Payment of salary is the easiest task of governance. Civil servants must not be forced to bear the brunt for the governors administrative failures.

It stands as a huge failure for any Governor not to be able to pay salary. That alone disqualifys him for best governor because many governors are paying salaries and making huge strides in development.

Thought I was alone, has he been able to pay minimum wage, arrears and pensions? Has he been able to employ at least 10,000 people permanently? Has he removed all the potholes on the state roads? If not then this award is questionable.
