At least 20 people including the Political
godfather of former Governor Gabriel Suswam,
and elder statesman, Chief Atoza Ihindan, were
yesterday killed by some unknown gunmen in
Katsina Ala town in Katsina-Ala local government area of the state.
Saturday Sun gathered that Ihindan, a Peoples
Democratic Party, (PDP) stalwart had gone to
inspect a perimeter fence he was building along
Government Secondary School Katsina -Ala at
about 2pm when two armed men, rode on a
motorcycle and shot at him point blank, killing
him on the spot.
Our source said by the time the dust settled,
some people were killed while the gunmen
escaped in the midst of the pandemonium
leaving residents to scamper for safety.
Narrating how Ihindan was killed, a resident who pleaded anonymity said, “They stormed the
place in a commando style, and killed him on the spot.
“The old man was with his aide and a police
escort who had noticed the armed men, and
made desperate effort to defend Chief, but he
was overpowered by the well armed men
because they had superior fire power.
“The gunmen eventually succeeded in killing the
old man after shooting his police escort who was seriously injured and in critical condition at a public hospital in Katsina/ Ala at the moment.”
Our source explained further that after the armed men successfully killed the
septuagenarian and Second Republic lawmaker,
they escaped without any resistance while
noting that some gun men had about the same
time stormed Yoyo Council Ward of Katsina-Ala
and started shooting sporadically in every
direction.
Also, on Thursday night, it was gathered that
some armed bandits were said to have raided a
beer parlour at a Market Square in Tor Donga
area of Katsina- Ala where they killed 12 persons
including a woman, who was the bar attendant
and her one year old baby on the spot.
“After raiding and killing their victims at the
drinking spot, the gang sped off on their
motorbike and continued shooting
indiscriminately at any human being they came
across, or anyone that dared to stop them and
that led to the killing of another seven persons
including a teacher in one of the local schools in
the community.”
At the time of filling this report, it was not clear
whether it’s the same gunmen who had been
going round Katsina-Ala local government and
killing people but within the last 48 hours, more
than 20 persons including a couple who were
having their dinner are said to have been killed
by the yet to be identified gunmen in the area.
Asked who could be responsible for the recent
rise in the spate of killings in the area, our
source said, “no one is sure of anything now,
because so much rumours and stories are flying
but we expect the Police to unravel the mystery
and stop this unending killings in Katsina/Ala
before everyone resort to self help.
“The way we are going, anarchy is looming, the
killing of Chief Ihindan is one too many, we also
recall that a top Police Officer from the Force
Headquarters who was a member of the Task
Force on Kidnapping and cow rustling, on a
special mission to the state was also killed here
few weeks back by unknown armed men.
“As I speak with you there is palpable tension in
the whole of Katsina/ Ala and other neigbouring
towns and communities over the killing of Chief
Ihindan and if something is not done very fast
this might snowball into a major bloodbath”, the
source added.
Meanwhile, the state Governor, Samuel Ortom
has condemned the spate of killings going on in
Katsina- Ala local government area council and
environs in recent times.
In a statement signed by his Special Adviser on
Media and ICT, Tahav Agerzua and made
available to Saturday Sun, the Governor
lamented the trend of assassinations in the area
and described it as unacceptable.
He expressed sadness over the killing of Ihindan
whom he said had a reservoir of knowledge in
politics and would be greatly missed and called
on security agencies to nip the situation in the
bud with a view to bringing the perpetrators of
the dastardly acts to book.
Hindan who is an erstwhile member of the
Benue State House of Assembly left behind three wives, many children and grand children.
When contacted, the State Police Commissioner
Hyacinth Dagala who confirmed the killing of the
septuagenarian disclosed that he was killed
under a tree while inspecting a perimeter fence
on his plot of land with his aide and police
orderly when unidentified men on a motorbike
shot him.
Dagala also disclosed that the command
recorded the killing of a woman and a child by
some unknown gunmen in Tor Donga explaining
that a manhunt for the masterminds of the
killings had already commenced.

A young man in Benue State has been nabbed after he beheaded an elderly man. The end of times is almost at us. That is what comes to mind after a young man in his 30s, identified as Terfa, beheaded an elderly man at his farm in Utonkon village, Otukpo, Benue State, according to Idoma Voice. The man who confessed that a native doctor promised to make money rituals for him if he can provide a human head, according to witnesses, cornered the old man at his farm and beheaded him. It was gathered that the suspect reportedly trailed his victim to his farm today, Monday, July 13, where he cut off his head with a machette. But luck ran out of him when some youths noticed him and apprehended him. On searching his bag, the severed head was found inside. The suspected was handed over to the Otukpo Divisional Police headquarters where the police say it has begun investigations into the case.

