Well, to some extent, you're right.. I've been into some kinda games where people make dirty transactions of billions of dollars with the help of the country's central bank.. A lot of shit is going on.. Once i met a guy who did a transaction of 300m$ through hawala, a transaction the bank never knows about. Dangote right now owns 80% of the Dangote refinery. He had 100% but NNPC forced his hand to sell 20% to them. He never wanted to, but NNPC forced their way since they are the regulator. He knows the shares will be worth triple the amount NNPC paid when the refinery is completed. He will be worth around 35-40 billion dollars when the refinery is commissioned.

NNPC did not force him to sell anything!

He ran to NNPC to buy a stake in it so he could raise some funds to repay loans which were falling due and the refinery had not started generating revenue due to delayed timelines and cost overruns.
