No it's not the grading system

This is the grading system

4.5 - 5.0 First class
3.5 - 4.49 Second class upper
2.4 - 3.49 Second class lower
1.5 - 2.39 Third class
Lower than 1.5 - Pass

Yes it is, provided you meet their scholarship requirement...if you're going for UG you can check Carleton University they offer scholarship for their Undergraduate studies to the tune of $20,000.