THE Rivers State Government has disagreed with the former President of the Nigerian Bar
Association, Chief Olisa Agbakoba (SAN), on the
recognition of Sir Celestine Omehia as an ex-
governor of the state.
The State Governor, Chief Nyesom Wike, had on
June 25, 2015, restored the rights and benefits of
Omehia as a former governor of the state while
hanging his (Omehia) portrait on the wall in the
Government House, Port Harcourt.
Omehia, who was sworn in as the governor of
the state on May 29, 2007, was replaced by Mr.
Rotimi Amaechi on October 25, 2007 through the verdict of the Supreme Court.
Since then, Omehia was not recognised as a
former governor of the state by the immediate
past administration.
Wike’s action seems not to have gone down well
with Agbakoba, who described Omehia’s
recognition as a former governor as useless,
unnecessary and capable of overheating the
system.
But the State Commissioner for Housing and
former spokesman to Omehia, Mr. Emma Okah,
maintained that the state government had the
powers to accord a special privilege to anybody
without reference to any court judgement.
Expressing surprise that the reconciliatory and
uniting action of the state governor could annoy
Agbakoba, Okah said in a statement in Port
Harcourt on Sunday that litigants could still seek
peace outside court ruling as such a step would
heal old wounds.
According to him, “This is purely a political
concession, far away from the courts. There
must be an end to acrimony and bitterness or
politics of hate. As a people, we should
encourage harmony, peace and consensus
building so that we can put the agony of
yesterday behind us and together, move the
state to greater heights.
“In all jurisdictions, litigants can still seek peace
outside the court room or even after judgement
and such agreements calm frayed nerves and
heal wounds better and faster. A time comes
when as leaders, you need to think outside the
box to solve political problems and create
happiness for the people.
“Nigeria did the same for Chief Ernest Shonekan
who headed the Interim Government, which the
Court declared as illegal. In Ekiti State, Governor
Ayo Fayose accorded similar recognition to Chief
Segun Oni, even though the court said he was
not a governor in law. People are happy with
these situations and that of Rivers State cannot
be different.
Okah further said that Agbakoba had more
pressing things to worry about in Nigeria like the
current developments in the National Assembly
where statesmen “like him” were expected to
sound their voice for democracy instead of
dabbling into Rivers politics and its complex
dynamics.
He expressed surprise that as a respected
Senior Advocate who has stood for the down-
trodden over the years, Agbakoba was among
those who kept mute and played no major role
to reprimand Amaechi when his administration
in Rivers State locked the courts and
emasculated the judiciary for over one year.
“Many thought that Chief Agbakoba would have
risen to the occasion, but the plight and agony of
detainees, lawyers, judges, litigants and judicial
stakeholders arising from the closure of courts
could not move him to strongly condemn the
evils that Amaechi inflicted on the judiciary.
“Even the emasculation of the legislative arm of
government by the same Amaechi
administration, who moved their sittings to the
banquet hall of Government House, Port
Harcourt was not enough to catch the attention
of our respected Agbakoba at a time when many
well-meaning Nigerians saw it as an aberration
and embarrassment to democracy,” Okah
added.

Electricity distribution companies must consult
consumers before approaching the Nigerian
Electricity Regulatory Commission for ratification
of any plan to increase tariff, the regulatory
agency has said.
Chairman of NERC, Dr. Sam Amadi, said this
when he hosted a three-man delegation that
came to Nigeria, according to a statement made
available to our correspondent in Abuja on
Sunday, by Head, Public Affairs at NERC, Dr.
Usman Arabi.
Amadi said NERC would ensure that electricity
customers pay only an efficient tariff. This, he
said, accounted for the removal of technical
losses as a component of tariff chargeable by
electricity distribution companies.
He said the commission questioned the
framework that led to huge collection losses
passed to electricity consumers and kicked
against it because it was against international
best practice and encouraged lack of
performance on the part of the distribution
companies.
The NERC boss said electricity distribution
companies must consult with the consumers
before it can approach the commission for tariff
review. He, however, didn’t specify the
modalities or steps a Disco would take in
consulting with consumers within their area of
jurisdiction.
He said, “We want a transparent, participatory
and cost reflective tariff. We have outsourced
the tariff making process to the distribution
companies and provided them strict guidelines.
The regulatory question is about what should be
passed to the consumers.
“One school of thought is legalism and another
is about what is right. So essentially, we ruled
out collection losses and put it at zero.”
He added, “The process of improving power
supply lies with embedded generation. For now,
Ikeja Electricity Distribution Company is making
progress and other distribution companies
would soon follow suit.”
Amadi explained that the industry was between
80 and 85 per cent gas-dependent, adding that
pipeline vandalism has remained a big
challenge.
According to him, the problem of gas shortage is
affecting revenue flow and it if could be
resolved, the issue of cost reflective tariff would
be easily resolved.
He said capacity constraint had remained a
major challenge at the transmission level but
added that the completion of some of the 118
projects listed last year by the Transmission
Company of Nigeria would assist in removing
the bottlenecks.

The Presidency, through the National Salaries,
Incomes and Wages Commission, has directed
the Vice-Chancellor of the Federal University,
Otuoke, Bayelsa State, Prof. Mobolaji Aluko, to
refund over-payment of salaries running into
millions of naira.
The Registrar of the university, David Suowari,
was also directed to refund cumulatively the
sum of N130,692.71 per month in excess of his
due salary.
The over-payments were said to have been
discovered during the commission’s visit to the
institution on May 12, 2015 to carry out
inspection of FUO’s remuneration practices vis-
a-vis the extant government’s pay policy.
The VC and the Registrar were accused of
appropriating certain allowances to themselves
that were not approved by the government.
These concerns were raised in a letter from
NSIWC to Aluko, signed for the Chairman of the
Commission by the Director of Compensation,
Chike Ogbechie.
The commission said, “The findings of the
inspection in respect of your institution (Federal
University, Otuoke) were as follows:
“The Vice-Chancellor was being paid total
emoluments of N1,970,476.76 monthly, whereas
he should not earn more than N922,810.23 if he
were paid furniture allowance en bloc earlier, or
N1,043,176.79 if he were being paid furniture
allowance.
“Much of the difference was attributed to certain
allowances which were not approved by the
government.”
In the case of the Registrar, the commission said
the Registrar was being paid N130,692.71 in
excess of his due salary of N502,580.25.
The commission also said the university
disaggregated its staff salaries, against
government’s policy of pay consolidation. The
NSIWC, therefore, directed the university to stop
“the wrongful practices” and comply with
relevant rules and rates. The commission added,
“We hereby direct the Vice-Chancellor and the
Registrar to refund the cumulative
overpayments made to them.
