The Senate adopted the conference report on the bill to establish the Nigerian Peace Corps, after it was so advised by its committee on judiciary, human rights and legal matters.


Both the Senate and the House of Representatives had separately passed the bill last year.


However, after the harmonisation of the two separate bills, the Senate had rejected the harmonised version, which has now been approved.


The bill will be sent to President Muhammadu Buhari for assent after the House also approves‎ the harmonised version.

The Nigerian Security and Civil Defence Corps (NSCDC), on Tuesday, urged the Senate to go ahead with the establishment of Nigerian Peace Corps, saying it had no opposition to it.

A Deputy Comptroller, Musa Farouk, who led the delegation on behalf of the Commandant General, said the services of Peace Corps officers were needed at the moment due to inadequate security operatives to combat the criminal activities in Nigeria.


Farouk told the lawmakers that Peace Corps and Civil Defence, according to the Bill before the Senate, have different roles, except for ‘Peace and Conflict Resolution’ clause, which he urged the Senate to streamline, so as to avoid conflicts in the future.

On the allegation of confrontations with other security agencies, the Civil Defence said it had not had any sour encounter with the Peace Corps since their existence, adding that, security operatives in Nigeria should cultivate inter-agency relationship amongst themselves, to be able to win the war against crime, instead of fighting each other.

The Senate Committee Chairman on Judiciary and Human Rights, Senator David Umaru, said his committee, in the course of the investigative hearing, had earlier invited the Nigerian Army, Department of State Security (DSS) and the Police, to know if the establishment of Peace Corps could pose any security threat to the country.


It could be recalled that, the Nigerian Peace Corps Bill was passed at both Houses of the National Assembly in 2016, and a conference committee of both chambers inaugurated to harmonize the 2 versions of the Bill.

While the House of Representatives adopted its report in January 2017, the Senate has been preoccupied with alot of issues, ranging from the trial of the National Commandant of Peace Corps, Dickson Akoh, and some undercurrent interests.

To put an end to these, the Senate, during its plenary recently, mandated its standing committee on judiciary to conduct an investigation and subsequently advise the red chamber on the next legislative action

Peace Corps has secured 11 court judgements against Police – Akoh tells Nigerian Senate

The Peace Corps of Nigeria (PCN) said it had secured a total of 11 judgements delivered at various courts in Nigeria against the Nigerian Police Force.
National Commandant of the Corps, Amb. Dr. Dickson Akoh, disclosed this on Tuesday, during the ongoing investigative hearing by the Senate Committee on Judiciary and Human Rights.
Akoh said, at various rulings, the court awarded cost to the Police, running to millions of naira, adding that, the Corps had always urged its lawyers not to enforce the judgements, as the funds won’t come from the pocket of Police but the federal government.
He gave an instance of the ganashee order few weeks ago, where the Court asked the Central Bank of Nigeria (CBN) to deduct the sum of N11.2m from the police account, as judgement debt, in favor of the Peace Corps of Nigeria.
Akoh disclosed that, aside the rulings of the Chief Judge of Federal High Court, Justice Auta, that Police should stop harassing the Corps, “the immediate past Attorney General of the Federation, also wrote series of letters to the security agencies, advising them to leave us alone, citing many court judgements and debts standing against them in court”.
Speaking further, the Peace Corps Boss, drew the attention of the Senate to another N2bn human rights suit currently before Justice Gabriel Kolawole of the Federal High Court, Abuja, which was instituted through the former AGF, Kanu Agabi, when the Police detained him and 49 others, including young nursing mothers, for days.
He told the Senate that, the 90-count charge filed against him by the Police came about, when, after the raid and nothing incriminating was found against him, the Police went to the bank and printed the statement of account of the Incorporated Trustees of the Peace Corps and his personal account.
“Part of the 90-count charge of the police you are hearing is the salaries paid into my account while I was Principal Staff Officer to the Governor of Benue State, before I resigned.
“The N40,000 voluntarily paid into the Trustees account by youths willing to be trained and all monies paid to our Contractors handling supplies of materials needed by the Corps, are all count charges”, Akoh said.
The Senate was, however, shocked when, Akoh revealed that, contrary to insinuations that, his organization was extorting money for award of ranks, it was actually the National Unity and Peace Corps under the leadership of Dr. Chinedu Nneji that was engaging in money-for-ranks deal, adding that, his organization only takes N40,000 for complete uniform and kits, training, feeding and medicare for one month orientation.
He submitted evidences of extortions by Dr. Nneji, which he claimed were parts of the 90-count charge erroneously preferred against him by the Police.
When asked why would the police allow the actual culprit to roam the street while he (Akoh) is being prosecuted, the Peace Corps Boss said the alliance between Nneji and the Police was strong, to the extent that, the IG approved 2 mobile Policemen to guide him wherever he goes.
He accused the Police of grand conspiracy against the Corps and tendered evidences of one of the meetings held at the instance of IGP Idris, where he allegedly sworn in the name of Allah to make sure President Buhari did not sign the Nigerian Peace Corps Bill into law.
Akoh disclosed that, “the Nigerian Police had issued series of reports in the past, after thorough investigation by the former IGP, that our organization is legal and does not constitute security threats.
“Also, in 2013, the ICPC conducted investigation into our activities, especially as it relates to the payment of N40,000 and came out with this report, that our organization was not fraudulent and that the charge was normal for the one month orientation exercise and other materials”.
On the allegation of confrontations, Akoh said the activities of the Corps do not in any way conflict with other security agencies, saying “Peace Corps is not a security outfit, but a youth based organization with activities in educational institutions only”.
“We don’t bear arms, we don’t arrest or prosecute criminals. I don’t know where the conflict or allegation of confrontations is coming from, but I know it did not start with us. Police did same to Road Safety, Civil Defence and other agencies that were established before now”, Akoh submitted.
Meanwhile, the Commandant General of National Unity and Peace Corps (NUPEC), Dr. Chinedu Nneji, has described as untrue, the allegation that he was engaged in money-for-ranks deal, as leveled by Akoh.
When asked by Senator James Manager (Delta South) to react to the allegation, Dr. Nneji said his organization had never collected a penny from anyone before enlistment into the Corps.
He was, however, unable to defend himself when he was confronted with the allegation that he had changed the name of his organization to Nigerian Peace Corps, with website, signposts and identity card bearing same, even when the Senate was not done with the bill yet.
Newspaper publications, where he was addressing press that the Nigerian Senate had mandated him to be National Commandant of yet to be established Nigerian Peace Corps, were also exhibited at the Senate, which the committee Chairman, Senator David Umaru described as “embarrassing.”
Details of allegation of forgery leveled against the Commandant General of National Unity and Peace Corps, Dr. Nneji, last night at the Senate, by the Founder of the Corps, Prof. Humphrey, will be contained in our subsequent report.

