Ibeto cement and purecem never produced cement ..they imported..obasanjo began a backward integration program that only allowed companies to retain their licenses to import only if they showed commitment to building a plant to produce cement locally.. this forced Dangote and BUA to give up importing and rebaging..they decided to build their own plant.. .Ibeto didn't follow and when time was up and Nigeria became self sufficient..their licenses were revoked ..no hard feelings..there is no way FG would allow them to continue imports with scarce Fx
