Vice President Goodluck Jonathan will remain Nigeria's acting head of state until parliament reverses a resolution giving him executive powers, Information Minister Dora Akunyili said on Thursday.

Dora Akunyili
"He cannot go back to Vice President until the National Assembly reverses their resolution that made him acting president, which was even supported by the Federal Executive Council and more importantly by most Nigerians," Akunyili told Reuters.

Politics › No Leads Yet On Dipo Dina’s Killers, Says Police Boss by Pharoh(op): 6:51pm On Feb 25, 2010
On Wednesday February 24, 2010, the new Assistant Inspector-General (AIG) of Police in charge of Zone 2, Azubuko Udah, said there are still no clear leads in finding the killers of Dipo Dina, the Action Congress 2007 Ogun State gubernatorial aspirant, killed on January 25, 2010.

Speaking on his maiden visit to the Lagos State Police Command, Mr. Udah said though some arrests have been made, the police are still dependant on the public coming forward with information to assist them unravel the murder.

“The Ogun State Police Command, which started investigating the case, have been joined by Zone 2 and the Force CID. Some arrests have been made and investigations are ongoing. It is just a matter of time. But we need people with information to come forward to help us,” Mr. Udah appealed.

Mr. Udah, who oversees both the Lagos and Ogun State Police Commands, acknowledged that the Police are deficient in the use of forensic science in investigating crimes. He, however, said for important cases, the police have the option of going abroad to get forensic help.

Receiving the new AIG who was formerly the AIG, Zone 6, Calabar, the Lagos State Commissioner of Police, Marvel Akpoyibo, said despite Lagos State being a mega-city having many security challenges, his Command having 28,134 personnel, has been able to reduce crime considerably.

“Lagos, being a mega city, crime is naturally expected to be on the increase. But in the spate of one year eight months, crimes like bank robberies, which were frequent before, are now a thing of the past. We have also successfully cracked all recorded kidnap cases. And we keep saying to criminals to either repent or stay out of Lagos,” he said.

Mr. Akpoyibo decried the “acute accommodation shortage” of police officers, many who, while living outside the barracks, have become victims of criminal attacks. He also asked for more equipment to ensure the current tempo in crime fighting is upheld.

Responding, Mr. Udah said under his watch “the tempo will not only be sustained but crime rate will be lower than in any developed country in the world.” Mr. Udah said it is only police officers “without the fear of God and self-esteem” who are found committing the same offences they are bound to enforce, like extort money from motorists. He said he would deal decisively with offenders.

Mr. Udah also asked the public to give the Police a chance to show they are capable of protecting lives and property by always coming forward with useful information, leads and tips which will assist the Police in their work.

Politics › Representatives Throw Out Bill On Corruption With The Speed Of Light. by Pharoh(op): 6:49pm On Feb 25, 2010
The anti-corruption crusade in the country suffered a major setback as members of the House of Representatives rejected a bill, which sought to provide legal framework for the seizure, management and forfeiture of property as well as proceeds derived from unlawful activities.

It is titled, ‘A bill for an Act to make provisions for the restraint and civil forfeiture of property derived from unlawful activity and any instrumentalities used or intended to be used in the commission of unlawful activities; to make provision for the investigation of benefit derived from corruption, money laundering and instrumentalities.’ The bill was sponsored by the Economic and Financial Crimes Commission(EFCC) with a view to giving the anti-corruption war a boost.

Curiously, the bill was defeated, even though only 2, out of about 20 members of the House that contributed to the debate on its general principle spoke against it, a development which forced the speaker, Dimeji Bankole, to exclaim “interesting House of Representatives,” after putting it to vote.

Leading debate earlier on the bill, House leader, Tunde Akogun, said corruption is the bane of development in the country, especially when viewed against the backdrop of increasing spate of organised crimes, particularly economic and financial crimes.

He noted that, if passed, the bill would enable relevant agencies to apply for court order to preserve property which is likely to be subject of forfeiture suit from being otherwise disposed off by criminal suspects.

Abike Dabiri Erewa (AC, Lagos) called for moral reorientation among Nigerians and that Nigerians should be made not to think about monetary values all the time.

Sani Sale Minjibir (ANPP, Kano) said the nation would not witness peace if corruption is allowed to continue.

Nnenna Ukeje (PDP, Abia) and Olukolu Ganiyu (AC, Lagos) said that the fight against corruption should be waged frontally if the country must achieve positive results.

Opposing the bill, Matthew Omegara (PDP, Imo), argued that the bill, if passed, would give the police and other security agencies excessive power to harass Nigerians.

