This is not a new news, it has been in law.

What the NHS is saying is that recruitment agencies for doctors and nurses in the UK can not advertise or run recruitment fairs in Nigeria. They can not support doctors or nurses with their job applications because it is like recruiting them for a job.

Nigerian health professionals need to directly find for jobs for themselves in the Uk, without the help of Recruitment agencies.

In other word, The NHS does not actively recruit from Nigeria but a doctor can apply directly to any employer who need his or her services

As long as a Nigerian doctors passes all required exams, he or she can apply for a job in the Uk. It doesn't break the rules.
