The African Development Bank Group (AfDB), Africa’s premier development finance institution, on Wednesday announced the creation of a $10 billion Response Facility to support the current fight against the COVID-19 pandemic across the continent. The multi-billion dollar facility, which will be provided to governments and the private sector involved in the pandemic fight, is the latest measure taken by the tank to respond to the pandemic and will be its primary channel for its efforts to address the crisis. According to a news report circulated by the African Press Organisation (APO) Group on behalf of the bank, the facility entails $5.5 billion for sovereign operations in AfDB countries, and $3.1 billion for sovereign and regional operations for countries under the African Development Fund, the bank Group’s concessional arm that caters to fragile countries. The balance of $1.35 billion will be devoted to private sector operations. Commenting on the funding support, the AfDB President, Dr. Akinwumi Adesina, was quoted as saying that said the package took into account the fiscal challenges that many African countries are facing in their efforts to deal with the ravaging pademic. He explained: “Africa is facing enormous fiscal challenges to respond to the coronavirus pandemic effectively. The African Development Bank Group is deploying its full weight of emergency response support to assist Africa at this critical time. “We must protect lives. This Facility will help African countries to fast-track their efforts to contain the rapid spread of COVID-19. “These are extraordinary times, and we must take bold and decisive actions to save and protect millions of lives in Africa. We are in a race to save lives. No country will be left behind”, the development finance banker added. Adesina also commended the bank’s Board of Directors for its unwavering support. Commenting on the Facility, Acting Senior Vice-President Swazi Tshabalala said: “The setting up of the Facility required a collective effort and courage by all our staff, Board of Directors and our shareholders.” It would be recalled that a fortnight ago, the bank launched a $3 billion Fight COVID-19 Social Bond, the world’s largest US dollar-denominated social bond ever on the international capital market. This is even as the Board of Directors last week also approved a $2 million grant for the World Health Organization (WHO) for its efforts on the continent. Japan’s Prime Minister Shinzo Abe will on Tuesday declare a state of emergency in parts of the country, including Tokyo, over a spike in coronavirus infections. “I have decided that a situation gravely affecting people’s life and the economy has occurred. This evening, I plan to call a government headquarters meeting and declare a state of emergency,” Abe said Tuesday. He announced the plan a day earlier, citing “rapid increases of new infections, particularly in urban areas like Tokyo and Osaka”. The declaration is expected to take effect from midnight and will empower governors of seven affected regions to ask people to stay inside and businesses to close their doors. But it stops far short of the sort of lockdown seen in parts of Europe and the United States, with no enforcement mechanism to keep people indoors or shutter businesses, nor penalties for those who fail to comply. Experts and local leaders have pushed for the declaration, and 80 percent of people polled by public broadcaster TBS over the weekend said they backed the move. Seven regions will be affected: Tokyo, neighbouring Chiba, Kanagawa and Saitama, the western hub of Osaka and neighbouring Hyogo, and the southwestern region of Fukuoka. The measure is expected to be in place for around a month initially. It comes with pressure growing on the government to take fresh action as medical experts sound the alarm on a spike in infections, with Tokyo reporting a record 143 new cases on Sunday, still far below those seen in many parts of the world. Doctors in the capital warned this week that the city was already in “critical condition”, with hospitals stretched thin. Tokyo Governor Yuriko Koike, who has pushed for the emergency declaration, urged residents on Tuesday to cooperate with requests to limit movement. “It may cause inconvenience in daily life, but I call for everyone’s cooperation because lives are at stake,” she told reporters. In addition to asking people to stay inside and urging the closure of businesses that attract crowds, the measure allows governors to commandeer property for medical purposes. The government of Japan has contributed $236,363 (about N87m) to support the United Nations Mine Action Service (UNMAS) Nigeria in providing critical life-saving humanitarian assistance to civilians and humanitarian actors. The fund will help facilitate UNMAS’s efforts in designing programmes to protect victims of insurgency and humanitarian actors from landmines of an improvised nature, explosive remnants of war and other improvised explosive devices through humanitarian mine action in northeast Nigeria. In 2019, hundreds of civilians, including women and children, were killed and injured by those devices. “UNMAS Nigeria highly appreciates the Government of Japan’s support to the programme and above all to the physical integrity and psychosocial wellbeing of civilian communities affected by the growing and pressing threat of explosives” said Lionel Pechera, UNMAS Programme Coordinator. He further added that: “Japan’s integrated support strengthens our vital humanitarian mine action operations to ensure that critical life-saving information can be provided to mitigate the explosive ordnance risks amongst all children and adults across the three States in northeast Nigeria.” Through this effort, UNMAS Nigeria will expand the decisive Explosive Ordnance Risk Education in order to prevent future accidents, he said in a statement to Daily Trust on Monday. Pechera added that the contribution will be utilised to conduct in-depth studies on the influence of daily life behaviors on the risk of accident in different locations. Following 2019 progress to precisely identify needs for mine action assistance with a focus on physical and mental wellbeing, 1.5 million people have been identified immediately at risk who are in need for life-saving assistance in Borno, Adamawa and Yobe. Speaking on the contribution, Kikuta Yutaka, Ambassador of Japan to Nigeria said: “The project supports UNMAS’s actions to improve humanitarian access and to increase the provision of life-saving action in the North-East. “It is in line with Japan’s Country Development Cooperation Policy for the Federal Republic of Nigeria, of which the promotion of peace and stability including reconstruction assistance in the Northeast region is recognized as its priority”. The Special Adviser to the Governor of Nasarawa State on Local Government, Chieftaincy Affairs and Community Development John Waje Mamman, has been kidnapped. Mamman was kidnapped on Saturday night in his house at Dari Town in Kokona, local government area of the