“If we pass this bill, I foresee a situation where a hard working Nigerian who has made his money may become a victim in the hands of the police and other security agencies who will harass him to declare where he got his money, even though he has been working hard,” he said.

Failure of lobby

Others who spoke on the bill include Abdul Ningi (PDP,Bauchi), Peace Nnaji (PDP, Enugu) and Nelson Alapa (PDP, Benue).

Mr. Bankole was shocked when members voted against the bill, despite the overwhelming support it had. The Speaker hesitated to rule against the bill but could not do otherwise.

The Chairman of the Committee on Drugs, Narcotic and Financial Crimes, Rabe Nasir, did not make any contribution either for or against the bill. His deputy, Bassey Etim, blamed the defeat of the bill on the failure of EFCC to lobby effectively.

He told journalists that EFCC should have organised seminars and workshops to educate members on the technicalities of the bill.

Politics › The Turai Coup D'etat: How Turai Yar’Adua seized power by Pharoh(op): 11:44pm On Feb 24, 2010
The sudden return of Umaru Yar’Adua to Nigeria in the early hours of this morning, which is now being referred to in Abuja as the “Turai coup d’etat,” was long in coming.  Saharareporters had reported persistently that Turai Yar’Adua and her husband’s core political associates and so-called “kitchen cabinet” were afraid of permanently losing power, and the longer Yar’Adua remained sick, the more obvious that reality became. The key plotters of Yar’Adua’s audacious midnight “return” to Abuja, as earlier reported by Saharareporters, are Hajia Turai; James Ibori, the former Delta State Governor; Tanimu Kurfi, Yar’Adua’s Chief Economic Adviser; Adamu Aliero, the Minister for the Federal Capital Territory; and Gen. Sarki Mukhtar(rtd) the National Security Adviser.

The plan involved securing oil blocks allocation to the Chinese government and another gas deal with Russia.  While Yar’adua was away, the hawks succeeded in getting him to “sign” the national Appropriation Bill and also succeeded in approving oil-lifting contracts in December 2009

Although, Yar’adua’s return was carried out by members of the Kitchen cabinet, facts are now emerging as to how the Chief of Army Staff (COAS), Lieutenant General Abdulrahman Bello Dambazau, was co-opted into the deal that saw the deployment of two battalions in Abuja last night.  According to a petition sighted by Saharareporters, the COAS, through the Ministry of Defence, had awarded “Peacekeeping” contracts worth N9 billion to fictitious companies reportedly owned by James Ibori, an Isreali arms supplier, Alon Neiken (the owner of Megaplaza in Lagos) and himself (Dambazau). Four companies: HIS Nigeria, Nurit International, Yommy Logistics, Mass International, Arsenal International and M-2 International, were reportedly involved in the scandalous contract.

Yar’Adua’s core loyalists from the office of the NSA used the petition to confront Dambazau, it had been submitted to the EFCC and copied, to the NSA last Monday. The team with their knowledge of the peacekeeping contracts blackmailed him.  Dambazua, a Lieutenant General in the Nigerian Army, reportedly objected to earlier calls to take over power and fought back initially.  But he soon gave in and started taking orders from Yar’Adua’s ADC, Mustapha Onoedieva and an army infantry colonel, to deploy troops without question. Neither Goodluck Jonathan, neither the DG of State Security Services nor the Inspector-General of Police knew what was going on.

Since Yar’Adua’s return to Nigeria this morning, members of the kitchen cabinet have engaged in several manoeuvres as a way of moving forward.  They include trying to dissolve the cabinet today, but that plot was shelved because they knew that would be impossible without Yar’Adua putting up a physical appearance to explain himself to the nation or approach the Nigerian Senate to approve of new ministers.

Saharareporters had reported that Yar’Adua’s return would mean that he will “go to sleep” upon arrival while his minions figure out what to do about him.  That situation has not necessarily changed, given all the trouble Team Turai has taken to ensure nobody meets sees Yar’adua in the foreseeable future, if anyone ever does. The residence where Yar’adua lie comatose has been medically fortified and secured by Nigerian soldiers and access is highly restricted.  Our sources said several medical doctors imported from Saudi Arabia would manage Yar’adua’s so-called “recuperation”. There is no timeline for how long this would last but sources said it will be on for as long as the associates to hold the farce in place.

Meanwhile, Saharareporters has learned that the sudden return of Yar’Adua was as a result of the decision of the Saudi authorities to minimize the diplomatic pressure that his indefinite stay in the Kingdom was inflicting on them.

