LEGISREPORTS NG- The lackadaisical attitude of the National Assembly towards the supplementary appropriation bill submitted by President Goodluck Jonathan on March 20, 2013 is partly because the interests of the lawmakers largely reflected in constituency projects are already being taken care of in ongoing implementation of the 2013 appropriation act signed into law on February 26.

LEGISREPORTS investigations have shown that the lawmakers, especially members of the House of Representatives are in no hurry to consider the supplementary budget bill since they stand nothing new to gain for themselves and because the president’s request for a revisit of the zero allocation for the Securities and Exchange Commission (SEC) does not go down well with them.

This online newspaper had reported that the padding of the budget to cover the often bogus and nebulous constituency projects of the lawmakers was a major reason for the imbroglio between the president and the national assembly before the 2013 appropriation was eventually signed into law late February.

Other reasons included a unilateral decision of the national assembly to transfer certain recurrent votes to capital projects and the zero allocation to the SEC because the president had refused to sack the commission’s Director General, Ms. Arunma Oteh, as demanded by the House of Representatives.

Following strident appeals from concerned stakeholders that the deadlock was hurting the economy, President Jonathan eventually signed the budget with an understanding with leaders of the national assembly to guarantee an expeditious passage of a supplementary appropriation bill that will be submitted to correct certain grey areas. The bill was submitted before the lawmakers of both chambers proceeded on a two weeks Easter break late March.

But for one reason or the other, the supplementary bill is yet to be considered by the legislators since resumption of plenary April 16th. In the House of Representatives, it was initially a delay by the budget office to submit detailed copies of the bill to members for consideration and deliberation. But in spite of confirmation by the presiding officer, deputy speaker Emeka Ihedioha in last Thursday’s plenary that the Budget Office had provided the requested details to members there is yet no signal that the green chamber wants to consider the bill expeditiously.

In fact, the Chairman, House Committee on Rules and Business, Hon. Albert Sam-Tsokwa, told journalists that he was unaware that the House had received the budget details from the budget office even though his committee has the responsibility of preparing the order and agenda for the business of the House in plenary.

Deputy Chairman of the House Committee on media and public affairs, Hon. Victor Ogene gave some insight into why the supplementary bill may suffer non-attention when he told journalists weekend that the House will not take any breach of the 2013 appropriation act by the executive arm of government likely.

However, LEGISREPORTS gathered that the cold feet by the representatives towards the supplementary bill is not unconnected to the fact that the fortunes of their constituency projects will not be affected by non-consideration of the amendment being sought by the president.

Sources in the know informed our reporter that initial fears by the members that the supplementary appropriation bill would stall execution of their constituency projects faded off when Ministries, Departments and Agencies (MDAs) where such projects were placed in the budget showed signs of implementation after the House in plenary barked at an alleged directive by the Budget Office that implementation should be selective.

The minority whip of the House, Hon. Samson Osagie had raised the alarm in plenary that the executive had directed a selective implementation of the 2013 budget, a claim later debunked by the Budget Office.

Going by the stated sequence of events in our refineries as given by NNPC, is there any link or development in the time past to warrant getting the latest news that our refineries will resume production in July?

The spokesman, Ohi Alegbe, stated that “the operations resume after a successful turn-around-maintenance (overhaul) of their facilities” but they didn’t just want to make noise about it! Who is fooling who?

Let GEJ’s supporters help us answer the following questions?
1. When has TAM of plants become an action conducted in secrecy?
2. When was the TAM awarded and to which company?

Conclusion
I am of the strong opinion that GEJ was completely fooled not only by Diezani and her cohorts but also by the sycophants he surrounded himself with. The man must surely be biting his fingers wherever he is currently. In not making our refineries work, the oil cabals saw a huge avenue to corruptly enrich themselves and they seized the opportunity through oil subsidies.

It is not unknown what PMB’s stand on fuel subsidy is. He has consistently maintained that the oil subsidy was a fraud and that he would look into why our refineries have not worked. The fact of the matter is that, NNPC’s top shots are aware of what PMB knows. The famous quote by Abraham Lincoln is very apt here:
“You can fool some of the people all of the time, and all of the people some of the time, but you can not fool all of the people all of the time.”


I therefore challenge any of GEJ's supporters and sympathizers to prove otherwise.

Guy, God bless you for been this thorough with your research. Whoever ascribes the little positives this country has experienced since May 29th to GEJ is at best being smart by half. I would forever maintain that GEJ is at best a waste of 6yrs in the destiny of Nigeria, and a disgrace to any Nigerian who holds the minimum of a secondary school certificate.

