Below is a check list of the Ten Commandments you alluded to. You can ask yourself whether lying is forbidden or not:

If you have even broken one Law, then you have sinned against God and therefore will "surely die," for the "wages of sin is death."  (Death is the separation from God, either temporary or permanently)

We are all guilty of breaking the Commandments.  Listen to the voice of your conscience, and let it remind you of some of the sins of the past.  We are not perfect as we are commanded to be (Matthew 5:48), neither is our heart pure.  On Judgment Day our transgressions will be the evidence of our shame.  Think of it: God has seen every sin we have ever committed.  We share our thought-life with Him.

We are guilty of violating His Law a multitude of times, yet if we repent, God can forgive us because Jesus stepped into the courtroom 2,000 years ago and paid the fine for us.  His death on the cross satisfied the Law we so blatantly transgressed, and at the same time demonstrated how much God loves us—

"For God so loved the world, that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life." 

His shed blood on the cross can make you clean in the sight of a holy God, as though you have never sinned.

God doesn't want you to go to Hell.  Please, forget your arguments, repent and put your trust in Jesus and be saved from God's wrath.  Make Psalm 51 your prayer, then read your Bible daily and always obey what you read; God will never let you down.

PastorAIO: The curious thing about liars is that they are the first to make a claim that they can never lie. So vociferous in the defense of their integrity, yet the facts speak otherwise.

I've met people like this from all religions. In fact if I were to think like you I would initiate to become a babalawo. Some of them are the most humble and 'righteous' people that I've ever met. (at least in my perception, but who knows what's really in the heart of men).

The difference is that those are moralists while this man had the grace of Jesus in him. Without Christ, one's 'righteousness' is like a filthy rag and is just a vapour. The other difference is that this Christian preached the gospel that changed my life. It could only be through the power of the Holy Spirit that someone like me could be saved.

What is a moralist? Are you saying that you are not a moralist? what does that mean? What does it mean to not be a moralist? And why are these other people moralists when you are not?

We Christians say nothing else but what God says about Himself in His word, the Bible, that - He is holy (and therefore cannot lie), all knowing, all present and all powerful. He is also merciful and forgives those who acknowledge their sins and repent. He is equally a consuming fire. He will punish all those who refuse to repent of their lying, cheating, stealing, adultery, fornication, idol worship, blasphemy, drunkenness and foolishness with eternal torment in hell! Jesus loves you. He died for you. Receive His mercy today.

As long as you now know the difference between 'lying to... ' and 'lying against... ' then you'd have achieved something.

You can continue with your semantics and play with words. That is your cup of tea. The message is that lying is a sin - whether you lie to, against, with or through anybody. The liar must repent and accept Christ as Lord and Saviour or be forever darmed.

Once upon a time there was a King of a mighty Kingdom. He was so powerful that no one was brave enough to contradict him anymore. He was very recalcitrant. And he always got what he wanted.

Some people feared that he might be mad for his recalcitrance knew no bounds. He would not hear 'no' from anybody, would not even accept physical impossibilities. He could get angry at a tree that fell across his path blocking it. Before you knew it he would have ordered the execution of the tree... by hanging.

One day, the king awoke and prepared for the day's business. He looked in the mirror to admire his fine form before he stepped out only to receive a shock. The figure staring back at him was not the slim fit good looker that he remembered. One fat unhealthy looking figure was staring back at him.

He went to another mirror and another and it was the same result. He was livid. He called his prime minister, who was a very wise man. " what is going on, why do I look so unhealthy?", he yelled.
The Prime minister had to think fast. Sharp sharp his mouth came out with an answer that he felt would pacify the King and save himself from a great deal of wahala. You see, he couldn't tell the king that he was fat.
"Your majesty, sire, The Mirror has been jazzed. An evil witch has cast a spell on all the mirrors in the kingdom, so any mirror you gaze at will show you this nasty image".

"Hmmm", the king grunted satisfied with his prime ministers diagnoses. " So what do we do?".

"Well, your highness, I've heard that there is one true mirror hidden in the hills that her magic couldn't affect. If you can find that mirror then you'll once again see your true form, and it will break the spell on all the other mirrors".

"Then we must begin seeking for this mirror right away", the King ordered.

So it ensued that everyday the king and his prime minister would walk up and down the hills every morning before the start of business and every evening before the sun went down. This went on for a little while. A few weeks, then a few months. Then one day when the prime minister noticed that the king had lost significant weight due to all the walking up and down the hills everyday, he stole out very early in the morning before the King's arose and he planted a mirror under a rock where he knew the king would find it.

Sure enough that morning the King found the mirror and when he looked into it he was delighted to see a splendidly slim figured guy looking back at him.
The spell had been Broken!!

Which one does the most harm? Which one is most likely true?

It is because of the lack of wisdom that makes some parents tell lies to tell their children about the tooth fairy, the Easter Bunny, Santa Claus e.t.c. and when they grow up to discover that they were all lies they then will find it difficult to believe you even when you are telling them the truth. Many have become atheists as they do not believe the truth but see them as lies and as a result end up in perdition.

What makes the Ten Commandments—and other biblical commands—different? They have an ultimate foundation—the Word and character of our Creator God. Since God is the Creator and Judge of the universe, only He has the right to set the rules and tell us what to do.

Of course, we can never fully live up to God's law. Take a quick look at the list of the Ten Commandments again. How many have you broken? Probably quite a few of them (and keep in mind that Jesus equates anger with murder [Matthew 5:21–22] and lust with adultery [verses 27–28])! Scripture tells us that no one can perfectly obey God’s law: "all have sinned and fall short of the glory of God" (Romans 3:23). But the good news is that Jesus stepped into history and perfectly obeyed God's law (2 Corinthians 5:21). He then took the penalty that we deserve for our sin—death (Romans 6:23)—upon Himself when He died on the Cross. But He didn't stay dead; He rose from the grave, conquered death, and now offers new and eternal life to all who will put their faith and trust in Him (Romans 10:9; 2 Corinthians 5:17).

oh and btw, you seem to have totally missed my point. I am not talking about tooth fairy or Easter Bunny or Holy Spirit. I am talking about encouragement to help them nurture their abilities. Some people say you've got to fake it until you make it. Sometimes it just takes a little bit of encouragement in your seminal stages when there's actually nothing much to encourage.