Also, Yar’Adua’s wife chose to move him out of Jeddah yesterday because some of the Ministers visiting the kingdom were insisting on seeing him, going through the Saudi government.  Sources in Saudi Arabia told Saharareporters that Turai had contacted the Minister of Foreign Affairs, Ojo Maduekwe, to delay the trip and re-route the six-ministers to Riyadh first.

That was contrary to the original plan of the Federal Executive Council for the six-man team first to visit Yar’Adua in Jeddah, and then make a “Thank You” visit to the King of Saudi Arabia before returning home.  Maduekwe, playing his part in Turai’s script, connived with Aviation officials at the Presidency to delay the trip by one day. By the next day and to the utter shock of the other cabinet ministers who took the decision to send the team to Saudi Arabia, Maduekwe had unilaterally changed both the mission of the team and its itinerary.

Meanwhile, the time Maduekwe had bought for Team Turai was being taken advantage of.  Thus, by the time the FEC delegation arrived in Saudi Arabia, Turai had succeeded in packaging Yar’Adua into an air ambulance and left for Abuja. The Ministers—besides Maduekwe—were shocked, and found themselves scampering back to Nigeria early this morning.

Yar’Adua’s arrival was a dramatic display of desperation and power-grab by his wife and 10 other acolytes who have vowed never to allow Goodluck Jonathan to be President even for one day.
Their plan is to use Yar’Adua’s “presence” to commit as a trump card to ensure that Jonathan’s tenure does not gain any traction, and it has not escaped Nigerians that this morning’s statement by the presidency did not once refer to Jonathan in his acting capacity.  An e-mail heralding Yar’Adua’s return, which was sent by Turai and partly written in Hausa to his foot soldiers shows that she was having difficulties reaching some of them. This is probably because she had announced to them that her ticket to power and privilege, Yar’Adua, would be back in 10 days, but she was six days early!

Several sources in Abuja have told Saharareporters that the game has changed and that Turai has fully taken charge of the government, a situation that seems confirmed by Jonathan’s announcement that she will meet with her this evening.  Our sources also say that she is on a mission of vengeance and her co-kitchen cabinet members are no longer hiding their confidence and pre-eminence. And to demonstrate their confidence, the former Attorney General of the Federation, Michael Aondokaa, is said to be returning from self-exile in a matter of days, a kitchen cabinet source told Saharareporters.

Tension is high amongst government ministers as rumors circulate that their replacement would happen in the fullness of time.

Meanwhile, no one has seen or heard from Yar’Adua officially since his secretive return early this morning except the snippet of controlled information passed on to diplomats claiming that Yar’Adua was only resting because of the long flight and another group claiming that they saw him walk into the Ambulance or descend from the air Ambulance by himself.

The National Assembly is keeping mum as to how they interprete Yar’Adua’s return in view f their resolutions installing Jonathan as **Acting President, but a highly-placed lawmaker told Saharareporters that Yar’adua’s return early today was to disrupt the Wednesday FEC meeting that might have declared him incapacitated if he had not returned.

Tensions are understandably high in government circles, with the definite possibility of a coup in the air.  Several Saharareporters sources seem to feel the tension, as they speak in whispers.  But a military coup, as opposed to today’s civilian version by Turai, could be expensive for Nigeria.  Niger Delta militants and some Igbo groups told Saharareporters today that should they hear those two words, “Fellow Nigerians,” by which coups are usually announced, they may not be a part of Nigeria as it is currently known.

Section 109 which coffers the same discretion on state governors was equally amended to make it mandatory for them to transmit a written declaration.

This was pursuant to the conclusion of the debate and subsequent voting on provisions of the Sections during plenary.

Those pencilled down for sack are Information Minister, Dora Akunyili, Foreign Affairs minister, Ojo Maduekwe.

Also the jobs of Tanimu Kurfi, Economic Adviser, and Agriculture minister, Abba Ruma are at stake as Turai is of the view they did not do enough to stop Jonathan.

Turai is opening a pandoras box she wont be able to close.

This is Fulani way of operation. They always run monarchical system. . . even in a democracy.
Sure turai does not have executive power but she can always say to goodluck that she is receiving instructions from her husband which the acting president has no option but to obey. Goodluck became the acting president of nigeria without a constitutional backing so it is illegal and he does not have executive power as such.

He can only become acting president if the provision of section 143 of the constitution has been fulfilled.

Politics › No Contact Between Goodluck And Yar'adua by Pharoh(op): 8:10pm On Feb 24, 2010
The acting president, Goodluck Jonathan, has not seen or spoken to President Yar’Adua since he returned to the country. A very highly placed source in Aso rock revealed this exclusively to NEXT on Wednesday, adding that a political stalemate is in the offing between the two men.