So out of the planned $550 million they have so far spent $320 million and the job is done, this is good on paper but what really happened, duration cut by 50% and expenses by 40%, immediately after change of government. I think that is the crux of the discussion

Op, I must admit. Your argument makes a lot of sense. IF it was a function of the last administration (GEJ) I don't think they would have been telling us in March (gej as president) that we would be having functional refineries by 2016, then all of a sudden back-track and say refineries will be functional in a months time.
I believe there is more to this than we are being told and we can't exclude the fact that it has to do with buhari. This is not about taking sides but examining the facts

At the bolded, I am still gobsmacked and flabbergasted at the sudden change of tune.

.I believe the NNPC and the ministry of petroleum were not sincere about the real state of our refineries. They kept on telling Nigerians that they have signed turnaround maintenance, and yet no work on ground to show for it.In the past administration,we were told that turnaround maintenance takes between 6-12 months,but one wonders how this turnaround maintenance is taking few weeks to do. The bottom line is,our refinery was not as bad as we were made to believe, rather the agents of NNPC and ministry wanted the continuation of petroleum importation for their selfish interest.Its the body language of PMB,that has brought this new development.

If GEJ had won the Presidential election,I bet u this TAM would have continued with NNPC/Diezani milking us and still tell Nigerians that the refineries would come to LIFE by next year or even 2019! Immediately Govt changed hands NNPC sat up cuz it wasn't business as usual any longer,no wonder Diezani was running up n down looking for ways to meet with Buhari. If her hands wia CLEAN,she wouldn't have been paying pilgrimage to Abdulsalami Abubakar or running to meet up with Buhari on his trip to London.

7. March 2015 – NNPC to repair refineries with $550m
The Turn Around Maintenance (TAM) of the nation’s refineries will cost $550million, the Nigerian National Petroleum Corporation (NNPC) said yesterday. The corporation blamed the TAM’s delay on the refusal of the original builders of the four refineries to handle the maintenance contracts.

8. As recent as March 6, 2015 - Refineries’ll be back on stream 2016 –NNPC
Nigerian National Petroleum Corporation, NNPC, yesterday assured that the nation’s four refineries would be fully back on stream in the first quarter of 2016. The corporation also explained why the refineries have not been working optimally, disclosing that NNPC could not afford to pay the outrageous charges of its builders.

The corporation’s Coordinator, Corporate Planning and Strategy, Dr. Tim Okon, disclosed these while updating members of the Senate Committee on Petroleum (Downstream) on activities of the refineries.

Going by the stated sequence of events in our refineries as given by NNPC, is there any link or development in the time past to warrant getting the latest news that our refineries will resume production in July?

The spokesman, Ohi Alegbe, stated that “the operations resume after a successful turn-around-maintenance (overhaul) of their facilities” but they didn’t just want to make noise about it! Who is fooling who?

Let GEJ’s supporters help us answer the following questions?
1. When has TAM of plants become an action conducted in secrecy?
2. When was the TAM awarded and to which company?
3. If local engineers were used, who paid the N99bn that was reported to be needed as recent as last February?

Conclusion
I am of the strong opinion that GEJ was completely fooled not only by Diezani and her cohorts but also by the sycophants he surrounded himself with. The man must surely be biting his fingers wherever he is currently. In not making our refineries work, the oil cabals saw a huge avenue to corruptly enrich themselves and they seized the opportunity through oil subsidies.

It is not unknown what PMB’s stand on fuel subsidy is. He has consistently maintained that the oil subsidy was a fraud and that he would look into why our refineries have not worked. The fact of the matter is that, NNPC’s top shots are aware of what PMB knows. They know him to know the workings of NNPC and our refineries having been a petroleum minister and a former Head of State. As such, it is reasonable to expect the corporation (NNPC) to act differently with him than what they did with GEJ.

The famous quote by Abraham Lincoln is very apt here:
“You can fool some of the people all of the time, and all of the people some of the time, but you can not fool all of the people all of the time.”


I therefore challenge any of GEJ's supporters and sympathizers to prove otherwise.

This PMB supporters self. So why has PMB and APC not reverted the price of PMS back to N65 after all their noise at Ojota in the name of occupy Nigeria. Are they now living with the same thing they protested against ?

Is Buhari's emergence responsible for the actualization of the "partial" turn around maintenance of our refineries?
From the links posted by the OP, it's hard to tell, especially that it is reported that the Goodluck administration had plans to sell them to "friends".

One theory is that the refineries could deliberately have been stopped from working because of the juicy frauds from subsidy payment.

You are the one that is confused. If this maintenance started before the elections, he would have made noise about it.
You are right. We are all witnesses to how Jonathan was listing all his "achievements" during his campaigns. He never, even though he could have lied about it like he usually did, mentioned carrying out any repair in the refineries.