state. A witness said Mamman was with his friends when the kidnappers invaded his house and whisked him away. He said, the kidnappers surrounded his house, shot sporadically to scare people in the area. The witness added that luck ran out against one of the suspected kidnappers as he was nabbed by some youths of the community. No communication has been made between the suspected kidnappers and Mamman’s family. The Nigerian Medical Association, NMA, Ebonyi state chapter, has raised alarm that the four available ventilators in the health system of the state are not enough to arrest the deadly coronavirus should it enter the state. Meanwhile the Federal Government has proposed the establishment of a N500 billion Covid-19 Crisis Intervention Fund and has sought its approval from the National Assembly. The doctors further called on the state government to provide and equip more isolation centres in the existing three senatorial zones of the state. These were contained in a statement signed by Dr. John Egede, the state Chairman and the Secretary, Dr. Nwoye Chukwuemeka. According to them “The effort of the state government is commendable but we continue to remind them that it’s important that the isolation centre is well equipped and made functional before the disease enters Ebonyi state. “Also, the four ventilators are not enough for the state if this [epidemic] meets us. “Again, provision should be made to possibly expand the isolation centres, equip them including having new ones in at least each senatorial zone of the state. “This is because the disease is closer to us than we ever imagined and we should not wait till it enters before taking drastic measures,” the the statement reads. The Ebonyi state NMA also called on the state government to fix it’s existing 13 general hospitals which were under renovation since 2014 and employ more health workers into the system. “This is the time to fix our general hospitals, this fight against COVID-19, should not be left to the Alex Ekwueme Federal Teaching Hospital alone.” “This is the time to coordinate and get the general hospitals as well as private practitioners involved”, the group explained. In the face of huge global demand, the management of the Nigerian Maritime Administration and Safety Agency NIMASA has donated 20 ventilators to fight the COVID 19 pandemic in Nigeria. Gov. Babagana Zulum of Borno state says the ban on passengers and vehicular movements into the state would take effect from Tuesday, March 31. Zulum made this known in a statement on Sunday in Maiduguri. He, however, said that vehicles transporting food items, medicine, fuel, and other humanitarian goods would not be affected by the ban. The governor also directed the suspension of the ongoing statewide verification exercise of Local Government Councils’ workers and ordered workers from Grade Levels 01 to 12, to work from home with the exception of those on essential services. “As from Tuesday March 31, all banks operating in Maiduguri and organisations using biometric attendance equipment must provide hand washing stations and sanitisers at all operation points. “Furthermore, banks are to limit number of customers in banking halls to not more than 15 at a time and to activate all ATM points to be functional,” he said. Zulum further directed shops in organised business areas to provide hand washing stations and temperature monitoring devices as well as promote social distancing, warning that defaulters would risk closure. “Restriction is hereby imposed on the number of passengers in public transport; not more than three passengers and the driver in a car, and not more than two passengers and the rider in a commercial tricycle called “Keke NAPEP”, he added. While noting that the measures were interim for a period of two weeks, Zulum urged citizens particularly those at the risk of Covid-19 to provide necessary information to health workers and to avail themselves to Ministry of Health staff for documentation and advice on self isolation and care. “Government has put in place measures that will cushion some of the hardships and hereby ask all residents to be calm and remain law abiding in this trying moment and to intensify prayers”. The Peoples Democratic Party (PDP) in Kogi State, has called on Governor Yahaya Bello to submit himself for medical examination to ascertain whether he is free of coronavirus. The call was coming on the heels of the discovery that Mr Abba kyari, the Chief of Staff to President Mohammadu Buhari who had contact with the Governor during a condolence visit to Okene, tested positive to COVID-19. A statement by the PDP’s Director, Research and Documentation, Achadu Dickson said the fight against the dreaded Covid-19 virus can only be won when stakeholders show responsibility beyond lips service. The party called on all those who had contact with the CoS to go for test as a precautionary measure against the spread of the disease. The statement appealed to the All Progressives Congress (APC)- led government not to play politics with the health and safety of the people of the State. The party prayed that Gov Bello and other stakeholders who had contact with Mr Kyari will test negative in the end, adding that subjecting themselves to test will assuage the rising apprehension in the state. The PDP noted that it has still not seen any concrete preparation by the government to tackle the scourge in the state beyond the shutting down of institutions and banning of public gatherings. It urged the state government to take a cue from what is obtainable in Borno, Lagos and other states where there is measure of commitment to fighting the scourge. It expressed worries over the “sudden disappearance” of the governor from the state without cogent reason in the face of a global pandemic which requires concerted effort by every chief executive in tackling it. South Africa reported that its number of confirmed cases of the novel coronavirus jumped to 709 on Wednesday from 554 the previous day, an increase of 28 percent. South Africa, which now has the highest numbers of infections on the continent, has ordered a 21-day lockdown which rolls into action at midnight on Thursday. “Right now we have actually increased from yesterday, we are now at 709 cases,” Health Minister Zweli Mkhize said in an interview on the state broadcaster SABC. Mkhize, who reported 554 cases on Tuesday, said he expects the numbers to rise further in coming days anweeks. Starting Wednesday last week the country closed its borders to non-citizens from high-risk countries. The flag carrier South African Airways has also suspended all international, regional and domestic flights to curb the spread of the virus. The country’s first infections were imported from Europe, but the minister said there were now recording internal transmissions. “The tendency is changing from imported to internal transmission. There is quite a lot of local spread,” he said. South Africa has so far not reported any deaths and only two of its hospitalised patients are in intensive care units, he said.
