The ticket for Abuja to Kaduna Line is fully automated! Fully!
They buy up the ticket and then resell at a high markup!

A fully automated system can restrict racketeering. e.g When an IP address/ATM card buys more than 4 tickets it should be prevented from buying again.

There are other checks in place that can prevent racketeering.
