Yes, you need to apply for Permit to Travel Certificate to enter Nigeria on Nigeria Travel portal, https://nitp.ncdc.gov.ng/onboarding/homepage
On the travel portal, you will be asked to pay the sum of N50,400 for post arrival Covid test of the lab of your choice. This test will be on the 7th day of your arrival into Nigeria. Please don't pay any N50k to anyone oo.

No permit of such exist. You only have to register on nitp portal, pay for corona test or you can decide to pay later.

If Kenya airways is lifting people, I of six hour PCR test that UAE required at the airport since is not in any Nigeria Airport. Because I want to go for tourism, this six hours PCR is what is discouraging to move from Nigeria because I need have five days to spent,I don't have time for isolation in Dubai

I only know of Qatar Airways for those booking retuhnr tickets from dubai to Lagos and back. Someone talked about Kenya Airways here, so I guess you are on track.

As regards to 2 years working permit you inquire abt, they longer send direct employment Visa, you will only travel with tourist, when you secure a job, the company that employ will now get you 2 years working permit.
