The Controller General of Corrections, Nigerian Correctional Service (NCoS), Ja’afaru Ahmed, has explained why most high profile convicts are being committed to Kuje Custodial Centre. A former National Publicity Secretary of the Peoples Democratic Party (PDP), Olisa Metuh joined other high profile inmates at the Kuje Custodial Centre last Tuesday after he was sentenced to a seven-year jail term. Other high profile persons in the custodial center include; a former governor of Taraba State, Jolly Nyame; a former governor of Plateau State, Joshua Dariye and a former governor of Abia State, Orji Kalu who was sentenced by a court in Lagos. Ahmed, while speaking with press men at the NCoS headquarters in Abuja, Wednesday, after he declared open the 14th anniversary workshop of the Correctional Welfare Insurance Scheme (CWIS), said the Kuje facility is preferred by courts because it is the nearest custody to the FCT where most of the cases were determined. “You know most of the trials are taking place in Abuja and the nearest custodial centre that we have in Abuja is Kuje custodial centre,” he said. “The warrant says Kuje custodial centre and it’s not for me to say ‘go away’ and determine to the judge where he should commit them to custody. They are committed to Kuje custodial centre and that’s how it is.” When asked if he would suggest that the high profile inmates be spread in custodial centres across the country, he said “we have our own internal ways of ensuring things are done better and I will definitely look into it and see how we will best manage them.” On the high numbers of visitors coming to see the high profile convicts, Ahmed said: “We have our rules and the rules are being obeyed and we will continue to give people opportunity for people to visit bearing in mind that most of them (convicted persons) are still going on appeals, some have exhausted their appeals to the Supreme Court and that is the end and others still have the opportunity of going on appeal. So, we will allow their lawyers and family members to come and see them, perhaps they want to interact with them. “But their interaction will be conducted within the rule. the Nigerian Correctional Service has its own standing orders and every of its correctional officer knows the procedure of conducting visit for both convicts and awaiting trial.” While declaring open the CWIS workshop, the NCoS CG revealed that, between 2016 and 2019, his administration had been able to settle 2,408 retirement benefit cases, 548 medical claims and 593 death claims through the CWIS. The Dangote Group has in the last five years invested over N63bn in the South East with the purchase of over 3,500 units of locally assembled Shacman trucks at the production plant of Anambra Motor Manufacturing Company (ANAMMCO), Enugu. The order was delivered over a period of five years after Dangote Group signed an agreement with Transit Support Services (TSS), a subsidiary of ABC Transport Plc. The partnership started in 2016 with an initial order of 350 trucks by Dangote, and as at today no fewer than 3,500 trucks have been supplied to Dangote from the ANAMMCO plant. Each of the trucks costs over N18m. Apart from being the single largest buyer of the locally assembled trucks, the patronage by Dangote Group has revived the ANAMMCO plant, a vehicle assembly facility commissioned in 1980 by the Federal Government in partnership with Mercedes Benz. Speaking at the weekend after a tour of the expansive ANAMMCO plant which was filled with Dangote trucks undergoing Semi Knocked Down (SKD) production, Chairman of TSS, Mr. Frank Nneji, said if not for Dangote’s magnanimity and commitment to empower local manufacturers, the ANAMMCO plant would have remained perpetually moribund. According to him, the revival of ANAMMCO was made possible by Dangote’s patronage “in identifying a plant that has capacity in the South East, in Enugu, to give us the opportunity to produce trucks locally instead of importing them.” He said, “And of course you know what it does for us here in the South East. For more than seven years this plant was shut down. There was no activity here until we made an agreement with Shacman Group and started skeletally. But we were only to start full step production when we offered the logistics solutions to Dangote and the production facility of ANAMMCO way back in 2016. That was the time we signed agreement for the first 500 units of trucks.” Nneji who added that 90 per cent of trucks produced at the ANAMMCO plant were for Dangote, said the patronage had also brought back Onne Port in Rivers State, which he disclosed had handled over 3000 containers since ANAMMCO was resuscitated. He said, “ANAMMCO like I told you is a plant that was commissioned in 1980 by the Federal Government, it used to be in collaboration with Mercedes Benz. Of course you know what has happened to the auto industry. We had gone down over a long period prior to the inception of the automotive policy. “What we are saying in ANAMMCO coming back is actually as a result of this auto policy. This is one of the benefits. And the second thing is the benefit of Dangote’s patronage in identifying a plant that has capacity in the south-east, in Enugu to give us the opportunity to produce trucks locally instead of importing them. And of course you know what it does for us here in the South East. “What this initial capacity surge did was to ensure that all the staff of ANAMMCO who had been at home had to come back to work. Some local