What actually went wrong with the $ 9. 7m arms deal? Why was the cash flown to South Africa from Nigeria? Was the money , which South Africa impounded , actually meant for arms purchase ? These are some of the questions which will soon be answered .

President Muhammadu Buhari has promised to probe the Goodluck Jonathan administration’ s deal. He is to take up the issue with President Jacob Zuma.

The cash was seized by South African security men last September as it was being transferred into their country on a private jet by agents of the Federal Government .

Former President Jonathan ’s government claimed that the money was mearnt to puchase arms from private companies in South Africa .

According to the government , Nigeria resorted to private puchase of arms to fight Boko Haram because the United States declined to sell arms to the country, in addition to persuading its allies not to allow sale of arms and ammunition to the country.

But eyebrows were raised about the manner the money was taken to South Africa .

“I will attempt to ask him (President Zuma) about our $9 . 7 million which was not correctly transferred , ” Buhari told Nigerians in South Africa during a meeting with them in Johannesburg to round off his visit to the country for the African Union (AU ) Summit .

He said : “ I’ m told there are 83 Nigerians in prisons, I don ’t know what they have done but I spoke to the President of South Africa this afternoon. He wants to come to Nigeria . There are issues we will talk about, I will certainly talk to him, I hope our ambassador will send a comprehensive report about the court cases, about those who lost properties during the disturbances . ”

The South African authorities froze $9.3 million transported in cash by two Nigerians and an Israeli for arms purchase .

At the time , South Africa said the transaction violated it's laws on movement of cash .

The two Nigerians and an Israeli were arrested at the Lanseria International Airport , Johannesburg, on September 5 in a private jet from Abuja .

The money, stashed in three suitcases , raised suspicion when the passengers ’ luggage were unloaded and put through the scanners.

The National Prosecuting Authority ( NPA) in South Africa said there was an invoice for helicopters and armaments intended to be used in Nigeria .

Two black plastic suitcases, filled with 90 blocks each containing US $100 ,000 in notes, with combination locks , were seized, as well as two pieces of hand luggage also containing US currency, according to City Press.

The Israeli national, Eyal Mesika , had the combination to open the locks. Under South African laws, a person entering or leaving the country is expected to carry cash not exceeding US $2, 300, or the equivalent in foreign currency notes .

The private jet involved belonged to the head of the Christian Association of Nigeria , (CAN ) Pastor Aso Ortisejafor .

Pastor Oritsejafor said the plane was on lease to a third party and he could not be blamed for its schedules.

President Buhari also promised to implement the cardinal policies of his administration.

He said : “ Government is determined to secure the country, manage the economy, create employment and fight corruption.

Nigeria's President Muhammadu Buhari on Saturday said he had directed that $21m, out of the pledge of $100m which Nigeria made to the Multinational Joint Task Force, be released within the next one week.

President Buhari disclosed this while presiding over a meeting of the African Union Peace Security Council at the ongoing 25th AU Summit in Johannesburg, South Africa.

He said he gave the directive based on the decision of the recent extra ordinary summit of the Lake Chad Basin Commission and Benin that $30m should be immediately made available to the MNJTF, which is saddled with the responsibility of fighting the Boko Haram terrorist group.

The President said although, the Boko Haram sect had extended its menace to Nigeria’s neighbours, its activities were not limited to them as terrorism is a global phenomenon.

He said the global nature of terror required all countries to act in brotherhood and partnership and wage war against agents of evil.

He said, “I am pleased to note that Cameroon, Chad and Niger are already showing this attribute by fighting alongside Nigeria under the umbrella of Multinational Joint Task Force to defeat Boko Haram.

“In this regard, the member countries of the Lake Chad Basin Commission and Benin met recently where far-reaching decisions were taken to immediately put into operations the Multinational Joint Task Force.

“To this end, the summit approved the immediate provision of $30m for the Multinational Joint Task Force.

“Consequently, out of the pledge of $100m, which Nigeria made to the Multinational Joint Task Force, I have directed that $21m be released within the next one week.”

He regretted that the continent was inundated with conflicts of diverse forms, including the crisis in Burkina Faso, Mali, Libya, Central Africa Republic, South Sudan, and more recently in Burundi.

Florida rapper arrested and charged in Georgia, after a highway traffic stop uncovered a small amount of marijuana in his car

Rick Ross may call himself the boss but that doesn’t mean he’s above the law. The rapper was arrested on Wednesday 10 June on a misdemeanor marijuana possession charge in Georgia, according to both Billboard and local Atlanta news station WSB-TV.

Ross was allegedly in his car on a highway when he was stopped by a police officer for a window tint violation. The officer smelled marijuana in the car when Ross rolled down one of the offending windows, according to WSB-TV, and later uncovered five marijuana cigarettes in the Bentley.