The source confirmed that Mr. Jonathan was completely unaware of the president’s homecoming until just a few hours before his plane landed in Abuja. In addition, all the security and army personnel that were dispatched to the airport did not receive their orders from the acting president’s office.

Two army units, the 4th battalion and Guards brigade, were deployed to secure the road leading to the airport and escort the presidential convoy back to Aso Rock. 25 vehicles were assigned and 300 armed soldiers were selected for the assignment, yet the acting president and de facto commander-in-chief was completely oblivious of the operation, the source said.

“Apart from the president, there are only three other people that could have convened the military so quickly, the CDS, COAS and the president’s ADC."

Just before midnight on Tuesday, the military units sealed off the presidential wing of the airport and cordoned the area, ordering all airport staff to move to the international wing. The airport was sealed from journalists and other visitors who had begun to throng at the presidential wing.

No FEC

As soon as the acting president got wind that the president had landed he decided that the federal executive council meeting, scheduled for Wednesday morning, would no longer hold. This was communicated to the ministers who were informed that a private meeting in Mr. Jonathan’s conference rooms would replace the weekly strategy meeting. At around 9.30, the president’s aide-de-camp and chief of security operations were seen acting as sentries at the meeting doors. No cabinet member turned up as they had all been previously informed that the meeting would not hold.

A minister confirmed that the instruction to postpone the FEC meeting came from Jonathan.
“I received a call at about 8.30 from his secretary saying that our meeting would be postponed,” the minister said. “I was asked to come directly to the conference room by 2 where they would explain why the meeting did not hold.”

The minister went on to say that many of his colleagues did not know about the nighttime arrival of the ailing president until the following morning.

“Some of us were hearing it from you people in the media as of this morning,” the minister said. “As for me, I have not spoken to him since he left and that remains so.”

Turai meeting

Following the impromptu meeting at 2 o’clock, Dora Akunyili, the minister of information, gave a quick briefing, stating that the Acting President would be meeting with the First Lady on Wednesday evening. This meeting, the source said, is an attempt to stave off a crisis.

The source said that until the Acting President meets with the President, there will be a political stalemate.
“Until the Acting President receives a secure directive from the President, the executive council cannot fulfil its duties,” the source said.
Politics › Turai Checkmates Jonathan by Pharoh(op): 8:01pm On Feb 24, 2010
The handlers of the ailing President Umaru Yar'Adua who sneaked him into the country in the wee hours of today have not wasted any time in trying to wrest power from Acting President Goodluck Jonathan.

Unconfirmed reports speak of plans to make him resign if he doesn't toe the line now being drawn by Turai Yar'Adua who is now effectively in charge of the presidency. A number of ministers who were deemed to have been disloyal to Mr Yar'Adua, are also slated to be sacked, and Dora Akunyili is said to be top on that list.

A source in Aso rock confirmed that officials of the State Security Service had this afternoon gone into the office of Mr Jonathan and conducted a thorough search although it is not immediately clear what they were looking for. They were allegedly working under the directives of Mrs Yar'Adua.

Only a few hours after he arrived the country, and while he lies convalescing in a ‘clinic', aides to the President began systematically to divest Mr Jonathan of any opportunity to exercise the powers of the presidency. He has been denied access to the President and to any information that will keep him abreast of the unfolding drama. Sources say he is barely managing to avoid embarrassment as events keep changing around him and he only gets to hear of the changes after they were announced.

As early as 11.31am, while he prepared for the weekly meeting of the Executive Council of the Federation, a security detail entered the chambers and immediately secured the president's chair to prevent Mr Jonathan from sitting on it. Less than one hour later, the Secretary to the Government of the Federation Yayale Ahmed announced that the Council meeting has been postponed. Instead, Mr Jonathan was scheduled to have a private meeting with the ministers. That meeting eventually lasted less than 10 minutes and the confusion was evident in the faces of some of the ministers who appeared to be sleep walking .

As part of the process of demoting Mr Jonathan, Presidential spokesperson, Segun Adeniyi has announced that from now on the Acting president will revert back to his previous status of vice President, although he will still need to hold the fort while the President recuperates.

However, there are indications that none of this is happening with Mr Jonathan's consent as he remained locked out of the decision making process. Although no one has come out to say he is under house arrest, sources say after the search of his office, the Acting president was effectively kept apart and the coterie of visitors that has been around him in the last two weeks is no longer evident.

As a sign that Mrs Yar'Adua is now in charge of running the presidency, the Acting President has been scheduled to meet with her this evening, and sources say the fate of Mr Jonathan may depend on how that meeting goes.

