In all of south america you are eligible for PR after two years. South america and mexico. Central america too. The only country I know that's a bit strict is Costa Rica. Their permanent residency is like 5 years.

I am not sure I agree with you certainly not for the UK. There are living expenses to contend with, accommodation. That's a tough ask for anything short of a full scholarship with research assistant work thrown in.

7m is more than enough to get you to a reasonable Asia country, what you’re going to do there though is what I can’t say, but since you have a degree in English, I’d suggest you do some professional courses, get some certifications that can allow you teach English, then venture into Asia, that’s if you don’t have the mindset of It’s either Europe, Canada or America
