The company's briefing notes obtained by our correspondent states that Shell Petroleum Development Company paid about $38 billion as tax and royalty, while its offshore arm, Shell Nigeria Exploration and Production Company paid $6 billion during the same period. The multinational oil company also said it contributed over $164.1 million to the Niger Delta Development Commission last year as required by law. Additionally, $76.3 million was directly invested by the company towards addressing social and economic development challenges in the region, according to the notes. Shell said its gas flaring dropped by over 60 percent between 2002 and 2011 from over 0.6 billion cubic feet a day to about 0.2 bcf/d, adding that flaring intensity was almost halved in the same period, from about 0.80 Mscfd/bbl to 0.45 Mscf/bbl. According to the company, despite the restiveness in the Niger Delta and delays in the Nigerian National Petroleum Corporation contract approval processes, it installed associated gas gathering infrastructure at 36 sites between 2000 and 2011 covering about 65 percent of its associated gas production. It, however, said 18 of these facilities were either vandalized or not commissioned because of the crisis in the Delta region between 2006 and 2010. Shell said: "In May 2010, following improvement in the security situation in the Niger Delta, SPDC resumed work on additional gas gathering projects. By the end of 2011, seven of the vandalized facilities had been completed and work is underway at 17 new sites. "The associated gas to be gathered will be available for use in power stations and by industries. When completed, these projects will extend AGG coverage to more than 90 per cent of the associated gas produced in our operations. The Federal Government has indefinitely suspended the proposed repair work earlier scheduled to begin on the Third Mainland Bridge Sunday. The Lagos Sector Commander of Federal Road Safety Corps (FRSC), Charles Akpabio, said the postponement of the repairs is intended to put more measures in place to ease possible traffic congestion the closure of bridge will create. Mr Akpabio urged all motorists in Lagos to go about their activities and wait for further information on the bridge repair. The FRSC had explained that traffic information would be communicated from time to time via Radio, Television, Newspapers and social media network. The commission said that as the lead agency in traffic management in Nigeria, it had concluded plans to coordinate the various traffic agencies involved in the exercise. He noted that Section 15 of the FRSC Act 2007 clearly stipulated that the operation of the Corps should cover all public roads, adding that the Corps statutory responsibility is to control and enforce traffic regulations on public roads “as we did during the 2008 maintenance work on the Third Mainland Bridge.” The Third Mainland Bridge was to have been closed for about five months beginning Sunday and to be re-opened on November 6, 2012. |

The Lagos State Government on Wednesday said it would ensure free flow of traffic during the repair of Third Mainland Bridge. The Federal Executive Council (FEC) has approved contracts worth N12.14billion for maritime security and mass transportation in the country, including a contract worth N3.238 billion for six security boats. The Number 17 Manta MK ASD boats that will be purchased at N1.57billion The contracts were approved at the FEC meeting on Wednesday, which was presided over by President Goodluck Jonathan, before he proceeded to Belgium. The Minister of Information, Mr Labaran Maku who briefed state house correspondents , said N1.48billion ($9.43m) was for the purchase of two Number 17 Manta MK ASD and one 32M Manta MK ASD in the sum of N1.57billion ($10.451m). Also for the purpose of boosting maritime security, the sum of N233.625million was approved for the procurement of three fast moving security boats. A similar approval was earlier made by the cabinet in May, when FEC approved the procurement of two high speed patrol boats at the cost of N3.72 billion to strengthen the Marine operations of the Nigerian Customs Service. Another N1.737 billion was approved for the Nigerian Customs Service to procure an aircraft to fight smuggling. Other contracts approved at the end of today’s meeting include, another N321.510million for the procurement of four fast moving 40-45 passenger water buses to ease movement of people around the country. Also approved was the sum of N236.666million for the procurement of 12/10 cutter suctions dredger with ancillary equipment. The breakdown of other contract approved by the council shows that N8.325billion was for land reclamation in Abam-Nnuju-Igbiri-Oba-Ojimba-Okujagu-Ama water front and resident supervision consultancy services work. The work is expected to be completed within 24months. As part of the efforts to improve