Did you even read the administrative review procedure in the Tier 4 policy guidance that I suggested that you should read earlier? If you did, you wouldn't need to ask these questions and you would have known that it is a normal process (in a successful administrative review) for the applicant's passport to be requested for the Entry Clearance to be issued and for the refusal decision to be overturned, provided your application didn't fail on other grounds because it is not enough just to ask them to issue you an entry clearance because you proved and made them realize that they made a mistake in assessing your CAS but didn't score points for maintenance (and in such a case they could admit their error in assessing the CAS but still refuse the application on another ground - not scoring enough points, 10 points, for maintenance). So, it is my hope that your bank statement at the time of your initial application was OK. This indicates that they're working on your administrative review application. This is one of the reasons why I just love the UK's Points Based System - Administrative review. Unlike in other Visa categories that aren't really Points-based. If you still haven't read the Tier 4 policy guidance, I suggest you read it. Good luck and take care Sir/Madam. smiley

I'm new to this forum and I would like some help please. I was recently refused for tier4 visa and I have submitted an administrative review form. I was refused as the ECO claimed I had not payed any of my course fees even though my CAS showed all course fees were paid. Furthermore the ECO quotes the wrong fee in the refusal leading me to believe he looked at the wrong CAS when making his decision.
Does anyone know how long the review decision takes. Also would I need to re-submit documents I already submitted with my original application (eg. Bank statement)? Please your answers would be most helpful as I submitted just the form without resubmitting evidence and I am now worried. Thanks in advance.

you can download and read that part on administrative review process. It specifically stated the maximum number of days it takes and you will be contacted if it takes longer than that and the reason for the delay will be explained (but I don't think it'll even get to that in this your own kind of case).

If this is true and as clear as you've explained, please, I beg you to follow up with the administrative review process and ensure that they correct their mistake if they made any. Sometimes, dignity is very important (I guess that is partly the reason why the school wants you to ensure that UKBA corrects their mistake, if that was the case, because it's a stain on a sponsor's reputation - in a way - each time a student they're sponsoring is refused. It sometimes makes it seem like they sponsored someone who isn't genuine or financially qualified). Even if you'll have to re-apply, it should be on record (for future reference if there is any need) that you brought their attention to their mistake. Not doing that means you somehow accepted their decision and mentioning it in future may have little or no evidence of dignity and may just seem like an excuse. This is a points based system for goodness sake! And points should be correctly awarded without sentiments or errors. This is my humble opinion. I may be wrong though. I wish you good luck sir/madam.

As for me, it's not money that is delaying me, but positive responses from potential supervisors, that I contacted (as directed by the application procedures), who need to give their consent (about availability of space) before I can go on to make a formal application.

GiantParrot: Hello forumites, if one's ultimate goal in postgraduate studies is getting a PhD, is a UK taught masters going to be helpful in actualizing that goal? I've been hearing stories about the importance of relevant research experience in obtaining PhD admissions and that US schools for instance do not consider taught masters degrees when evaluating applications for PhD degrees. Does anyone have any info on this? How about UK schools? do they accept taught masters degrees if one intends to go further for a PhD. Your responses will be very helpful. thanks.

I contacted the graduate administrator of a UK university recently, and from the response I got, masters is not a prerequisite for PhD admission, what is most important is to find a potential supervisor who is willing to take you on as his/her PhD student, after contacting the supervisor with your CV attached and being able to convince, with overlapping research interest. But evidence of ability to do research in that area of interest (which I think a research masters-MPhil is enough to show or research work experience) can be an added advantage but not a prerequisite. I don't know much about US schools... "I no get GRE"...lol...

I also want to say few things about a question earlier posted about: if any of the awardees would want to serve the country in Maiduguri. In my honest opinion I think that question is not too fair to Maiduguri as a place, because I believe security or insecurity is not a function of a place or region, and it is not so fair to label a place or region as permanently unsafe. What makes any patriotic Nigerian think that Maiduguri is a place that should be avoided forever? or a place that can't be the safest place in Nigeria in two years from now? I think patriotism (or maybe faith in Nigeria) should make Nigerians hope and wish that everywhere in Nigeria should be crisis-free. If it is about this "you are on your own" mentality, what makes you think it can't be the turn of your state tomorrow? Every human being naturally has the instinct to survive and avoid any perceived danger, if Maiduguri is unsafe, even a Maiduguri indigene may not like to work there while it's unsafe, same with if my own state or city or town is unsafe, I would also not like to work there under that condition, that doesn't mean I don't like my state and same for the Borno state indigene as well and this also applies to a non indigene too to an extent. Maiduguri was once peaceful and I believe it can be peaceful again, let us adopt a mentality of "we are all in this together" and stop tribalizing, politicizing, or regionalizing insecurity and hope that peace returns to all parts of Nigeria. MAIDUGURI CAN BE PEACEFUL AGAIN, WHY CAN'T ANY NIGERIAN WORK THERE THEN? I CAN.