suppliers, lubricants, electrolytes and the rest of them also had to come back to doing business. And it goes even further than that because we are in Enugu, we used the Onne Ports to bring in these goods. You know many people are complaining that Onne Port is moribund, no good is coming. Of course we directed all the containers here and from 2016 up till now courtesy of Dangote, the Onne Port has handled more than 3000 containers coming to this place. “So you see how we can spur capacity by utilizing our local capacity that is available and this is courtesy of Dangote and the patronage and each time we had approached Dangote, we said, ‘look if you are going to do this number of trucks, it is important that the Shacman apart from its quality, we are also representing a firm that has production capacity in the South East in the stake of ANAMMCO.’ That is how Dangote is keeping the South East automobile sector working. “According to the National Automotive Policy, Enugu and Nnewi has been designated as the automotive centre for the South East in this axis. This is because of the stay of ANAMMCO over a period. They have acquired a lot of technical capacity. There is also a training school that produces technicians, training young school leavers here. “So this is what we are doing here. This place is busy producing quality trucks with Dangote as the largest single patron. 90 per cent of the trucks produced here are for Dangote. “Totally here we have done 3,500 units for Dangote. Additionally the trucks used at the refinery are also Shacman trucks. Because of the quality of Shacman trucks Dangote also patronises that for the refinery.” The General Manager, Media, Dangote Group, Mr. Sunday Esan, said the group was satisfied with the Shacman trucks churned out from the Onne port, and added that the partnership would last for a long time as the group continued to expand across its various business segments. According to him, the massive investment in the South East was contrary to the assumption that Alhaji Aliko Dangote, the President/CEO of Dangote Group, was not patronising local manufacturers. “This is why he agreed we should come and see how ANAMMCO plant has come alive, the impact he has made in the country and the employment this patronage has generated,” he said. The Chief of Defence Staff, General Aboyomi Olonisakin, yesterday charged officers and men of the security forces to drop unnecessary ego and rivalry, and work together to secure Nigeria from insurgency. Olonisakin described synergy among security personnel as essential to achieving the common objective of securing the country. He said: “To succeed in the war against terrorism and secure the country from threat, synergy and effective collaboration between security forces becomes imperative.” He said the required synergy transcends the three services of the Armed Forces to the paramilitary and even Non Governmental Organisations and other stakeholders in the theatre of operation. The CDS, who gave the charge at the maiden Joint Counter Terrorism and Counter Insurgency (CTCOIN) seminar for students of Senior Course 42 of the Armed Forces Command and Staff College (AFCSC) in Jaji, Kaduna State, described the theme of the seminar: ”Enhancing Jointness in CTCOIN Operations through Collaboration” as apt and timely considering the role currently played by the Armed Forces and other security agencies in confronting the various security threats across the nation. ”There is no doubt that our security forces require synergy and effective collaboration to succeed in the discharge of the onerous task of securing the nation. This synergy is essential and vital to achieving our common objective of securing Nigeria. It will also help in formulating policies and assist the armed forces in its operations.” Olonisakin said the seminar was appropriate as majority of the students would be deployed to the field in command and staff appointments upon graduation from the College, adding that, ”In these appointments, you would be required to take critical decisions that would determine the fate of officers and men under your command.” He urged the students who are in the ranks of Major to display maturity and jettison all the hindrances to synergy and cooperation, such as ego and rivalry. An FCT High Court in Maitama has dismissed an application by the Economic and Financial Crime Commission, EFCC, to join the President of the Nigeria Football Federation (NFF), Amaju Pinnick and Secretary-General, Dr Mohammed Sanusi in the alleged misappropriation of 9.5 million dollars FIFA grant. Justice Peter Affen in his ruling on Thursday held that it would amount to abuse of court processes to join the duo after they were acquitted of similar charge at the Federal High Court, Abuja division. He held that Justice Ijeoma Ojukwu of an Abuja branch of the Federal High Court had earlier acquitted Pinnick and Sanusi. Affen added that there was a similar charge before her (Ojukwu )and in line with the provisions of section 355 of Administration of Criminal Justice Act, 2015, they were acquitted. He then, adjourned until April 30 for the trial of the other three; Christopher Andekin, NFF Director of Administration and Finance; Reagan Zaka, Cashier and Fadanari Mamza, Head, Finance and Account Department. EFCC earlier arraigned the three officials of NFF before the court in an alleged 9.5 million dollars FIFA grant misappropriation before applying on April 30 2019 to join both Pinnick and Sanusi in the matter as