I have rated good public service leadership in Nigeria and this is my table , current and ex governors included ;

Some random truths arranged in no particular order:

The worst leaders Nigeria (President and Govs) ever had were Shagari, Goodluck Jonathan, Odilli and Abacha.
Abacha was better than the other two in terms of leadership skills but his blood thirstiness and over reaction to opposition spoilt everything. Odilli had talent but extremely selfish and corrupt.

Shagari and Jonathan should never ever have been made President - they were weak and confused throughout their terms.
Igbinedion, Orji, and all the PDP middle belt governors under Jonathan were the worst governors in Nigeria ever.
Igbinedion in particular not only had ZERO leadership skills, his IQ was also below average.

Odilli was probably the most corrupt governor in any third world country on earth yet he had more leadership talent than most Nigerian leaders you compare him with. Just a spoilt , evil man who wasted good talent.

Shonekan did a lot quietly for the Nigerian economy but was cut too short in office by Abacha.

The IBOs don't encourage good leadership. Their culture in politics is too selfish, materialistic, cultic and exclusive. It is very difficult for that region to bring good materials into the political class. They should stick to trading and quick returns manufacturing

The Cross Rivers/Akwa Ibom axes has the most creative, hardworking and progressive Nigerians in public service, Every assignment they are given locally or nationally is always executed to first class standards. The examples are many- Isong, Ani, Duke, Ayade, Udoma, etc, c. So many more. Even now, Buhari works better and trust the Minister of National Planning and Budget than any other.

The Niger Delta has very counter progressive culture. They are extremely lazy, weak minded, emotional, sentimental and are not capable of the discipline and endurance necessary for success. They have short term view of life and are not viable as a people.

The North is the most retrogressive Nigerian region. Lazy politicians with feelings of entitlement, too exclusive of millions of their people who they call Almajiris. Institutionalised corruption and nepotism. Buhari has a great deal of work to DO to prepare the region for the 21st century. It has nothing to do with religion- Dubai and most of UAE is ready for 2 1st century. Turkey is already there . Iran and Pakistan are moving fast.
