Emphasis on carrying a road. That's why a plank on a drainage is also a bridge because it carries a road technically.. Why do I have to teach people simple English all the time.

EXPANSION: TO increase the width of an existing road.
RECONSTRUCTION : TO remove old asphalt, grade and reasphalt.
