Abia State was the only State that didn't repatriate the sister States employees after it's creation while others did. Imo, Ebonyi States including old Eastern States employees were still in Abia State payroll ballooning the monthly salaries and wages to N2.5 billion per month while Ebonyi State's monthly wage bill was N900 million hence the drastical and erratic decision by TA Orji.

The buildings are still there wasting away and he, Donald Duke has not even been able to explain how to put the buildings to use as the one who conceived the project.

All over the world, a massive project as Tinapa comes with a document that shows the plan, the phases, the objectives, cost/benefit analysis, opportunities it offers, scalability, how it will impact other sectors, etc. This helps everybody to buy into the project and successive governments would find it easy to continue or even improve upon. Tinapa looks now like Donald Duke's personal pet vanity project.