co-defendants. The EFCC charged the defendants with five counts bordering on criminal conspiracy, breach of trust and misappropriation. It was further alleged that they conspired between January 8 and 26, 2015 to commit the offence, contrary to Section 97 of Penal Code. They all pleaded not guilty. For over a decade now, starting from the year 2007, the man Bar Mohammed Tahir Monguno, the Chief Whip of the House of Representatives, has been representing the people of Marte/Monguno/Nganzai Federal Constituency of Borno State without any interruption. Born on February 12, 1966, Monguno first cut his teeth as a lawyer, who knows his onions in all ramifications. He just marked 54 years on mother earth. And so far, he has made his modest contributions to the growth and development of the country through robust legislation. Having studied law in the University of Maiduguri and graduated in 1989, Monguno went to the Nigerian Law School and was called to the Nigerian Bar in the year 1990. As a young lawyer at the time, Monguno wanted to contribute his quota to the development of his people. So, when the Babangida transition programme came up, Monguno seized the opportunity to contest for a seat in the House of Reps to represent his people. At the age of 26, he was elected as a member of the House. Today, he remains one of only two lawmakers elected in 1992 that are still in the House. Before his second coming to the House in 2007, Monguno had served as the Commissioner for Justice and Attorney General of Borno State for some years. Thus, his second coming to the House was with tremendous experience as a lawyer who was enormously qualified and prepared for the business of lawmaking. MT, as he is fondly called by his friends and colleagues, Monguno has become a force to reckon with in the 6th, 7th, 8th and the current 9th Assembly. Monguno was hitherto a member of the defunct All Nigeria Peoples Party (ANPP) before it merged with other parties to form the ruling All Progressives Congress (APC) in 2013. After the party formed government at the federal level in 2015, Monguno aspired to be the Speaker and later Deputy Speaker of the House with the current Speaker, Femi Gbajabiamila, aspiring for the coveted seat. They were to pair for the two seats. However, the rest, they say, is history as MT could not make it. Even when he was nominated to be among the principal officers at the time after the inauguration of the 8th Assembly, he exercised patience when eventually he was not made one due to circumstances. That has shown his high level of maturity, humility and peace-loving nature. What transpired at the time did not wane his spirit as Monguno went on to become one of the best lawmakers in the 8th Assembly in terms of quality of bills and motions sponsored, contributions on the floor of the House and punctuality at plenary. Monguno is unrivalled in terms of commitment to legislative activities as he is one of the few members that never missed plenary sitting. As a matter of fact, Monguno’s punctuality and contributions earned him special commendations from the then Speaker, Yakubu Dogara and the then Deputy Speaker, Yussuf Suleiman Lasun, on November 2, 2017, much to the admiration of other members. On that day, Dogara said: “I must say that Hon. MT Monguno is versatile and always present on the floor. He can at any time act as Leader, Deputy Leader and Chairman Rules and Business. I think this is commendable.” On his part, Lasun noted that Monguno was present at all sittings where reports were being considered at the Committee of Whole, saying “I think he should be commended for that, Mr Speaker.” That spirit has been with Monguno ever since, and he continued with the same attitude towards legislation in the 9th Assembly. Monguno once again wanted to aspire for the position of Speaker last year, but the decision of the party to endorse Gbajabiamila for the seat made him to respect the action and declared support for the current Speaker. He was the first to do that among all the contenders at the time. Monguno was eventually picked as the Chief Whip of the House by his party with the wide acceptance of his colleagues in the House. As Chief Whip, Monguno maintains law and order on the floor of the House, an assignment he has been doing diligently to the satisfaction of all. One would have thought that having been made the Chief Whip, MT would concentrate more on that assignment and reduce his participation on debates on the floor of the House. But being a superb lawmaker, Monguno has since upped his performance. So far, he has sponsored over 30 bills in just about eight months since the inauguration of the 9th House. Not only that, Monguno, it was, who sponsored two of the most critical motions in the life of the current 9th Assembly in addition to his many contributions to debates. In the area of sponsoring bills, Monguno’s strides are second to none as he said his decision to have as many qualitative bills as possible to his name was to impact positively on the lives of his constituents and other Nigerians. He said: “Coming from an area bedevilled by myriad of security and developmental challenges, I am duty bound to present bills that will bring succour to my people and other Nigerians. “All the bills I personally sponsored or co-sponsored with my colleagues are quality, well-thought out proposals, which, when passed into law, will help in bringing the needed legal frameworks for the development of the country.” Not only that, Monguno visits