service delivery, under service compact with all Nigerians (Servicom), Ministers and Head of Agencies have been asked to chair Servicom committees in their various ministries and agencies. Mr Maku noted that the committee shall meet every month to review progress and challenges. President Goodluck Jonathan yesterday said he may soon send a bill to the National Assembly on a birth control. Speaking at the inauguration of Chairman and Commissioners of the National Population Commission (NPC) at the Presidential Villa in Abuja, Jonathan urged that religious belief should not frustrate the policy. Former Managing Director of Nigeria Brewery PLC, Chief Festus Odumegwu, was inaugurated as Chairman of the Commission and 22 out of 23 appointed Commissioners took the oath of Office and oath of Allegiance. The President noted that Nigeria would not be the first country to make a law on birth control, adding that the issue of population regulation is very sensitive. He said government cannot fold its arms until the country’s population becomes uncontrollable. The President assured that government would carry out enough sensitisation before making the law controlling birth and population. He also directed the NPC team to begin advocacy on birth control and promised government support and funding. His words, “For us to plan properly, we must manage our population, but it is extremely sensitive, we are extremely religious people, either you are a Christian or Moslem. “Both Christians and Moslems and even traditionalists believe that children are God’s gifts to man, so it is difficult for you to tell any Nigerian to limit the number of their children because they are gifts of God. “It is a very sensitive thing but we must begin to think about it. We must begin to think about how we manage it “The key thing is that how you will through your advocacy come up with plans and programmes that as a way of advocacy you begin to encourage Nigerians to have the number of children they can manage before government comes up with clear policies and guidelines. “First and foremost is the personal consciousness that people should get the family they can manage. “Sometimes you get to somebody’s house living in a well furnished duplex. The husband and wife there may have two, three four children. The maiguard guiding them have nine children. That is the scenario you have. “That means there is a segment of the population that knows that you must get a number that you can manage but the other segment of the population don’t. “If you are use to military barracks you see that the officers, General this, Major General this, Brigadier this, Colonel this have three, five children but those that have no rank have eight, twelve. “This is the scenario. The people up, probably because of their level of education know that they must control their population, but the people down, because of the level of exposure and education are still not aware that you must control your population. “So first and foremost, before government comes up with regulations, guidelines or laws, Nigerians must be made to know that we cannot continue to procreate and procreate even though we know children are God’s gifts’’. By Patrick Ugeh The original Russian firm that constructed Ajaokuta Steel Company Limited, TPE, may take over the company next month, according to the Minister of Mines and Steel Development, Mr. Musa Mohammed Sada. He disclosed this Tuesday in Abuja, at the Ministerial press briefing to mark the 2012 National Democracy Day and first anniversary of President Goodluck Jonathan in office. Sada said the original builders of the steel plant had indicated interest to invest in it, pointing out that should the judgement in the case with the former Indian concessionaires, Global Infrastructure Holdings Limited, go in favour of the Federal Government, TPE would get the company and begin the process of modernising and computerising it. According to him, the ruling in the suit would be given by the end of this month, and if it turned out to be in favour of the Federal Government, President Jonathan would make an important announcement on the new direction of the steel company. “We may get the ruling on the arbitration by the end of this month,” Sada said: “The initial builders of the plant are still interested. If we get the ruling tomorrow, Mr President will announce a decision on it within one week.” Lamenting that the company had been privatised three times and failed three times, the minister attributed the failure to the fact that there were no proper guidelines and laws to safeguard the interest of the country. He said the flaws were being rectified and that henceforth, the Federal Government would take control of the process and ensure that things were done properly. Already, 90 per cent of the 1.9 million tonnes of liquid steel per year of the steel plant had been completed.
