My observation :
Workforce email takes time to get delivered into our mailbox. When I applied, it took them 3 days to send me a mail acknowledging the receipt of my application.

Yesterday evening, I received SMS notification to fill a form, requesting I should check my mail. Subsequently, I checked my mail and refreshed and I found nothing. However, I checked again this morning and it arrived.

It seems they purposely send SMS first for us to be aware before time.

On the issue of page 4, it's general. Probably, they may consider it not necessary for now, hence the reason they locked it.

Advice :
Be checking your mail from time to time time. Possibly, you can send them mail notifying them you haven't got any mail yet.

That is the usual antics. Make registration unbearable down south so that many will not be able to get their pvc. An indirect way of denying some section of the citizens of the country their inalienable rights to vote. This is well calculated. These happened in the south east during jegga era.
