The fact that you love and have tolerance for trolls and their ignorant and unintelligent routine doesn't mean other people must have the same kind of tolerance too.

I have respect for other people's views so long as it is backed by reasonable argument. One key feature of ignorance is intolerance to dissenting views even when backed by a reasonable argument. A reasonable argument doesn't necessarily have to be 100% correct but can shed more light on a perspective hitherto overlooked by many mainly because of the bandwagon effect.

If you feel the guy Y0ruba is wrong, correct him with verifyable facts presented in a reasonable manner like has has done. All these attacks with nomenclature only portrays one as desperate and unintelligent. Ipob this and ipob that! That's the easiest way now for ignorant trolls online to evade logical and reasonable discourse. It only portrays a dearth of knowledge on the issues being debated.

I like his responses. I think he's sound. My problem with us Nigeria is always looking at things from tribal perspective, it's annoying and bad.

The guy's pov is simple. Infrastructural development is good but has to be strategic. It attracts investment in the long term but in the short term it requires maintenance. How does a poor state manage that maintenance in that short term without being too neck deep in debts that aren't sustainable?

It is left for people to reason and argue on both sides of the debate without pouring invectives and resorting to irrelevant nomenclature. That my dear is ignorance.

Osun rated 2nd in human capital index ―NCCN

OSUN State has been rated second in the human capital index in a report released by a body, identified as National Competitiveness Council of Nigeria (NCCN).

The report released early November by NCCN took two years of research into the factors that drive.

competitiveness in Nigeria’s 36 states and the FCT, while the research was funded by Ford Foundation and The Tony Elumelu Foundation.

This was contained in a statement issued by one of the media aides of Governor Rauf Aregbesola, Mr Kikiowo Ileowo, a copy of which was made available to the Nigerian Tribune on Sunday in Osogbo.

According to the statement, the research covered more than 2,000 businesses, 8,000 households, 400 indicators and 4 pillars, with emphasis on education, migration, gender equality, and health, stressing that “Osun came second after Delta State whilst Enugu state took the third position, whilst Kebbi, Borno, and Gombe took the last three positions respectively.”

It reads in part, Osun State has received several knocks after Budget; a socio-economic organisation released its State of the State 2016 report, stating Osun cannot meet its obligations due to its huge deductions for debt repayment from its Federal Allocation. Though the state continues to pay its workforce in an arrangement that sees workers in levels 1-7 (67% of workforce) receive their full salary, whilst workers in grade level 8-12 (25% of workforce) receive 75% of their salaries and workers in grade level 13-17 (8% of workforce) receive 50% of their salaries.”

“The state invested heavily in human capital, saying independent reports from several credible local and international organisations have ranked Osun high in all the Human Development Index. Osun maintained the 2nd position after Lagos in the global Multidimensional Poverty Index (MPI), recently released the Oxford Poverty & Human Development Initiative (OPHI), for the year 2016.”

Nigeria's Misery Index and How Osun Makes the Good Grade

Osun has been ranked the second less miserable and poverty-ridden state in 2017 in line with the objectives of the International Monetary Fund (IMF) and the World Bank recommendations. Osun State has shared the same goal of raising living standards of its people. Its approaches to poverty reduction are complementary, with the IMF focusing on macroeconomic issues and the World Bank concentrating on long-term economic development and poverty reduction. The implication of this ranking on the Misery Index is clearly desirable. The implication is good living standard of Osun citizens

The state was placed the second wealthiest among the 36 states of the federation, according to a report released few days ago. The Financial Derivatives Company, which released the report, in its presentation, titled: "How the States Performed in 2017," by its Managing Director Bismark Rewane, said in one of the top three economic analysts in Nigeria, Osun had the lowest net Federal Account Allocation Committee (FAAC) allocation but was not delinquent in the payment of salary arrears. The report showed that Osun is the second best in the measured "Misery Index" with a 16.37 per cent inflation rate, which also sums up with the rate of under-employment and unemployment, when Nigeria's misery index has risen to an all-time high of 47.7 per cent.

The report noted that despite the financial quagmire states experienced in the last financial year, the ingenuity of the Modulated Salary Structure by the Osun State government yielded positive results. The report also outlines the core indices of a structurally balanced, growing and diverse economy, which is coming for the second time in six months from veritable and independent sources - the first from the United Nations (UN) Multi-Dimensional Poverty Index 2016 and now the FDC Misery Index 2017.