Ross was charged with one traffic violation and booked on one count of marijuana possession at Georgia’s Fayette county jail, and was “very cooperative” after the arrest, a Sheriffs office spokesperson confirmed to Billboard. Perhaps his past as a corrections officer in his home state of Florida has given Ross an insight into life on both sides of the justice system’s counter.

Billboard reported that Ross was likely to make bail quickly, and as of 7am BST on Thursday 11 June, he was back on Twitter with “hood billionaire” wisdom to impart.

The Minister of Finance and Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, has a word of advice for the incoming government- diversify revenue sources.

Mrs. Okonjo-Iweala, who spoke yesterday in Washington DC, on the theme: “Beyond the oil” at a forum tagged: “A conversation with Ngozi Okonjo-Iweala”, said the result of the rebasing of the economy demonstrated that there are diverse sources of revenue which the government can tap from.

Part of the revelation of that exercise, she said, is that the government can actually increase its revenue profile by depeening and expanding its tax collection drive. In achieving this, she said, the government engaged the services of a foreign tax consultant. The measure brought in additional $500million into its coffers last year.

Mrs. Okonjo-Iweala said if consistently pursued, the measure could fetch the government $3billion over the medium-term.

Mrs. Okonjo-Iweala, who spared no kind word for politicians bent on spending almost everything that comes into the government’s coffers, stressed the need for the government to rebuild its buffers.
She said considerable political will was exerted in the Olusegun Obasanjo administration to set funds aside for the Excess Crude Account and save for the rainy day. The then government was able to pull that through because there was no strong opposition then, pointing out that the vibrant opposition in the present dispensation and the tendency by the governments at the states’ level to always insist on sharing all government revenues, have combined to deplete the Excess Crude Account. “This was not quite right. Sharing of ECA continued, which was not proper,” she said, adding that the depletion continued because the political will the government had changed..

She said the incoming government should also tinker with the option of raising the Value Added Tax (VAT), which in its present five per cent level, she pointed out, is the lowest in the world. Raising the margin by another five per cent, Mrs. Okonjo-Iweala argued, would make a difference in increasing revenue. She said the proposal is already included in the 2015 budget before the National Assembly.

“We can look at other taxes, like the VAT, which is in the budget for 2015. We have the lowest VAT in the world, which can be doubled. This can bring another $3billion into the revenue profile,” Mrs. Okonjo-Iweala said, adding that these steps are needed to drive the economy beyond oil.

She said President Goodluck Jonathan’s position, which she is recommending to the incoming government, is to reverse the ratio of crude oil-Non oil contribution to revenue from 70%-30% in favour of oil, to Non oil- crude oil contribution of 70%-30% in favour of Non-oil over the next 10 years.

Mrs. Okonjo-Iweala, who continually stressed that this year would be particularly difficult for Nigeria, economically, said the hardship occassioned by the drop in crude prices, should serve as an incentive and a wake-up call to diversify the economy, rather than a challenge.

“We shoild see the drop in the price of oil, not as a difficult thing (it is very difficult with the drop in revenue by 50 per cent), but it’s also an opportunity for the country to pursue this diversification agenda,” she stressed.

The Minister, who spoke on a wide range of issues, impressed on the need for the incoming Gen. Muhammadu Buhari administration to build institutions designed to fight corruption.
She called for reforms in the oil sector.

The Nigerian National Petroleum Corporation (NNPC), she said, should be restructutred and the Petroleum Industry Bill should be passed.
Mrs. Okonjo-Iweala’s presentation was witnessed by a one time Lagos State Commissioner for Finance Mr. Wale Edun, Nigeria’s Ambassador to the US, Professor Ade Adefuye, Director of Budget, Dr. Bright Okogu and the former Executive Chairman of the Federal Inland Revenue Service, Mrs. Imoigui Ifueko-Okauru, amongst other personalities. The programme was moderated by Ambassador Princeton N. Lyman, former US Special Envoy for Sudan and South Sudan.

The Benue State Police command on Thursday arrested
a syndicate with over 12,000 Permanent Voters Cards.
Commissioner of Police in the state, Hyacinth Dagala,
confirmed the arrest of the leader of the gang, who
identified himself as Ali Usman. His colleague, Terseer
Wuar, was also arrested.
He said the suspects were arrested with photocopies of
PVCs and would be arraigned in court as soon as
preliminary investigations were completed.
Dagala said the leader (Usman) claimed that he was
working for some big politicians in Abuja under the
umbrella of Northern Youths Forum.
The CP however refused to disclose the parties the
suspects belonged to, noting that it might affect
investigations.
It was learnt that Usman was arrested at Benue Links
motor park as he was trying to leave for Abuja while
Wuar was arrested at a business centre in Makurdi, the
state capital, by the police based on a tip-off.
The state police command had two days ago arrested
four other persons in possession of over 1,000 PVCs in
Makurdi.