The Peace Corps of Nigeria has taken the police authority as well as the Department of State Service (DSS) to court seeking compensation for what its boss suffered in the hands of security agents recently.

The News Agency of Nigeria (NAN) reports that the Federal High Court sitting in Abuja, has fixed May 31 to commence hearing in the enforcement of fundamental human rights suit brought against the Nigeria Police, the SSS and two others.

The report said the suit was filed by the Trustees of the Peace Corps and its national commandant, Dickson Akoh, who demanded N2 billion as compensation.

NAIJ.com reports that Dickson Akoh was recently arrested and allegedly brutalised after a raid on his office.


Some equipment were also reportedly carted away by security agents.

At the hearing on Monday, May 15, Tijani Gazali, counsel to the director-general of the DSS, prayed the court for time to enable him regularise the processes filed on behalf of his client.

Mr. Gazali said that the name of the Director-General of the DSS was omitted in the counter affidavit filed on behalf of his clients.

He urged the court for a short adjournment to enable him correct the anomalies on the counter-affidavit and to specifically reflect the name of the director-general of the DSS.


There was no objection to the application for adjournment, and the judge, Gabriel Kolawole, adjourned the matter until May 31.

The report said the peace corps, in the suit filed by Kanu Agabi, is demanding N2 billion as compensation for the embarrassment caused it by the arrest and detention of its personnel by security operatives.

It is also seeking the court to declare as illegal, unlawful and unconstitutional the arrest of Mr Akoh and other officers as well as the sealing of its headquarters in Abuja and offices in the 36 states.

The corps is also asking that the court should declare that it is entitled to fundamental rights to acquire and own properties, lawful assembly and freedom of movement.

It argues that this is guaranteed under sections 34, 35, 40, 41, and 43 of the 1999 constitution.

The corps also applied for an order compelling the respondents to unseal its headquarters and offices nationwide.


It also asked the court to order the respondents to release properties seized during their unlawful invasion of its office.

It prayed the court for an order of perpetual injunction restraining the respondents from further sealing its office and disrupting its activities, including its meetings and orientation of its members.

The N2 billion-suit by the corps was instituted against the police, the Inspector General of Police, the National Security Adviser, the DSS and its director-general and as well as the Attorney-General of the Federation (AGF).

No one is fighting pcn or whatever, what people are against, is extortion in the name of training whatsoever. He however noted that the Bill could be delayed while the Senate is briefed properly by its Committee on Judiciary before adoption of the Conference Committee Report.

On his part, the Senate President Senator Bukola Saraki said the Senate should implore proper guidelines and consider the status of the Bill in the Green chamber. The matter was referred to Judiciary committee and is expected to report back in two weeks for final consideration before transmitting to The President and Commander-in Chief of the Armed Forces for his assent. There's no extortion anywhere peace corps is an NGO for now and the money paid by the cadets is for officers that will carry out the training, uniforms , training manuals, identification card and many more.... you don't expect the government to sponsor a training for an organisation that's yet to become of one the Government paramilitary.