his constituents frequently and makes his impact in their lives through different ways in view of the challenges they face. Notable among the bills he has so far sponsored are: the bill for the separation of the office of the Attorney General of the Federation and Minister for Justice; the bill for the establishment of an agency to regulate the proliferation of small arms and the onshore/offshore production sharing, among other important bills. Besides, Monguno’s resolve was because he was moved by the current socioeconomic challenges facing the country, which required a review of most of the country’s laws to take care of the realities on ground. “I assure that with the way the 9th Assembly is focusing on making laws, Nigerians will have legislation that will be geared towards realising the dreams of having a country with progressive ideals to ensure overall development,” he said. Monguno’s contributions to Nigerian legislature are indeed worth celebrating as he clocks 54 on earth. President Muhammadu Buhari has assured that all government financial transactions will be done in the open soon. A statement by Garba Shehu, the Senior Special Assistant (Media & Publicity) to President Mohammadu Buhari disclosed this in a statement in Abuja on Tuesday. He said the President gave this assurance Tuesday in Kaduna at the Passing Out Parade of Detective Inspector Course Five, of the Economic and Financial Crimes Commission (EFCC). “My aim is to ensure that no government financial transaction is done in secret and all are subjected to public scrutiny. “The objective of this administration is to institute a level of transparency in governance through mainly information technology platforms. Buhari said his administration had reached an advanced stage in Fiscal Transparency, stressing that the Appropriation Bill is placed online within hours of its presentation in National Assembly. “Our commitment to online disclosure of Beneficial Owners of Companies generally within the framework of the Corporate Affairs Commission and in the extractive industries through Nigeria Extractive Industries Transparency Initiative (NEITI) is on course,” President Buhari said. There is high anticipation in the country as the Supreme Court considers the two applications one each by the former governor of Imo State, Emeka Ihedioha and members of the APC in Zamfara State challenging the decisions of the court. Ihedioha and the Peoples Democratic Party (PDP) had in an application dated February 5, 2020 and brought through his counsel, Kanu Agabi (SAN) asked the apex court to set aside its judgement of January 14, which nullified his victory in the March 9, 2019 election and declared Hope Uzodinma winner of the election after he presented excluded results from 388 polling units. On its part, the Zamfara application, dated November 27, 2019, was brought by the APC faction loyal to former governor Abdulaziz Yari through their counsel, Edwin Clarke (SAN), seeking a review of the consequential order of the apex court which on March 24, 2019 nullified the election of candidates of the party over failure to conduct a proper primary. Tension in Imo, Zamfara calm In Owerri, the Imo State capital, there is heightened apprehension over the anticipated hearing of the application seeking to set aside the earlier judgment of the apex court. There was heavy traffic as people tried to conclude business and return home in anticipation of any eventuality. But the police, in a statement signed by the Police Public Relations Officer, SP Orlando Ikeokwu, have assured residents of their safety, asking them to go about their normal duties without fear. The statement said it had come to the notice of the Imo State Police Command that some hoodlums were planning to hide under the protests/rallies as witnessed in the last few weeks to cause mayhem in the state. In Gusau, Zamfara State, Daily Trust reports that there is no anxiety as situation in the state capital was calm with activities going on as normal in the state. Our correspondent, who visited many places in Gusau, observed that people were going about their businesses. There was no presence of heavy security personnel in the state capital that signified that anything might happen. However, few people were seen discussing about the matter in public places but without any anxiety. Findings by Daily Trust revealed that some people were not even aware about the move to review the judgement. Also, there was no feeling of anxiety among the politicians who might be directly affected by the outcome of the judgement review with many of them expressing no confidence at the process. However, few of the APC and PDP staunch loyalists, who spoke to Daily Trust, expressed confidence that the review of the judgement would turn out to be in their favour with some of them outlining reasons why the judgement should favour them. The APC camp loyal to Yari in Zamfara State said it is either the Supreme Court restores the mandate of its candidates or orders a fresh poll in the state. One of the candidates of the APC told our correspondent, “we expect the court to restore our mandate or at least call for fresh election.” Also, a former commissioner during Abdulaziz Yari’s administration in Zamfara, Alhaji Ibrahim Birnin Magaji, said they are optimistic that the apex court judgement would favour their party. In a phone interview, he said what they are expecting from the justices of the Supreme Court is justice and nothing more. But Yusuf Idris, one of