLE).” Prof. Aras’ assertions were supported by the statements by Nile University’s students, who expressed their delight at the institution’s ability to ensure that the semester was not disrupted by COVID-19. According to Precious Okon, a 300 level student of Petroleum and Gas Engineering, “I was really worried about how we would be able to complete our syllabus considering the emergency break, but I’m grateful to the IT and administration team at Nile University for coming up with the idea of online classes.” In the same vein, Samuel Collins, a 100 level student of Medicine and Surgery, had this to say: “I want to thank the university for the continuity of the academic session despite the pandemic that has been ravaging the world and stopping students from going to school.” Nile University’s ability to ensure education continuity for its students amid the current crisis owes to its emphasis on the integration of technology in learning.