US concerns

The United States of America has raised concern over the sudden return of Mr Yar'Adua. A statement from its mission in Abuja today warns that the President's return may create chaos in the nation's polity. According to Johnnie Carson, the US Under-Secretary of State on African Affairs, the US government hopes that, "President Yar'Adua's return to Nigeria is not an effort by his senior advisors to upset Nigeria's stability and create renewed uncertainty in the democratic process."

The statement also touched on the president's health: "We hope that his health is sufficient to enable him to fully resume his official duties," Mr Carson said, adding, "Nigeria needs a strong, healthy, and effective leader to ensure the stability of the country and to manage Nigeria's many political, economic and security challenges."

Some celebrate

Residents of Katsina, the home state of the president, yesterday came out in their thousands to celebrate the return of Mr Yar'Adua from Saudi Arabia. He was flown into the country from Saudi Arabia in an air ambulance Number HZM55A at about 1.47 a.m. yesterday.

Security sources say Mr Yar'Adua was forced to relocate to Nigeria from Saudi Arabia following the decision of the Saudi government to avoid mounting diplomatic crisis.

Status quo

The House of Representatives announced yesterday that it still recognises Mr Jonathan as the Acting President of Nigeria. According to the chairman, Rules and Business, Eta Inang, the status of Mr. Jonathan has not changed. Also, at about 5pm today, the Conference of Nigeria Political Parties welcomed the president into the country, but note that the manner of his arrival clearly indicates that he is too incapacitated to rule. However, a statement from the Peoples Democratic Party which also welcomed the President, praised Mr Goodluck Jonathan for holding the fort during the three months of the President's absence.

AMIDST palpable confusion that enveloped Aso Rock, following the arrival of recuperating President Umaru Yar’Adua, the outcome of a meeting convened by Acting President Goodluck Jonathan in the place of the weekly Federal Executive Council, FEC, meeting, which he earlier postponed, revealed that since the arrival of Yar’Adua, Jonathan was yet to set his eyes on him.

However aides of the President have briefed the Acting President on the secretive arrival of the first family in Nigeria, which saw the deployment of heavily armed men and women of the elite guard, the Presidential Guards Brigade, a development reminiscence of a war situation.

Investigation by Vanguard revealed that despite the hurry return of President Yar’Adua to Nigeria, apparently to avert a looming impeachment; the President will continue to be incommunicado for a long time, as he was still undergoing serious but intensive medication.

It was learnt that apart from the his doctors, wife, Hajiya Turai Yar’Adua, the Chief Security Officer, Mr Yusuf Tilde, the Aid-de-Camp, ADC, Colonel Mustapha Onoyiveta and perhaps children, no nobody, no matter how highly placed, may be able to see the ailing President.

Following the inability of Jonathan to see his ailing boss, despite the short distance of few meters in the Presidential Villa, a meeting was scheduled for yesterday evening between Jonathan and the First Lady, Turai, obviously to discuss grey areas of who heads the Nigeria government with full executive powers.

Secretary to the Government of the Federation, SGF, Alhaji Yayale Ahmed, who headed a six-man team to Saudi Arabia, which returned yesterday, had officially announced to cabinet members that the Jonathan directed the immediate postponement of the FEC meeting, after ministers had waited in vain for over two hours.

“Honourable Ministers, Ladies and gentlemen, the Acting President has directed that this (FEC) meeting be postponed till further notice. He has asked that you go back to your respective offices. However, there will be a meeting by 2:00 pm in his conference room. It is mandatory for ministers to attend”, he said.

Minister of Information and Communication, Professor Dora Akunyili, who briefed State House Correspondents at the end of a brief meeting between Jonathan and all cabinet members, disclosed that apart from the Acting President none of them, ministers has been able to set their eyes on Yar’Adua, development she believed could be frustrating; even as she calls for more prayers for the country and the president.

“He invited us for a meeting in his meeting room at 2:00 pm and when we came he told us that the president has returned, he has been briefed by the aides of Mr President and that he hopes to see the wife of the president this evening and that when we meet next week, we will be briefed on the outcome of the report of the Saudi Arabia trip by the members of council. And when he is eventually briefed by our President, he will call us again”.

It was further learnt that the Acting President, in the mood of the nation, may have shelved many official engagement within and outside the Aso Rock, until and when the current but deepening political quagmire nomalises.

A Minister who agreed to speak on the condition of anonymity said the move by the Acting President to meet with Ministers and assure them that there is an end to the ongoing political intrigues in the presidency was a smart and a matured one by him, perhaps to douse rising tension among actors, in the emerging scenario.