All the available data are saying the same thing, Osun state is ahead across the board..

If the people of Osun state by all measures are better off with the 2nd lowest poverty rate and mystery index in Nigeria, massive infrastructure upgrade and spending, of what relevance is your ignorant and fact less nonsense on NL?

Haven followed your argument I would say I am disappointed with this your response.

Now back to the topic of this discus, I totally agree with you that aregbe might have got his priority wrong but governance is a continuous thing and it doesn't matter who comes in next as the captain of the state because infrastructural development is vital to the socio economic development of any state.

First towing the roads will be a bad idea for now that can be a plan in the future
secondly the roads will attract more investors, boost agro economy of the state as farmers will have ease of transporting their goods, more traders will flux the state this increase in economic activities will lead to increase in population and increase in infrastructural development such as housing and in turn lead to increase in the state IGR though this may be a long term term solution but the fact is even if the state start towing immediately after commissioning these roads it still won't pay the huge dept owned by the state in a short time.

Though your point is valid but ogbeni still needs to be applauded

It is said that "The truth is a lie in contest, it all depends on which side prevails. "

Bros,

Without wasting time and energy, his assertion is unintelligent, not fact based, near myopic and regurgitating ill-conceived logic.
1. He first attacked the project as unnecessary. When he was shown "reasons" and nexus between capital infrastructural projects and attraction of investments, then he went on beating the bush trying to manipulate his earlier flawed premise

2. His assertion on the volume of vehicular movement in Osun is to say the least a ridiculous lie. Did you miss that? He claimed to be an indigene of Osun, yet his lies just shows that the closest he's gotten to Osun is on Nairaland.

3. He seeming analysis is shallow. He proposes Aregbesola should toll a road built on an already built Federal road? He wants him to toll a road when the objective is to attract "traffic", especially movement of agric products to access markets in other state. Someone asked him, how do you expect investors to come to a state with no infrastructure.

4. His contradictions are epic. His qualifications of Osun as a "poor" is based on "IGR". Meanwhile a recently published stats shows Osun as the 2nd "net wealthiest state". No wonder some people's literacy has never gone beyond nairaland. He gave examples of Lagos, yet conveniently forgot to mention that the same Lagos under Tinubu (with Aregbesola as commissioner for works) started the resurgence of it's economy basically from putting infrastructure in place.

No one is blackmailing him not to make his points. When he comes into a public domain and makes arguments starting by falsehood and half-baked analysis, you expect we sheepishly applaud him?

Osun Rank Second Wealthiest Among 36 States Of The Federation

The state was ranked the second less miserable and poverty-ridden state in the year 2017.

In a report released by the FDC’s Managing Director Bismark Rewane in its presentation, titled: “How the States Performed in 2017,” said in one of the top three economic analysts in Nigeria, Osun had the lowest net Federal Account Allocation Committee (FAAC) allocation but was not delinquent in the payment of salary arrears

Financial experts say the conclusion is that the state government, under Governor Rauf Aregbesola’s watch with deliberate investments in infrastructure, education, social services, human capacity development and sincere political leadership, created an economy with under-employment, unemployment and inflation well below national averages and diverse.

The Misery Index figures also showed that aside Taraba, Ogun and Lagos states, are key players in Nigeria’s Industrial Base, but still have huge poverty index with a definite number of its citizens living below the normal living standards as set by the World Bank and the International Monetary Fund (IMF).

Osun records increased IGR in 2016

Osun State recorded a 10% increase in her Internally Generated Revenue, IGR in 2016, a report by the Nigeria Bureau of Statistics, NBS has revealed. This is as Lagos continues to dominate the table with the highest IGR generated in the country.

In the NBS report published yesterday and titled ‘Internally Generated Revenue At State Level (2016)’, it was gathered that Osun recorded an improvement in its Internal revenue by 10% between 2015 and 2016. (14th State in % Growth). Osun with a population of just above 4m, generated the sum of N8.07bn in 2015, but recorded an improved figure of N8.88bn in 2016 representing a 10% growth in a space of one year.

https://www.vanguardngr.com/2017/05/osun-records-increased-igr-in-2016-as-lagos-emerge-top-earner-again/

That's 10% growth in less than 1 year

This is why it's always good to counter these ignorant and unintelligent ipob clowns with facts.