An Abuja High Court has issued a garnishee order attaching the money belonging to the Nigeria police in the Central Bank of Nigeria (CBN) for the purpose of settlement of judgment debt incurred by the police in the judgment against them.
The garnishee order is directing the police to pay the incorporated trustees of Peace Corps of Nigeria and its National Commandant, Ambassador, Dickson Akoh a sum of N11,270,000 from its account with number 0020054161043 maintained at the CBN.
The N11.2m was awarded in favor of the judgment creditors by the Federal Capital Territory (FCT) High Court in Abuja judgement delivered against the police on March 26,2014.
Although, the judgment was delivered in 2014, the National Commandant of the Peace Corps, Ambassador, Dickson Akoh was said to have prevailed on lawyers not to enforce the judgment in the interest of cordial relationship between his organization, police and other arms of security agencies.
However, the board of PCN was said to have resolved to enforce all the existing judgments against police, in view of the continued antagonism, harassment and intimidation of officers and men of the Corps.
Justice Sylvanus Chinedu Oriji, issued the garnishee order upon an exparte motion argued on behalf of the Peace Corps of Nigeria by Barrister J. E. Chukwuma.
In an enrollment of court order dated March 17,2017, and signed by the judge and the court Senior Registrar, Mr. Akpabio Micheal Brown, the garnishee was issued, so as to satisfy the judgment debt awarded against police and in favour of the creditors comprising Mr Shuaib, Mr Peter Ojoma and miss Joy Obakachi.
The court had in 2010 declared that, the directives, instructions, signals and orders issued to all police zones, officers and agents by police to ban and disrupt the activities of the Peace Corps were Unlawful and unconstitutional.
The court in the judgment declared that the detention of the officers of the Peace Corps at the Force Criminal Investigation Department in Garki and Apo Legislative Quarters police station for a total of 29 days was Unlawful and unconstitutional.
The judgment held that Peace Corps was a bonifide legal association surely authorized by law to carry out its functions with the aim of realizing its aims and objectives and that the seizure of its properties by police was also Unlawful and unconstitutional.
A restraining order was issued by the court against the police from disrupting the lawful activities of the Peace Corps and also ban police from further arresting or detaining the PCN officials.
Apart from the restraining orders, the court imposed a fine of N11.2m on police to be paid to the arrested and detained Peace Corps officers as compensation for the unjust, Unlawful and unconstitutional police action against them.
Meanwhile, the CBN being the custodian of the garnishee is to appear before the court on May 24 to show cause why the garnishee order nisi shall not be made absolute.
The judgment debtors comprising the Inspector General of Police and the Attorney General of the Federation (AGF), are also to appear before the court on May 24 for the same purpose, to show cause why the garnishee order nisi shall not be made absolute.

Today, the Nigerian Senate did not drop the Bill for an Act to establish the Nigerian Peace Corps. The Bill had already passed through 1st, 2nd, public hearing and eventual 3rd Reading while waiting adoption.
Similar to what happened a week ago, the adoption was stepped down (not dropped) because the Chairman, Senate Committee on Interior, Sen. Bayero Nafada was unavoidably absent from the proceedings. This time, the deliberation of the hallowed chamber considered the allegations leveled by the Nigeria Police via the 90 count charge and felt a review before the adoption and eventual transmission to Mr. President, would go a long way to clear the name of the Corps or otherwise. They thus referred the matter to the Committee on Judiciary.
How does the above deliberation balance or correlate with Peace Corps of Nigeria Bill being dropped? Who shattered the dreams of Peace Corps of Nigeria? How has Peace Corps of Nigeria failed? How?

A Federal High Court in Abuja on Thursday directed the Attorney General of the Federation (AGF), Mr Abubakar Malami, to call the Nigeria Police to order by warning the security arm on the consequences of treating courts with levity.

Kolawole’s reaction followed the failure of the police to appear in a case of enforcement of fundamental human rights instituted against it and four others by the Incorporated Trustees of the Peace Corps of Nigeria.
At the resumed hearing of the suit, the Inspector General of Police and the Nigerian Police Force, who are the major defendants in the court action, were not in court and gave no cogent reason.

The AGF, the National Security Adviser, Department of State Services and its Director-General, who are the other defendants in the suit, were represented by Mr Terhemba Agbe.

Kanu Agabi, (SAN), Counsel to the Peace Corps and its National Commandant, had urged the court for an order restraining the police from further taking steps against the plaintiffs in the pending court action.

Agabi had specifically pleaded with the judge to order the police to vacate the corporate headquarters of the Peace Corps in Abuja, which had been sealed off since Feb. 28.

He also asked for an order of court to facilitate the release of the vehicles and other properties of the corps carted away by the police when the office was invaded.

Justice Kolawale expressed displeasure over the absence of the police in court without justifiable reason.

The judge said that the police who were the antagonist in the matter ought to have realised that a case for the enforcement of fundamental human rights ought to be treated with deserved urgency.

“It is an affront to the court for a party in a pending court action to take any further step in such a manner that may affect the foundation of the case.

“To take a further step in a pending court matter outside the court is nothing but self help and the consequence of such action is contempt of proceedings,’’ Kolawole said.

The judge said that his ruling should be served on the police through the office of the AGF to enable the police realise the consequences of treating the court with levity.

He therefore, ordered the AGF and three other defendants to file processes within five days in response to the originating summons of the Peace Corps.

The court adjourned hearing in the matter until May 15.
