Tripoli - Authorities in the Libyan capital vowed Monday to boost security after twin attacks on foreign embassies but warned that a lack of international recognition was hindering their fight against jihadists.

The appeal came as political party leaders and activists gathered in the Algerian capital for a new round of UN-mediated peace talks aimed at reaching an accord to end the chaos and violence at home.

Libya's controversial army chief, Khalifa Haftar, visited Jordan where King Abdullah II pledged Amman's support in his fight against Islamist "terrorists" in the east of the country.

Since a 2011 revolt that toppled dictator Muammar Gaddafi, Libya has been politically divided, with two governments and two parliaments, as armed groups battle for its oil wealth and cities.

Most of the international community recognises the government and parliament based in the eastern city of Tobruk.

A rival administration in Tripoli emerged after Islamist-backed militias seized the capital last August.

Feeding on the chaos, the Islamic State (ISIS) jihadist group which holds chunks of Syria and Iraq has gained a foothold in the North African country, where its has claimed several deadly attacks.

Gunmen opened fire on South Korea's embassy compound from a passing car on Sunday, killing two Libyans and wounding a third.

Hours later, a bomb exploded outside the Moroccan embassy, causing no casualties but damaging cars, a security official.

Both attacks were claimed by the Tripolitania branch of ISIS.

"We will strike with an iron fist the dens of terrorists and all those who undermine security in the capital," Mahmud Abdulaziz, a member of the Tripoli-based parliament, told AFP.

Conakry - At least two people were wounded by gunfire on Monday during opposition protests against the government's electoral timetable and insecurity in Guinea's capital Conakry, the government said in a statement.

Opposition supporters began barricading streets and burning tyres early in the morning in Conakry's Yimbaya, Hamdallaye and Wanindara neighbourhoods, considered opposition strongholds, and several witnesses reported hearing gunfire.

"There's shooting here. We are barricaded inside our houses," one of the witnesses said, asking not to be named.

Two people were admitted to Conakry's Donka hospital with gunshot wounds, the government statement said, though the origin of the gunfire was unclear.

Another three people were rumoured to have been injured by gunfire in the Hamdallaye neighbourhood, the statement said, adding that gendarmes came under fire in the same area.

The government said a police vehicle had been attacked and damaged by protesters and one member of the security forces was injured by stone-throwing demonstrators.

Guinea's electoral commission announced last month that a presidential election will be held on October 11, but the opposition has denounced the date claiming it breaks an agreement to hold local council elections first.

Presidential and legislative elections since 2010, when Guinea emerged from decades of autocratic military rule, have been marred by months of violent protests, with opposition and ruling parties divided along ethnic lines.

The opposition announced Monday's protests last week after unidentified gunmen attacked the vehicle of Aboubacar Sylla, an opposition spokesperson, in what they said was a targeted assassination attempt.

Kiev - One Ukrainian serviceman was killed and six were wounded in separatist territories in the past 24 hours, the Kiev military said on Monday, accusing rebels of using heavy weapons that were meant to have been withdrawn under a ceasefire deal.

The escalation in violence will add pressure to talks between the foreign ministers of Ukraine, Russia, France and Germany, who are due to meet in Berlin on Monday to discuss further implementation of the Minsk ceasefire agreement.

The truce, brokered in the Belarussian capital in mid-February, is still technically in force though both sides accuse each other of intensifying attacks in the past few days.

“The rebels have not stopped firing at Ukrainian positions ... Over the past day the enemy used weapons banned under the Minsk agreements,” Ukraine military spokesman, Oleksandr Motuzyanyk, said in a televised briefing.

He said rebels had fired at government troops 17 times with weapons of between 120mm and 122 mm calibre, but did not specify where exactly.

He also reported clashes between the opposing forces near government-held Avdiivka north of Donetsk.

Rome - At least nine people died when an overcrowded migrant boat capsized off the coast of Libya and 144 more were rescued, the Italian coast guard said on Monday, after another heavy weekend for maritime rescue services operating off North Africa.

A spokesperson for the Italian coastguard said 5 629 people were rescued from 22 different vessels in the three days between April 10 – 12.

Vessels and aircraft from the Italian coast guard and navy as well as merchant ships and an Icelandic patrol boat assigned to the European Triton border protection operation were involved.

Rescue services were alerted on Sunday afternoon about the boat that capsized some 80 miles north of the Libyan coast.

Nine bodies were recovered and were being brought to shore on Italian coast guard and navy vessels.

Around 3 500 people are estimated to have drowned and 170 000 reached Italy as the migrant crisis has intensified with continuing instability in Libya, the staging point for most of the boats trying to cross to Sicily.

The number of boats carrying migrants aiming to reach the European Union from Africa has picked up in recent weeks as fine spring weather has made the passage safer. In February, more than 300 drowned when attempting the crossing in cold weather and rough seas.

At least 480 migrants died in the Mediterranean in the first three months of 2015, compared with fewer than 50 in the same period last year, the International Organisation for Migration said on Friday.

Around 3 500 are estimated to have drowned last year when more than 170 000 migrants managed to reach Italy by sea.

