While total budget for just the 3bedroom flat to finishing is 12m. Though cost is dependent on the quality and type of materials used

wow, I have same three bedroom project going right not. The foundation level was not as sophisticated as what I'm seeing in this project you are handling, no foundation beam and no cantilever. We are at the roofing stage and range of total money spent so far is 6.5m-7m. 3.5m on foundation to level and parapet. Roofing cost over 3m. I wish I had come across this post earlier.

No, a duplex is much more different as the cost implication for it is high as you'll have to do a foundation base, sizes of reinforcement bars ain't thesame as that of bungalow and off course decking too...
