We all have authority on earth, but our authorities differ. We can change rules, ideas, religions, gods, etc with our authority. For example, if I want people on earth to start questioning Jehovah, Allah, Vishnu etc their gods on earth and switch from worshipping them, I unleash my authority and in a certain period of time, the world would change and these gods will lose their followers in billions.
If an atheist wants to unleash his authority on earth, he goes about promoting his ideas, soon many will buy it and join him. Christians can threaten with hell fire so that they can make their authorities on earth established.

The sum total of all the authorities on earth is the authority of God Almighty on earth. As for Satan's authority, well I don't know, because Satan changes. The Satan of today is Jehovah aka Yahweh because currently he is the greatest hater of humanity, but he is currently in a spiritual cage, therefore his authority doesn't pass the one in the bible. As soon as people become wiser than the bible, his authority will fade away completely.

It's a long story but I'll break it down for you. Billions of years ago, God Almighty brought the universes to physical existence. Then also some beings were brought to physical existence. Some of the beings brought to physical existence by God Almighty were Jehovah, Allah, Vishnu, Atum, Moloch, Odin, Nzame, Chukwu, Abassi, El, Enki, Enlil, Mazda and millions other. Then God Almighty sent them all to go and explore the universes. Some of these beings began what we call religions today. Jehovah began Judaism, Allah began Islam, Vishnu began Hinduism, etc.

However some of these beings have come to the realisation that exploration of the universes(science) is the way forward rather than the invention of religions which they have spent millions of years doing. Only science can help us to understand the nature of existence.

Currently as I speak, the beings who wanted science as the tool for understanding the universes have captured the beings who wanted religion to continue to thrive. Now Jehovah, Allah, Moloch, Mazda and many thousands of beings of religions are captured in a spiritual cage in order for the world to continue to experience mind evolution from religion to science.
