LEGISREPORTS investigations have shown that the lawmakers, especially members of the House of Representatives are in no hurry to consider the supplementary budget bill since they stand nothing new to gain for themselves and because the president’s request for a revisit of the zero allocation for the Securities and Exchange Commission (SEC) does not go down well with them. This online newspaper had reported that the padding of the budget to cover the often bogus and nebulous constituency projects of the lawmakers was a major reason for the imbroglio between the president and the national assembly before the 2013 appropriation was eventually signed into law late February. Other reasons included a unilateral decision of the national assembly to transfer certain recurrent votes to capital projects and the zero allocation to the SEC because the president had refused to sack the commission’s Director General, Ms. Arunma Oteh, as demanded by the House of Representatives. Following strident appeals from concerned stakeholders that the deadlock was hurting the economy, President Jonathan eventually signed the budget with an understanding with leaders of the national assembly to guarantee an expeditious passage of a supplementary appropriation bill that will be submitted to correct certain grey areas. The bill was submitted before the lawmakers of both chambers proceeded on a two weeks Easter break late March. But for one reason or the other, the supplementary bill is yet to be considered by the legislators since resumption of plenary April 16th. In the House of Representatives, it was initially a delay by the budget office to submit detailed copies of the bill to members for consideration and deliberation. But in spite of confirmation by the presiding officer, deputy speaker Emeka Ihedioha in last Thursday’s plenary that the Budget Office had provided the requested details to members there is yet no signal that the green chamber wants to consider the bill expeditiously. In fact, the Chairman, House Committee on Rules and Business, Hon. Albert Sam-Tsokwa, told journalists that he was unaware that the House had received the budget details from the budget office even though his committee has the responsibility of preparing the order and agenda for the business of the House in plenary. Deputy Chairman of the House Committee on media and public affairs, Hon. Victor Ogene gave some insight into why the supplementary bill may suffer non-attention when he told journalists weekend that the House will not take any breach of the 2013 appropriation act by the executive arm of government likely. However, LEGISREPORTS gathered that the cold feet by the representatives towards the supplementary bill is not unconnected to the fact that the fortunes of their constituency projects will not be affected by non-consideration of the amendment being sought by the president. Sources in the know informed our reporter that initial fears by the members that the supplementary appropriation bill would stall execution of their constituency projects faded off when Ministries, Departments and Agencies (MDAs) where such projects were placed in the budget showed signs of implementation after the House in plenary barked at an alleged directive by the Budget Office that implementation should be selective. The minority whip of the House, Hon. Samson Osagie had raised the alarm in plenary that the executive had directed a selective implementation of the 2013 budget, a claim later debunked by the Budget Office. Imokay:1)They are defending the budget to show why funding of an ONGOING project has spilled over from 2014 to 2015...not same year hence cannot be same budget... 2)When is first quarter of 2015 for which the said projects would be ready ![]() 3)An average of $10million monthly does mean that they spend above or below that figure depending on need... 4)Don't shift the goal post...passingshot who's the ridiculous op of this thread said that buhari should be ascribed the success of a project for which he never participated in by way of policy or fiat or funding or anything... how partisan and ridiculous can one get? 5)$550million for local engineers as against what recommended group gave...pricing is fixed before such contracts...how much paid during or as mobilization once it does not jeopardize the work isn't an issue...compare amount paid so far and work done... |

If GEJ had won the Presidential election,I bet u this TAM would have continued with NNPC/Diezani milking us and still tell Nigerians that the refineries would come to LIFE by next year or even 2019! Immediately Govt changed hands NNPC sat up cuz it wasn't business as usual any longer,no wonder Diezani was running up n down looking for ways to meet with Buhari. If her hands wia CLEAN,she wouldn't have been paying pilgrimage to Abdulsalami Abubakar or running to meet up with Buhari on his trip to London. |

IsraeliAIRFORCE:From the links posted by the OP, it's hard to tell, especially that it is reported that the Goodluck administration had plans to sell them to "friends". One theory is that the refineries could deliberately have been stopped from working because of the juicy frauds from subsidy payment. |
