The truth of the matter is that foreign loan comes with lesser interest rate, let me say less than 2 digit numbers, meanwhile interest rate of domestic loan comes with 2 digit numbers or higher interest rate, that is the reason, governors usually go for foreign loans. Secondly, the repayment plans of foreign loans is easy when compare to that domestic loan.

States that are least indebted internally (Domestic debt) are mostly indebted externally (foreign debt). Furthermore, external debt constitute 70-80% of states total debts.