How does he define this Afrophobia?. If it is fear of "Africans" or anything black, then what he is pretty much saying is South Africans are in fear of themselves because they are inclusive in the definition "Afro".

It is and has always been the fear and hatred of "black" foreign nationals because the locals cannot figure out how these individuals can turn nothing into something within the shores of South Africa and the jealousy is justified as "xenophobia".

Minus the 2- 3million Zimbabweans who are pretty much their neighbours how can 49 million strong black people be afraid of at the most another 1 million immigrants.
As you say, the hatred is caused by jealousy, If the foreigners were simply beggars and set on corners all day waiting for handouts, we probably won't see all this xenophobia (maybe not). I don't think they'll attack the Methodist Church where those Zimbaweans take refuge, why always the shops?

Who in their right mind would even dare compare ZA to Nigeria in Governance terms shocked shocked.Nigeria has ALOT of catching up to do in that regard. but then again as highly ranked as ZA it is faced by troubles(just like any other society) but those troubles by no means mean that they are badly(badly in a wider African context and the index proves so) managed as people might lead themselves to believe on this thread.The ANC government isint perfect but it is getting the job done and South Africans being as vocal as they are they will NOT settle for less from their government and they will continuously complain and object to ANY drop in standards and that has given an impression that ZA 'is' or 'belongs' at the bottom of the list.
What all these ratings show is how much potential Naija has, if we're already so strong despite the poor governance and infrastructure problems, no one will touch Naija when both of those are rectified.

Niger Delta Militant Leader Ateke, Has A Massage For Buhari

Ex-militant and leader of the Niger Delta Vigilante (NDV), Ateke Tom, has said former militant leaders in the Niger Delta region are ready to work with the President-Elect, General Muhammadu Buhari.

Ateke, who disclosed this while speaking in pidgin english to newsmen at Okochiri in Rivers State, urged Gen. Buhari to invite leaders of genuine militant camps to discuss on how to move the region forward.

In his words, “I am here to congratulate Buhari for his victory. We will want good leadership; we thank God that Buhari is now our President and we pray God Almighty to give him wisdom to rule our country. Since Buhari is now our President, we want him to meet with the core leaders of the Niger Delta struggle; I mean the real leaders in the struggle.

“He should call the real leaders and talk to them. Let us discuss on our needs. He should also not forget the Amnesty Programme, because we know what we fought for and that was why they gave us Amnesty. We did not get the Amnesty Programme from the backyard. So, let him keep to the programme. Let the Amnesty Programme function well and we will like it. We are ready to work with Buhari.”

The former militant leader said none of the former agitators in the region will go back to the creeks.

Ateke said, “Some people are saying they want to go back to the creek, or they want to blow up pipelines; no, I, Ateke Tom will not be part of that, we don’t need all those things and nobody will go back to the creeks. I have a say in the Niger Delta and I am one of the top fighters; so nobody will go back to the creeks. I advice the youths not to follow anybody back to the creeks.

“We should not say because there is change of government and Buhari is now the President, and somebody wants to go back to the creeks; what are you going there to do? So, let nobody follow anybody to the creeks. What we want is that let Buhari meet us and treat us well.”

Two separate bomb attacks targeting security forces in Egypt's Sinai Peninsula killed at least 13 people and wounded dozens on Sunday, the latest in a wave of violence in a region hit by an Islamist insurgency.

Egypt's military says a roadside bomb detonated by militants killed six soldiers and wounded two others in an attack on an armoured military vehicle in the town of Sheikh Zuweid.

Two of those killed were officers, it says.

The army says in a statement that "terrorist and extremist elements" were behind the blast and that two of those killed were officers.

A Twitter feed that describes itself as the official account for Sinai Province, a militant group that has pledged allegiance to Islamic State, claimed responsibility for the attack.

North Sinai is the epicentre of an insurgency that has killed hundreds of members of the security services since mid-2013, when then-army chief Abdel Fattah al-Sisi ousted Islamist president Mohamed Mursi after mass protests against his rule.

Sisi was overwhelmingly elected president last year.

Later on Sunday, a car bomb targeting a police station in the city of al-Arish, the capital of the North Sinai governorate, killed at least seven people and wounded 44 others, medical sources says, adding that both civilians and members of the security services were among the casualties.

The Interior Ministry says five police officers and one civilian were killed in the explosion, which it described on its official Facebook page as a suicide attack.

The explosion caused heavy material damage, blowing in windows and doors, sources in the city say, adding military helicopters were flying over the area.

The Sinai Province Twitter account also claimed responsibility for the attack.

Gunmen also attacked a checkpoint near Rafah, along Egypt's border with the Gaza Strip, wounding at least three soldiers, medical and security sources say.

Sinai Province, previously known as Ansar Bayt al-Maqdis, has claimed other deadly attacks on soldiers in the Sinai.

It renamed itself last year after swearing allegiance to Islamic State, the ultra-radical Sunni militant group that has seized swathes of Iraq and Syria, drawing US-led air strikes.