the media aides to Governor Bello Matawalle, said considering the calibre of the justices of the apex court, the review being sought by the APC would be thrown out. “It is a squabble between them in their party, the APC. We have no fear considering the calibre of the justices of the Supreme Court. I don’t see them changing the May 24 judgement which was applauded from both within the country and abroad,” he said. Imo new issues In its judgment, a seven-member panel of justices presided by the Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, held that Ihedioha was not validly elected as governor by majority of lawful votes cast in the election. The panel therefore ordered the Independent National Electoral Commission (INEC) to withdraw the certificate of return issued to Ihedioha and a fresh certificate of return issued to Uzodinma forthwith and “he should be sworn in as governor immediately.” In the main judgment read by Justice Kudirat Kekere-Ekun, the apex court held that Uzodinma proved the allegation of exclusion of results in 388 polling units of the state where he scored 213,695 votes. In the Zamfara judgment, a five-member panel of justices presided by the Chief Justice of Nigeria, Justice Tanko Muhammad, in a unanimous judgment held that the party in the state failed to conduct primaries in accordance with the party rules. In the lead judgment by Justice Paul Adamu Galinji, the apex court held that all votes cast for the APC were “wasted votes” and declared that all political parties with the second highest votes in the elections and the required spread, are elected to the various elections. The apex court had in its judgement on a suit by Senator Kabiru Garba Marafa on May 24 last year nullified the victory of all the APC candidates in the last general elections, thus paved way for the emergence of those of the PDP. But INEC may ask for adjournment in the Zamfara appeal to enable it respond properly. Meanwhile, a new twist has been added to the Imo state governorship tussle as the Supreme Court is set to hear the fresh application by the ousted Governor, Ihedioha challenging the January 14 judgement. Some pro-democracy activists and human rights lawyers said that neither Ihedioha, nor Senator Uzodinma who was declared winner by the apex court met the requirements of the constitution to become the governor. In their argument, they said the Supreme Court should have ordered a rerun as both Ihedioha and Uzodinma did not secure 25 per cent votes in two-third of local governments in the state to be declared the winner. The activists addressed a press conference in Lagos under the aegis of the Movement for the Advancement of Democracy in Nigeria in collaboration with Cadrell Advocacy Centre, Youth Arise for Nigeria and Constitutional Rights Advocates Initiative. Addressing the press conference on behalf of the movement, Barr. Liborous Oshoma said going by the outcome of the 2019 election in Imo State as declared by the INEC, the ballot did not produce a winner if the provision of section 179 (2) of the constitution is anything to go by. The governorship candidate of the All Progressives Grand Alliance (APGA) in Zamafara State and the Secretary of the party’s Board Of Trustees, Alhaji Sani Abdulahi Shinkafi has petitioned the Inspector General of Police (IGP) demanding the immediate arrest and prosecution of the former Governor of the State Abdulaziz Yari for incitement and threat to the peace of the state. Shinkafi in the letter to the IGP which was also copied to the Chief Of Army Staff, Chief of Air Staff, Chief Of Naval Staff, the Director General of the State Security Services (SSS) and the National Security Adviser (NSA), stated that if Yari is not brought to book soon he would set Zamfara State ablaze and rubbish the peace efforts of the Governor Bello Matawalle led government. According to him, this followed the provocative statements made by Alhaji Abdulaziz Yari who was heard inciting members of his faction of the All Progressives Congress (APC) to move against the State Government. “I hereby demand the immediate arrest and prosecution of the former Governor of Zamfara State, Yari for disobeying the subsisting order of the security agencies banning any forms of public gatherings, political parties meetings and associations, rallies, across the state. “It is in record that about 8500 Private militia popularly called Yansakai were recruited illegally by the past administration in all the 17 Emirates through the former commissioner for Local and Chieftaincy affairs, Hon. Bello Dankande Gamji without the bill being passed by State House Assembly establishing the vigilante service group and assent by the Governor as a law governing recruitment and operations of Yansakai,” Shinkafi said. He said the former governor Yari has being seen publicly inciting his factional APC members not to recognize the administration of Bello Muhammad Matawalle as the Executive Governor of Zamfara State but insisted that they called him a sole administrator. He said Yari on many occasions was seen rejecting the 24th May 2019 Judgement of the Supreme Court of Nigeria painting the eminent jurists of the Apex court with all kinds of names. The media aide of Yari, Mayowa Oluwabiyi recently blamed “mischief-makers” for peddling fake news about the ex-governor visit to the police. The media aide said contrary to the false report about his alleged detention, Yari was allowed to go home same day after his interaction with the police authorities.
