it's not about annual budget it's about annual revenue. Nigeria can even pay 1m to each citizen considering its revenue sources, base & records. our probs is corruption. When a single person loots in billions of dollars what do you expect? Driving a single car that worth over 25million. Now when it affects the common man there's always an excuse.