Corruption can buy you a worthless competitiveness ranking. It can’t change the fundamentals of poor performance and stealing by Aregbesola.

Kenai:
Three days ago, Nigeria's budget-monitoring tech organization, BudgIT, released a detailed document on the states of Nigeria; their economic situations, debt burdens, budget-funding capabilities, internally generated revenue ratings and financial sustainability.
This move is part of a greater plan to engender transparency in our budgets, as well as demand better accountability from our various state governors across the federation.

The document had some revealing details, some shocking details, as well as some downright damning ones. I guess reality is truly different from state-sponsored propaganda and social media rhetoric.

Ability Of States To Meet Recurrent Expenditure
In this category, the states are ranked by the figures realized after subtracting the total monthly salaries paid by the states from their monthly income. The states in red are states whose monthly incomes are unable to meet up with the monthly wage bill. In other words, states that are unable to pay their salaries without having to borrow. States in green, on the other hand, are states whose monthly incomes are enough to adequately pay salaries and still have some leftovers for other engagements.
This is the table:

From the table above it can be deduced that Lagos, Rivers, Delta, Katsina and Enugu are the top 5 states with the highest leftover cash even after meeting monthly obligations; while Osun, Plateau, Ogun, Nasarawa and Oyo are the bottom 5 states as well as the states with the greatest inability to meet monthly payments without having to borrow.
Perhaps interesting to note, is the fact that Osun state's monthly shortfall is larger than the monthly shortfalls of Ekiti, Bauchi, Abia, Kaduna, Zamfara, Imo and Gombe, combined.

On a region-by-region basis, it can also be deduced that:

1. In the South-South, all other states are green except Bayelsa and Akwa Ibom.

2. In the South-East, Enugu, Ebonyi and Anambra are able to meet recurrent obligations, but Imo and Abia are unable to.

3. In the South-West, Lagos is the only state currently meeting its recurrent obligations while all other sister states, Ekiti, Ondo, Oyo, Ogun and Osun, are unable to.

4. Taraba and Yobe are the only North-Eastern states without monthly shortfalls

5. Niger, Benue and Kogi are the only North-Central states currently without shortfalls.

6. Zamfara and Kaduna are the only North-West states with shortfalls.

Internally Generated Revenue
This was published a few weeks ago, but republished three days ago...

Ranking Of States By Debt

And finally...

State Sustainability Index

BudgIT published the final info known as "State Sustainability Index". This is the rating of the states by their financial sustainability. It factors in the state's IGR, as well as its total debt stocks, AND recurrent expenditure before arriving at its final figures.
This is the standard formula used in calculating state sustainability index:

Using the formula above with IGR's and debt stocks previously posted, below is the ranking of the states by their sustainability indices:

From the table above, it can be deduced that Rivers State, with its high IGR and relatively low debt, is Nigeria's most sustainable state, with Lagos, Enugu, Delta and Katsina all trailing in that order to make up Nigeria's top 5 most sustainable states.

Counting from the bottom, on the other hand, Plateau, Osun, Nasarawa, Borno and Ekiti are ranked as Nigeria's least sustainable states, with their low IGRs and inexplicably high debts.

On a personal region-by-region ranking (gotten by adding all the indices for every state in each region and dividing by the number of states in said region), the South-South is by far Nigeria's most sustainable region with a cumulative average sustainability index of 8.27

Coming a very distant second is the South-East with an index of 6.43

In third place is the North-West with an index of approximately 5.45

Number 4 is the South-West with 5.43

Coming fifth place with an index of 4.39, is the North-Central

And scraping the bottom of the barrel at last place, is the insurgency-torn North-East with an index of 3.97

Very laughable comment.

In relation to the socio-economic perculiarities of the state how has he done well?

Newly constructed roads & proper road network are good stuff but how do these roads contribute to the purse of the state & economic upgrade of the state?

I’m hoping he will toll that trumpet bridge and some of the roads to generate funds for the state as well as jobs. A number of those toads feed Federal roads which means high volume of vehicular [especially truck] pressure on the roads, he needs to toll them in order for the state to have a stable road maintenance fund stashed away.

The road constructed by Gov Aregebsola from Ikoyi (close to Asejire) to Ago Owu Farm Settlement enables a lot of farmers in the neighbouring communities bring their produce to town
But still it is a titanic battle to wean people of free money mentality.