On your reservations about the test, I am fairly in support. But from what I remember, the road signs questions were not up to ten and we had 100 questions in all. There were more questions on english language (more of oral english) and quantitative reasoning than there were on road signs. I do not know of any test that can accurately test people's potential for innovation and development, and I believe that there are tests that would pass for better tests than the one we wrote. But I do not believe that this was your initial contention. What I inferred from your earlier post was that quota should have been taken into account in arriving at decisions. That is what I am totally against. In issues regarding development, I am of the opinion that only those who merit positions should be awarded those positions. Who they are should be completely irrelevant and qualities like trust and patriotism should be preached. The procedure for determining merit is what should be debated. The fact that we made ourselves available for the test and that no one launched a formal complaint about the test after we had written it shows that we tacitly agreed to its being used as a selection criterion even though that agreement may have been inadvertent. Someone on this forum once said that merit should not be sacrificed on the altar of the quota system. I believe this statement is justified by reason and by conscience. If our unity is founded on trading merit for the quota system, then we got it wrong from the beginning.

On PTDF and its impact, I have to tell you that even if one may be unable to measure some form of impact, impact can be felt. I would like you to know that I have had experiences and have done a little informal research on the Nigerian petroleum industry as part of my undergraduate engineering internship project. I speak of the petroleum industry because it is the mainstay of our economy and would therefore provide a good perspective for examining this country. With the PTDF, its goals and its 39 years of existence, one would expect that the engineering aspects of the Nigerian petroleum industry would be largely taken care of by Nigerians. But the reality is that the expatriates have always been and are still the key players in the industry in terms of servicing, production and exploration. President Obasanjo instituted the Nigerian content policy which was aimed at having at least 70% of the operations in the industry to be carried by Nigerians by 2010; The act was signed by President Jonathan in 2010. But there is a scarcity of expertise among Nigerians in the core engineering aspects,as a result we still have less than 40%. From my experience, I can say that almost all the sensitive and critical aspects of engineering is done by expatriates. One can only be forced to ask: where are the PTDF beneficiaries? As for NITDA, although it has existed for 11 years, I must tell you that I heard about it for the first time on this forum. I really can't say if it has had any impact. Again on Oil companies, I would like to ask: What is the most incompetent Oil company in Nigeria? Ans: The federal character based NNPC. I stand corrected.

I plead with you to not take the tone of my writing as an affront on your person. I only wrote this way because I am very serious about what I was trying to pass across. On a friendlier note, Congratulations on being awarded the scholarship.

Although, I didn't know much about the facts that you put forward, but one thing I must say is that: this write up is evidence-based, and I like that (although I honestly can't verify all the facts), I shouldn't lie for love...lol... But I love this to the extent that, if I had no stand or was indifferent about this issue of merit, I would have been more convinced by this (but I actually have a stand, I support merit completely, which actually makes this easier for me to like). This was just so articulate, "on point" etc. I guess GiantParrot would make a good lawyer as well, that's on a lighter note.
I've said it before, Let me just re-emphasize it: Anybody that merit doesn't favour in a situation, still has a chance to work harder to have a good chance to be selected some other time, but in a quota based system, working harder to be better qualified does not improve one's chances, one would probably need to be BORN AGAIN! to another tribe, family, community, state etc. smiley

Check out PTDF after d test selection is based on d test score. WAEC has bin used to shortlist 4 d test y use it again to award d scholarship? Otherwise clearly state dat what u nid are WAEC students with A1 and not first class graduates.

Yes, I was awarded, but that has not successfully made me to shy away from reality, neither has it deceived me to think that this scheme is (or is going to be) the absolute solution to Nigeria's problem if the right infrastructure is not put in place in Nigerian universities and the nation in general, neither has it made me think that the problems of disunity or insecurity can be solved by this scheme or by awarding most or all the scholarships to educationally disadvantaged groups in the country (I don't mind forgoing my own award if that will make Nigerians unite, but we know that may just not be enough), neither has it changed what I stand for, and the reservations I have about altering criteria, the quality of the test, using WAEC results, delaying the final lists etc. (you can read my previous posts to verify), and also, Neither has it changed my belief in the use of merit (I may be wrong to think the use of merit will solve our problems better than the use of quota has done so far, but at least, I have a right to my opinion) despite the fact that, I also respect the rights of people who believe in quota, to their own opinion. As for me, I stand by merit even if it won't favour me & would be the reason why I won't be awarded (even if quota would have favoured me), but how many people who are in of support of quota would still support it, if it won't favour them (even if merit would have favoured them better)? The case of Nigeria is now so serious that, scholarships to 101 citizens with conditions that are not very nice (see guarantor's form for example) can not independently solve Nigeria's numerous problems, other things have to be put in place as well. Thanks for raising those issues anyway grin

