Moves to recall Iyabo Obasanjo begin By Tobi Soniyi, Olusola Fabiyi and Ademola Oni Senator Iyabo Obasanjo-Bello may have been granted bail by an Abuja High Court on Wednesday but her troubles are far from being over. as a group, the Lisabi Collectives, in Abeaokuta, Ogun State, has initiated moves for her recall from the Senate. https://odili.net/news/source/2008/may/22/punch/images/3.jpg The group comprising professionals in Ogun Central Senatorial District has asked the the Independent National Electoral Commission to release the Certified True Copy of the list of persons registered to vote in the district, which Obasanjo-Bello represents. Its letter to the Chairman of INEC, Prof. Maurice Iwu, seeking the release of the CTC was written by its counsel , Mr. Kayode Ajulo. The Lisabi Collectives which also claims to be the umbrella body of some registered voters in Ogun Central Senatorial District, said it was targeting signatures of 80 per cent of voters in the senatorial district in order to make its bid for Obasanjo-Bello’s recall a success. The letter dated May 16, 2008 reads, “We continue to act as solicitors to the Egba-Lisabi Collectives, Abeokuta, a group of professionals and an umbrella body of some registered voters in the above mentioned senatorial districts. “Our clients in pursuant to Section 69 (a) of the 1999 Constitution of Federal Republic of Nigeria have commenced collection of signatures from their members and other interested registered voters in the district for the purpose of activation of the recall process of the senator representing the district on the allegation of loss of confidence. “In view of the above, we hereby in accordance with Section 111 of the Evidence Act Laws of Federation apply for the Certified True Copy of the list of persons registered to vote in Ogun State Central Senatorial District. “This is also to enable us prosecute our brief on the constitutional recall procedure assiduously. “We also undertake to bear the cost of the certification. “Accept the firm assurance of our highest regards and acknowledge receipt, please.” Section 69 of the 1999 Constitution provides thus: A member of the Senate or of the House Representatives may be recalled as such a member if – - there is presented to the chairman of INEC, a petition in that behalf signed by more than one-half of the persons registered to vote in that member’s constituency alleging their loss of confidence in that member; and - the petition is thereafter, in a referendum conducted by INEC within 90 of the date of receipt of the petition, approved by a simple majority of the votes of the persons registered to vote in that member’s constituency. Section 111 of the Evidence Act states that,“Every public officer having the custody of a public document which any person has a right to inspect shall give that person on demand a copy of it on payment of the legal fees therefore, together with a certificate written at the foot of such copy that it is a true copy of such document or part thereof, as the case may be, and such certificate shall be dated and subscribed by such officer with his name and his official title, and shall be sealed, whenever such officer is authorised by law to make use of a seal, and such copies so certified shall be called certified copies.” It was however not clear if INEC had acknowledged the letter. A call made to the Director of Publicity of INEC, Mr. Segun Adeogun, was picked by a man who said that he (Adeogun) was attending a meeting. The All Nigerian Peoples Party and the Action Congress in Ogun State had said they would support any move to have Obasanjo-Bello recalled from the Senate. The state Chairman of the ANPP, Alhaji Bashiru Fadairo, said the process for the Senator‘s recall should be set in motion in view of her ”abscondment” from National Assembly sittings. Fadairo said, ”We expected that from the Senate. She has absconded from the Senate since she started running from the EFCC. There are rules guiding the recall of lawmakers from the National Assembly. |
Court grants Obasanjo-Bello bail From Lemmy Ughegbe, Abuja AFTER about 48 hours in the custody of the Police, Maitama Division, Abuja, daughter of former President Olusegun Obasanjo, Senator Iyabo Obasanjo-Bello was yesterday admitted to bail by an Abuja High Court after she said she would not jump bail. advertisement The trial judge, Justice Salisu Garba, imposed a N10 million bail bond with one surety in like sum, who should be a responsible citizen. He also ordered her to deposit her international passports, both personal and official, and directed her to visit the Head of the Economic and Financial Crimes Commission (EFCC) on the first Monday of every month. The judge, before whom Obasanjo-Bello is standing trial for an alleged complicity in retaining N10 million out of the N300 million unspent Ministry of Health budget for 2007, had last Monday refused her oral application for bail. According to the court, which ordered her counsel to file a formal motion for bail, granting her bail on her oral application would amount to "double standard", having earlier refused the oral application of her co-accused persons in the N300 million scam. The court thus ordered her lawyer, Bankole Joel Akomolafe to file a formal bail application on her behalf. But upon conclusion of arguments in her formal bail application yesterday, the judge offered her leave to breath the air of freedom, albeit tentatively. Besides the arguments and depositions made by Akomolafe on behalf of his client, the fact that counsel to the EFCC did not stand on her path to freedom helped the court in entering a decision in her favour. Earlier, while arguing the application, Akomolafe had drawn the attention of the court to the constitutional presumption that the accused person was innocent until otherwise was proven against her as guaranteed by Section 36(3) of the 1999 Constitution. He submitted that since the offences for which his client was charged are bailable, a refusal of the court to grant her bail will be suggestive of a breach of her constitutionally guaranteed right of innocence. He added that Section 35(4) of the 1999 Constitution also favours the admission of any person charged with an offence of such nature that Obasanjo-Bello was charged with. He also urged the court to take cognizance of the fact that the accused person was an eminent Nigerian, having been a Commissioner in Ogun State and now a serving senator with