I dont know where u got ur information from because dats absolutely not true. West Virginia university, morgantown's acceptance is 86%. You need to do your research well.

U need to be careful about shutting the door blc of a number....so what makes you think you can not be among the 29%..... .

Also each program is different. That rate might be for undergrad or master and might not be applicable to yours..also Public Admin might not have so many applicant in a particular year that they might quietly lower the requirement. Many cases where the minimum GRE is posted on a school site and u hear applicants that got admission with less.

I would say research more on d program and how it can benefit u. If its within ur tuition bracket then do apply .

Rating should not be the only or main reason why u dont apply