I don't want to question ur undastanding of unity, but, I must say that many nigerians have mistaken emotional and unethical "quota-based resource sharing" for federal character and unity in diversity which results in mediocrity rather than merit. What is d essence of paying lip service to unity when our actions are directly tearing the country apart. Let us stand by merit so that our country can develop n ever1 can wait patiently for his/ her time without cutting corners. If a system is fair u don't need to beat it all u nid to do is improve your capabilities and u will benefit frm the system. By improving your capabilities u will directly or indirectly improve ur environment and dats how d development will go round until it circulates our entire nation. The preaching of unity via corrupt practices on the other hand will only lead us to anarchy. No one will develop anytin and mediocrity will carry d day. I want to appeal to this generation of youths to format every iota of deceit already stored in their memories by dis leading generation and embrace a culture of merit which will get us to our desired peak. This thread has so far (in my opinion) been the most decent I've seen on nairaland, with people freely expressing their opinions very responsibly.
I know and understand that anybody who doesn't make the final list will not be very happy to miss this kind of opportunity due to the kind of test we did in Abuja (which I feel, almost everyone would feel that: with much more time could have been answered almost perfectly, and the test didn't really evaluate our abilities in our various fields), despite my reservations about the quality of the test, I want to clearly state here that: I WAS AWARDED THE SCHOLARSHIP WITHOUT "LOBBYING" WITH ANYONE OR INFLUENCING IT IN ANY OTHER WAY. Even if I can't verify the claims of other people, at least I can verify mine, even if others can possibly lie to me, I can't lie to myself. So I'm another 1/101 fraction of the 101 awardees who got the scholarship without knowing anyone to influence it, but God. However, as previously noted, being told a score by anyone does not mean it's the truth, I can't even trust the scores posted by people in this anonymous online forum anymore, how are you sure people are posting their true scores? Or that they aren't trying to arouse sympathy (which is quite easy to get if you post a higher score than you really got) under these circumstances? although, I didn't want to raise any controversy, mention names or say anything about it before, but now, I just want to point one fact out to buttress my point to anyone that has been very observant here that: even here on nairaland, some people have posted different scores on different occasions, which one is their "real score"? ...That is not very consistent, and for that observation alone, I'm sorry I can't trust any PRESSID score posted on nairaland again, and even changed my mind about those I trusted before. But that doesn't mean that all posted scores were wrong anyway.
If WAEC results were truly used, it means that you'll need to know people's "true" waec results before making any judgement. based on what was previously explained, it's possible to score from as low as 5 to as high as 30 from WAEC results and test scores would be multiplied by 0.7 with 70 as the maximum score. so, in a hypothetical situation that someone with a "high test score" such as 80, but with "not a very good" WAEC result and scored just 5 points. That person will then score (80x0.7)+5=56+5=61, even someone who scored 50 (which is an average test score) but has 30points from waec will score higher (65) than the person in that hypothetical situation with a "high" test score. This is not to say that I supported the use of WAEC results (you can read my previous posts to verify) and someone (maybe whizkidy) even said it could be used to defend corruption or nepotism, but I'll prefer to say it this way: it actually makes it more difficult to know the final score because we can't know the quality of the WAEC result of all the candidates, which actually creates more controversies or uncertainties (the fact that I was awarded, should not blur my sense of judgement). So, it's better to actually find out if there are people who intended to study the same course with you that were awarded, but had the same or less scores than you in both the test and/or WAEC results, Then you have a right to complain or protest!. I still feel that we all should have made it, but it may not be too fair (on those who were awarded without any corruption or nepotism) to say it's all a SCAM. Imagine and consider that: there is no criteria that will favour all the 449 as long as it's 101 that'll be selected out of the 449, another criteria (whether quota or merit-based) may favour you but it will always be at the expense of some other people. If I didn't make it too, although I may not have talked or reacted the way you did, but it would surely have pained me too, so, I honestly feel the pain of those that didn't make it. Above all, better things lie ahead of us all whether with PRESSID or not. May God help us all (amen).