no previous record of conviction for any offence. He urged the court to exercise its discretion in the applicant's favour in view of her unblemished criminal history, the fact that the offence for which she was charged was bailable and the fact that she will not jump bail, but be available for her trial. But counsel to the EFCC, James Binang, who had earlier filed a counter-affidavit to oppose the bail, changed his mind as he said he was not opposed to it. Binang submitted that bail was subject to the discretion of the court and that the offences for which she was charged were bailable. However, he submitted that in view of the antecedents of the applicant/accused person, whom he insisted had for several weeks been elusive for her trial, the court should impose stringent bail conditions to compel her availability for trial otherwise she might abscond if admitted to bail. Just as the judge was to announce a time for his judgment, Obasanjo-Bello's lawyer immediately spoke thus: "My lord, I urge you to stand down this matter for one hour to write your ruling and deliver same. I plead with you, sir". "It is not in your place to dictate to the court on what to do", the judge retorted, but he was still to accede to the same request as he announced: "I will return in an hour's time to deliver my ruling." True to his words, he returned but after a little over one hour, he announced his decision, which sent the senator's supporters from Ogun State into ecstatic celebration with songs of praise. Ruling on the said application, the judge held: "In considering this application, I am aware of the difficulty of the prosecution in bringing the 12th accused person before this court. I am also aware of the fact that the 12th accused person came by herself voluntarily to court. It is settled law that any accused person who makes himself or herself available voluntarily for trial should have the court exercise discretion in his or her favour upon the filing of a bail application. I am also convinced by the affidavit evidence placed before me that the 12th accused is ready to meet the conditions placed by Section 341 (2) of the Criminal Procedure Code (CPC). I am also conscious of the fact that the prosecution has said it was not opposing the application, but concerned about stringent conditions being imposed. I therefore admit the 12th accused person to bail." As soon as the judge rose and walked out of court, photojournalists swarmed on her for snapshots, as she walked out to the cheers of her teeming fans without betraying any emotion whatsoever. Obasanjo-Bello's travails with the law started on April 8, when the immediate past Health Minister, Prof. Adenike Grange, the erstwhile Minister of State, Gabriel Aduku, and others were arraigned before the same court by the EFCC on a 56-count charge of criminal breach of trust and fraud on them for their alleged unlawful withdrawal and diversion of unspent N300 million from the ministry's 2007 budget. The others charged at the Court, which remanded all of them in the EFCC's custody include Prof. Simon Ogandi, Permanent Secretary in the Health Ministry; Dr. H. B. Oyedepo, Director of Finance; Hanafi Mohammed; Donald Ekanem; Donatus Inyang; Olomo J. A.; Obanle Emmanuel Olatubosun; Henry Onyeagwalam and Edem Augustine Bassey. Although the 11-accused pleaded not guilty, Obasanjo-Bello, who was named in counts 55 and 56 and declared by EFCC as being "at large", was not present to enter a plea on the twin-charge relating to alleged conspiracy and retention of proceed of crime/stolen property. Instead, she began a battle of legal wits through her legal team. She filed an application seeking to quash the two-count charge against her by challenging the competence of the charge, which she said was unknown to the country's laws. EFCC's counsel opposed the application, describing it as a "strange practice unknown to criminal proceeding", and insisting that the accused person/applicant ought to first appear in court and enter a plea as a condition precedent to any application she might wish to bring. In his ruling on Obasanjo-Bello's objection, Justice Garba rejected the application. That interlocutory decision consequently dismantled the legal obstacle, which she erected to stop her trial on the two-count. She came to court on Monday to face the trial and her lawyer's oral application for bail was rejected. She was thus remanded in EFCC custody. But her counsel, Akomolafe begged the judge to remand her in Police custody as she had come under threat from EFCC operatives and therefore did not feel safe with them. The judge acceded to an amendment thus: "The 12th accused person is hereby remanded in Maitama Police Station." |

There are definitely those who take quick courses to learn programming but those rarely make it to the professional level without paying their dues. I have never heard of anyone learning even 1/1000th of all there is to know of IT in just 3 months. Even those who have been working in the industry for years will tell you that it takes a while to actually grasp a lot of the methodologies and techniques; understand what is and why one method is better than the others etc. With the ever changing face of technology, IT professionals are constantly having to brush up on their skills and knowledge. So I doubt anyone can become an IT professional in 3 monthsI never said you'll learn all there is in 3months. I saidi they tke a crash 3 month course to start their career and even college educated IT pros usually come out as semi quack programmers. Nothing is stable in IT anyway, it has no hierarchy. A programmer with 80 yrs experience can be hounded by one with no college education and 1 year experience. Naturally, someone with a college degree in IT may be more versatile and more employer friendly because there are higher chances that he/she can easily adapt. I honestly dont know where you get loads of college trained IT professionals in Ohio. May be it's time you realise that the trade does not require a college education these days unless you'll like to take a career in teaching. |

The college educated IT pros mostly read engineering or mathematics anyway but most Indians I know never saw the four walls of a university before they delved into programming. Most Nigerians into IT are college educated though but Indians, NO! The do a 3 month crash IT course and enter the labour market. Nowadays, they've hijacked 70% of US IT jobs to New Delhi. |