Although, I don't think there is one perfect recipe for making a first class honours degree, because I think there are differences in factors which have effects on it such as: an individual's natural ability, personality, habits or quality, nature of the University or department of study (course content, volume, policy etc.), God's grace or favour (some people also describe this as being lucky, fortunate, favoured, blessed etc.) and so on. All these factors may not be the same for everybody & may differ from one undergraduate to the other, notwithstanding, I still think some things are quite general which you should try to apply to your own situation to "walk your own path" and "write your own history". I may not be entirely correct, but I think you need to: develop a very good attitude towards learning, have the right priorities, take every course serious (do each one like you want to get 100%, although you'll fall below that in reality, but not so low like if you set a low target for yourself and fall below it) i.e. Try to score A in almost every course, I repeat, TRY, Also try to know what's important to read and what isn't necessary, extraneous materials might be time consuming and a waste of time. The exams you'll be doing are internal exams, therefore, try to take good notes (or photocopy the notes of classmates that have good notes) and read and master your notes first or materials given to you by your lecturer before reading anything else like old notes, textbooks (if you need to or have the time to do so) and not the other way round (i.e. other materials before your lecturer's material), know that he/she would be the one to set exams and marking schemes. Study and understand each of your lecturers individually, try to know what they emphasize, answers they want and appreciate, be a good psychologist...lol... Be very observant, You can only do all these by attending lectures regularly because that's when you get to know some of their preferences. Read rigorously and try to know when and how you read best, and capitalize on that , but sometimes when your result doesn't reach what you want, just try to know your mistakes and learn from them...I can't say it all or know it all, but you can do it your own way, be the best of yourself... and also more importantly, hope for God's grace. But also remember, I consider it a better prayer to pray for what will be the best for you (because God knows) than to think you know the best (first class honours), and then pray for it. But do the best you truly can and leave the rest to God and pray that he blesses your work with the grade that will be the best for you. May God help us all (amen) grin

GiantParrot: Congrats to all those who made the list; for those who did not make the list I believe there will be more opportunities in future. Your first class will definitely count for something no matter how long it takes, just keep the fire burning. I happen to be among the shortlisted persons who have not applied for admission. I am not aware of any of the 25 schools that is still open for September 2012 admissions or January 2013 admissions. I guess one would have to apply for September 2013. If any one has a contrary or different opinion or information, I would appreciate that you let us know so we can factor that into our upcoming decisions.
The NUC email requested that the shortlisted candidates should come with two guarantors' letters. Who exactly is a guarantor?
Mr Giantparrot: I also had this question about the personality of the guarantor when I saw that information. Or can the guarantor be just anybody? If not, what should his/her qualities, qualification etc be?. Please, anyone who has been able to clarify or verify this from NUC should let us know. Thanks.

Pls guys respond asap as it may not be easy to secure admission in a field not related to your undergraduate course>>>>

Mr Dualprince: This is a clarification that I've needed, ever since I saw the advert. But strictly based on what was in the advert, the use of: "allied" and "etc." shows that other courses apart from the stated ones would be allowed, but they ("allied" and "etc." courses) were not well defined or described. For example, can one register for an MSc, M.Phil or Ph.D degree which has a different name (and could be a universal set e.g. Biology, Zoology, botany etc.) but contains those ones (which are actually subsets e.g. Molecular biology, genetics etc ) specifically stated, and then specialize one's research in any of the areas listed or covered by "allied" or "etc." that they're willing to sponsor?, or must one find a school offering the degrees using the names of, or named with those names listed or those which qualify for "allied" or "etc." in the advert? Please I'll like to hear you thoughts about these, Ladies and gentlemen.

I agree with PhatIon that we all could have been shortlisted and I feel for those that weren't.

@PhatIon, you are not disadvantaged by not having an admission yet. Many that have admission already might have to defer till next year as most schools have already resumed. I am not aware if any schools still have application window opened for this fall but I seriously doubt such exists. I think you can apply to a number of schools for admission including the one you specified for the scheme. The application/ admission process is quite tedious and has it's attendant uncertainties; hence, it is advisable not to put one's eggs in one basket. The chance is higher that one would get at least one successful admission from 3-4 applications.

While it is relieving that the wait is over, it hurts that the days of this forum are numbered. cry cry
@all, your wonderful and insightful comments, ideas, suggestions would remain fresh in my memory. My hope about Nigeria is lifted that there are still a crop of individuals that can still take Nigeria to greater heights. I doff my cap for y'all.

@Mr Silense: Thanks for the advice (about applying to other schools as well because of the inherent uncertainties in almost any admission process). I guess that will be a good idea. It seems the NUC's statement insinuated that too, by using the word: "any", and not using "only one" or "the university you previously selected in your application" etc. in the statement: "apply to any of the top 25 universities approved for the scheme". Or what do you think, ladies and gentlemen?
